This programme aims to transform the current poorly coordinated, often inefficient and frequently redundant efforts of ex situ conservation into a rational, effective and sustainable system.

All countries without their own long-term storage facilities will have the option to store their collections in international or regional genebanks.

The sovereign rights of the providing countries to these resources can be guaranteed through appropriate legal agreements.
