(وقد تمَّت المصادقة على خطة العمل العالمية في الدورة التاسع والعشرين لمؤتمر الفاو في عام 1997، كما تمَّت المصادقة عليها من قبل مؤتمر الأطراف في اتفاقية التنوع الحيوي ومن قبل رؤساء الدول والحكومات في عام 1996 في مؤتمر قمة الغذاء العالمية للفاو. وعلاوةً على ذلك، فقد تم إدراجها في المعاهدة الدولية للموارد الوراثية النباتية للأغذية والزراعة كعنصر داعم، (المادة 14) وقدمت عنصر الأولوية لإستراتيجية تمويلها (المادة17).

تضم خطة العمل العالمية عشرين مجالاً من الأنشطة ذات الأولوية موزعة على أربعة مجالات رئيسية تشمل الحفظ في الموقع الطبيعي والتنمية والحفظ خارج الموقع الطبيعي واستخدام الموارد الوراثية النباتية والمؤسسات وبناء القدرات. وتكمن الأهداف الرئيسية بـ:

•

ensure the conservation of PGRFA as the basis of food security;

•    

promote sustainable use of PGR to foster development and reduce hunger and poverty;

•    

promote the fair and equitable sharing of the benefits arising from the use of PGR;

•    

assist countries and institutions to identify priorities for action;

•    

strengthen existing programmes and enhance institutional capacity.
 

The Global Plan of Action is a major component of the FAO Global System on Plant Genetic Resources for Food and Agriculture, and is implemented by member states of the intergovernmental Commission on Genetic Resources for Food and Agriculture (CGRFA). The CGRFA requested the development of a rolling Global Plan of Action with programmes and activities aimed at filling the gaps, and overcoming constraints and challenges identified through periodic assessment conducted by the FAO Report of the State of the World’s Plant Genetic Resources for Food and Agriculture. The periodically updated Global Plan of Action allows the Commission to recommend priorities and promote rationalisation and coordination of efforts.

FAO facilitates the implementation and monitoring of the Global Plan of Action through technical assistance to member countries on projects and programmes, institutional capacity building, information tools and knowledge sharing platforms. FAO prepares the periodic Reports on the State of the World’s Plant Genetic Resources for Food and Agriculture, and assists countries in monitoring the implementation of the Global Plan of Action through the establishment of national information sharing mechanisms. These activities are reported to the Commission on Genetic Resources for Food and Agriculture.

Facilitating Mechanism

A portal that provides comprehensive information on PGRFA activities using an integrated approach for its implementation. A wide range of information, including programmes, projects and activities and funding sources relevant for activities that contribute to the conservation and sustainable utilization of plant genetic resources can be viewed on its portal.

National Information Sharing Mechanism (NISM)

A tool to monitor the Global Plan of Action based on a participatory, country-driven and capacity- building process with a strong and positive role in strengthening partnerships among national stakeholders, raising awareness on the importance of plant genetic resources among policy makers, and a tool to identify gaps and defining priorities for future collaborative action. It contains

•    

A set of indicators to monitor the implementation of all priority activity areas;

•    

A reporting format in the form of a questionnaire based on these indicators

•    

A computer application to facilitate and simplify recording, processing, analysis and sharing of the information addressed by the indicators and the questionnaire; and

•    

Guidelines for initiating and coordinating this process, including guidelines for the involvement of stakeholders, and for establishing a national information-sharing mechanism.
