Technical Guidelines

Le Programme des pesticides périmés est en train de mettre au point une série exhaustive de directives techniques pour la gestion des pesticides obsolètes qui sera bientôt publiée. La série couvre les étapes principales de la gestion des pesticides obsolètes, depuis l'inventaire initial jusqu'à l'utilisation des données qui en découlent pour établir une évaluation des risques environnementaux et des plans de gestion concernant le stockage et le transport. On y trouve un guide pratique concernant la mise au point et la réalisation de stratégies sécuritaires et enfin, le dernier de la série présente un système de gestion des déchets définissant les options pour l'élimination des déchets toxiques dérivant de pesticides obsolètes, y compris les emballages et les sols contaminés.

Inventory guideline

The guideline covers aspects such as the scoping of the inventory, the identification of key inventory sectors, development of inventory methodologies, the preparation of an inventory work plan and the practical aspects of completing a detailed inventory. The guideline aims at developing the practical skills necessary to allow users to provide accurate information to the FAO Obsolete Pesticide Management System (PSMS). FAO Environmental Management Tool Kit (EMTK)

The EMTK is presented as three complimentary volumes.

  • Volume 1 of the EMTK provides a system for using inventory data to make objective decisions on the risk posed by obsolete pesticides in a country. The guideline provides a mechanism for the prioritisation of stores based on a series of risk factors. This guideline forms the basis of the PSMS risk analysis.
  • Volume 2 provides guidance on the selection and management of storage centres and transport of obsolete pesticides. .
  • Volume 3 provides guidance on the use of inventory and risk analysis data, storage plans and transport information to allow the formation of a site specific environmental management plan (EMP) at High Risk locations.

    Disposal guidelines

    Revised guidelines on the selection of disposal options for obsolete pesticide waste have been prepared. The guidelines focus on the process for selection of the most appropriate option given local operating conditions and the type of waste. The guideline is in the final stages of preparation and is currently under review by the Africa Stockpiles Disposal Technology Team prior to release.     Safeguarding Guideline

    The safeguarding guideline deals with issues such as:

  • Safe working procedures;
  • Task Based Risk Assessment:
  • Development of a safeguarding strategy;
  • Standard Field Operating Procedures;
  • Communications and management.

    Capacity Building

    Training of Trainers(ToT) workshop in Tunisia

    Because the obsolete pesticides problem is so widespread and the FAO Programme on the Prevention and Disposal of Obsolete Pesticides has limited human and financial resources, steps have been taken to spread FAO expertise as widely as possible. In February 2007, 19 specialists from 18 countries were invited to Tunisia to participate in a Training of Trainers programme for inventory, risk assessment and safeguarding of obsolete pesticides. All of the participants from Bolivia to Bangladesh and from Zimbabwe to Georgia had their own experience to share with others while the FAO team provided tools and methodologies that have been developed on the basis of 13 years experience in dozens of countries around the world. The focus of the training was on how train others, and we are now confident that there is a substantial team of experts that FAO can call upon to train national teams wherever and whenever needed.
