3ADI: African Agribusiness and Agro-Industries Development Initiative

07/08/2012The 3ADI was launched on March 2010 in Abuja, Nigeria, by the African Union Council as the African Agribusiness and Agro-industries Development Initiative.

The Abuja Declaration (click here to download) mandates FAO, through the Rural Infrastructure and Agro-Industries Division  (AGS), together with the United Nations Industrial Development Organization (UNIDO) and the International Fund for Agricultural Development (IFAD) to join forces in developing the agriculture sector in Africa, turning subsistence farming into a thriving business, creating jobs and ensuring food security through the development of highly productive and profitable agri-based value chains.  The 3ADI aims to facilitate and increase private sector investment flows going into the agriculture sector in Africa by mobilizing resources for agribusiness and agro-industrial development from domestic, regional and international financial systems.

The concepts which underpin 3ADI and the powerful manner in which the programme is formulated are not only of relevance to Africa. Recognizing this, UNIDO has crafted an alternative formulation of the 3ADI acronym to broaden its application. The title of 3ADI can also be an acronym for “Accelerated Agribusiness and Agro-Industries Development Initiative”; to allow the programme to support least developed countries and countries with economies in transition in the global setting.

The 3ADI programme framework includes a number of support areas that can be considered as leverage points to promote agribusiness and agro-industries development. One of these areas comprises the development of value chains, for which the following implementation approach has been later adopted for country level interventions:: for each country (i) the first step is to identify, through a participatory multi-stakeholders process, one or two value chains for the 3ADI intervention; (ii) for each value chain the  key constrains that limit the selected value chain ability to add value to agricultural production through agro-processing, post-harvest handling, supply chain management and trade promotion is assessed; (iii) concrete interventions are developed to promote agro-industry development in a coordinated manner that is consistent with the 3ADI framework; and, finally, (iv)  the 3ADI assists beneficiaries in mobilizing resources, such as public and private finance, investment, technology, expertise and scientific knowledge.
The potential beneficiaries of the 3ADI include: Farmer organizations; Small producer organizations; Small and medium-scale agro-industries; Policy-making governmental institutions; Private and public support service providers; Agriculture and Industry Ministries.
