The Global Plan of Action is intended as a framework, guide and catalyst for action at community, national, regional and international levels.

It seeks to create an efficient system for the conservation and sustainable use of plant genetic resources, through better cooperation, coordination and planning and through the strengthening of capacities.

It is an essential contribution to successful implementation of the Convention on Biological Diversity.
