World Trade Organization (WTO) launches searchable SPS Information Management System database

The World Trade Organization (WTO) recently launched a searchable database of member governments' measures related to the SPS Agreement, thus making it easier to find out about other countries' food safety requirements and alerts. The SPS Information Management System (SPS IMS) allows users to search and obtain information on measures that member governments have submitted to the WTO. These include notifications concerning new export and food safety requirements, specific trade concerns that governments have raised, documents of the WTO's sanitary and phytosanitary measures committee, member governments' national enquiry contacts, and details of the authorities who handle notifications. The SPS Information Management System is available at http://spsims.wto.org.

FAO and WHO develop new web-based microbiological risk assessment model

As part of the JEMRA activities, FAO and WHO have just completed, and made publicly available, a web-based model to assess the risk associated with Enterobacter sakazakii in powdered infant formula. This user-friendly model allows users to compare the impact of the implementation of different sampling plans at the end of the production of powdered infant formula and also to compare the relative impact of different preparation, storage and use scenarios on the risk of Enterobacter sakazakii infections in infants. This is the first web-based risk assessment tool to be developed by FAO and WHO in the area of food safety. The web-based assessment model can be accessed at: www.mramodels.org. For further information and feedback on the model please contact jemra@fao.org

High Level Special Event on Food Quality and Safety
34th FAO Conference, 21 November 2007

FAO/AGNS convened a High Level Special Event on Food Quality and Safety during the last session of the FAO Conference. The objective of the event was to draw the attention of policy makers to the importance of food quality and safety for consumer protection and trade promotion. It also underlined the increasing needs of developing countries for capacity building to improve the efficiency of their national food safety system throughout the food chain, including the involvement of food producers, processors and distributors in this endeavour. The event was attended by 57 member countries and three INGOs. The opening speeches were made by H.E. Obiang Nguema Mbasago, President of the Republic of Equatorial Guinea and the Director-General of FAO. H.E. Ahmed El-Hawshabi, Minister for Agriculture and Irrigation of Yemen chaired the event. A presentation on “Emerging food safety challenges” was made by Mr Stuart Slorach, former Chairman of the Codex Alimentarius Commission and Mr José M. Sumpsi, Assistant Director-General, Agriculture and Consumer Protection Department delivered a presentation on “Bridging the gap between food safety policy and implementation”. A brief report of the event in English is available from:

International Symposium Revolution in Food Safety Management
Bali, Indonesia, 13-15 February 2008

This symposium, which is being organized by IDF with the technical collaboration of FAO, will review new approaches for food safety management and consider the feasibility of their application in the dairy sector. With the development of these new risk-based approaches the tools are available to further improve food safety. However, for countries and their industries, particularly small and/or less developed businesses, they also represent a new challenge. This symposium will look at practical experiences and the challenges and feasibility issues to be addressed by those working to move forward in food safety management.

Science for Safe Food

FAO and WHO have completed the “Consultative Process” which was requested by the 24th Session of the Codex Alimentarius Commission in 2001. The objective of the consultative process was to consider ways and means to improve the independence, transparency, timeliness, efficiency, integrity, and sustainability of the provision of scientific advice to Codex and FAO/WHO member countries. An important achievement has been the preparation of the "Framework document"- which documents the principles, practices and procedures applied by FAO and WHO for the provision of scientific advice. In addition, the Global Initiative for Food-related Scientific Advice (GIFSA) has been established to identify extra-budgetary resources to ensure the continued provision of scientific advice to Codex and its subsidiary bodies. More details on GIFSA may be obtained by writing to gifsa@fao.org. Full results of the consultative process are available at:

Request for the provision of information to the International Portal on Food Safety, Animal and Plant Health: Food safety assessments of recombinant-DNA plants

The 7th Session of the Codex ad hoc Intergovernmental Task Force on Foods Derived from Biotechnology (Chiba, Japan, 24-28 September, 2007) considered the Proposed Draft Annex: Food Safety Assessment in Situations of Low-level Presence of Recombinant-DNA Plant Material in Food (Appendix IV, ALINORM 08/31/34). Section 3 of the Proposed Draft Annex provides for data and information sharing on recombinant-DNA plants authorized in accordance with the Codex Plant Guideline. In this connection, FAO proposed a database and data entry mechanism designed to facilitate the publication of food safety assessment information, as detailed in the Proposed Draft Annex. Through the International Portal on Food Safety, Animal and Plant Health (IPFSAPH - www.ipfsaph.org), FAO will maintain a publicly accessible central database containing relevant information to food safety assessments of recombinant-DNA plants. In view of the possible adoption of the above annex by the 31st Session of the Commission, the FAO/IPFSAPH Secretariat has initiated finalization of this database and would like to inform Members of FAO, as well as other interested parties, of the modalities of providing relevant information, as noted in paragraph 80 of the Report of the Task Force (ALINORM 08/31/34), and invite their cooperation. The existing Codex Plant Guideline is available at:
