Project Formulation Workshop - Kagera TAMP (Entebbe, 28 to 29 Nov 2005)
The aim of this workshop was the formulation of the project log frame and draft full project document and the elaboration of a suggested process for developing missing elements (who? how? when? where?). The outputs including a discussion note on Transboundary issues to be addressed by the TAMP were subsequently considered by the regional Project Steering Committee (PSC).

Regional Experience Sharing on Land and Water Management from Farm to River Basin Levels - A Focus on Agricultural Ecosystems (Entebbe, 23 to 26 Nov 2005)
This workshop aimed to review among technical experts and decision makers of the situation in the Kagera River Basin and of relevant national/regional experiences and lessons learnt by the beneficiary countries. This facilitated the identification and agreement on best approaches and sustainable land management practices to be promoted by the project and consideration of how to generate associated environmental benefits for stakeholders (restoring degraded lands, conservation and sustainable use of biodiversity, carbon sequestration and protection of international waters). It also enabled the identification of required mechanisms for promoting their adoption and scaling up across the Kagera basin.

Assessment Methodology Workshop and Field testing (Rwanda & Tanzania, July 2005)
The objective of this practical workshop was to develop methodologies and conduct pilot assessments to gather information on key variables that will be needed to develop the project baseline and transboundary diagnostic assessment (TDA) and to develop the full project document. An interdisciplinary team of specialists from the three countries participated in the development of the assessment methodology design and testing process. Transects across the landscape were used to assess biophysical and agricultural variables and other PRA tools were tested to obtain information on socio-economic and cultural considerations with people living in the project area. Drawing on local knowledge, perceptions and needs is expected to help ensure successful identification and prioritisation of project activities and subsequent adoption of improved land resources and agrobiodiversity planning and management by rural communities.

National Technical Advisory Committee (TAC) Meetings
The National Technical Advisory Committees (TACs) facilitate intersectoral cooperation at policy, technical and local levels and provide advice and support to the National Project Managers (NPMs) during the project development process, as required. Coordination is also facilitated by a national project focal point, or national project coordinator. The TACs are inter-sectoral and multi-stakeholder comprising up to 15 representatives of environment, agriculture, local government (land, crops, livestock, forest, water, community development,...), key donors, NGO and civil society organizations. For detailed tasks see Terms of Reference.

Regional Project Steering Committee Meetings
The Regional Project Steering Committee (PSC) was responsible for the overall implementation of PDF-B activities in liaison with FAO, the executing agency. It was composed of up to 12 persons, including representatives of environmental coordination bodies and Ministries of agriculture of participating countries, FAO and GEF/UNEP. For detailed tasks see Terms of References.

National Inception Workshops (Rwanda, Tanzania & Uganda, 2004/2005)
The aim of the inception workshops in the three countries was to facilitate a common understanding of the objectives and implementation modalities of the project among concerned national bodies and agree on terms of reference and tasks to be conducted during the project development phase (PDF-B). It allowed the familiarization of representatives of relevant ministries and institutions of the full project strategy and the objectives and activities of the project development phase (PDF-B) and potential collaboration with other projects in the Kagera region.

Project Development Workshop (PDF-A) (Mbarara, May 2001)
The workshop initiated joint consultations between the main project partners on the processes and effects of land degradation in the Kagera Basin, including the threats to biodiversity. During the workshop the intention to combat land degradation through the conservation and sustainable use of biodiversity and the application of the ecosystem approach was outlined.
