In paper 1b it says:

The author may wish to include some additional references on this topic which have some to my attention:

On September 20, 2001 the Whitehouse Office of Management and Budget released a memorandum, outlining science-based "principles and procedures" that OMB will use to evaluate regulatory proposals advanced by federal agencies. The press release is here: http://www.whitehouse.gov/omb/pubpress/2001-38.html, with a link to the Memo from Office of Information and Regulatory Affairs Administrator John D. Graham. The memo references Executive Order No. 12866, "Regulatory Planning and Review."

More recently (September 15, 2003) the OMB has requested comments on a proposed bulletin (under Executive Order No. 12866 noted above) and supplemental information quality guidelines. The OMB and Office of Science and Technology Policy (OSTP) proposes to issue new guidance to realize the benefits of meaningful peer review of the most important science disseminated by the Federal Government regarding regulatory topics.
