This is Dr. Salwa Dogheim again comments on paper 3d:

I would like to comment on (No. 4, data from developing countries). If we may have records on how many developing countries submit their data to the panel of experts like JECFA or JMPR for evaluation, we might feel the size of the problem. Even in the best cases the data submitted is not always at the level of good quality to the extent that it might not be considered from the evaluators. The reason usually is the lack of new information like changed residue definition or limit of quantification. This agrees with the last paragraph on the problems confronting developing countries not only from poor flow of information but also from the absence of the national mechanism to collect such information and transfer it to the technical authorized persons operating the supervised trials for example. Such data is almost generated in other countries in collaboration with the manufacturer while in many developing countries this collaboration is forbidden with the industry. The pesticides for economic reasons are almost generic produced by manufacturers also from developing countries who have no intention or enough resources to elaborate supervised trials even if there is a chance for this collaboration. The agriculture research centers and the universities can successfully generate such data if they are well linked to a source of information. Stressing the work on regional bases will be less expensive and best effective.

This take me back to my previous suggestion of having presentation of the Codex in the regional offices of the FAO.
