REPORT AND RECOMMENDATIONS Attendance at this Fourth Technical Consultation of AGRIS and CARIS Participating Centres was invited by the Director-General of FAO in his circular letter (Ref. G/X/GIL-803) dated 3 April 1998, addressed to all the Member Nations of FAO, and to international and other institutions participating in or cooperating with, AGRIS and/or CARIS. The general aims of the Consultation were to discuss and deliberate on the findings and recommendations proposed by the Expert Consultation on the Redesign of AGRIS and CARIS held in January 1998. The Expert Consultation emphasized the support for "a shift in emphasis from data processing to information dissemination...with new focus on developing processing capacities in the Member Nations and enabling countries to develop national umbrella information management programmes similar to WAICENT". Furthermore, there was unanimous endorsement of the notion that AGRIS and CARIS should now evolve to make full use of modern information management and technology tools. As a result, the Expert Consultation concluded that both AGRIS and CARIS are now facing a strategic moment in their lives where important issues need to be addressed and decisions taken. As a follow-up to the Expert Consultation, FAO prepared a number of studies and proposals, which were also submitted to the Technical Consultation for review and consideration.
Agenda item 1 - Opening of the Consultation and introductory statement The Consultation was opened by Mr F. B. Zenny, Assistant Director-General of the General Affairs and Information Department of FAO who gave the floor to Mr David A. Harcharik, Deputy Director-General of FAO who delivered the opening speech. In welcoming the participants Mr Harcharik congratulated and thanked the participating centres for all that they had done over the past 23 years to make AGRIS and CARIS the extremely useful systems which they are today. Mr Harcharik pointed out that developments in information technology have dramatically changed the environment in which AGRIS and CARIS are operating and that while the systems provide easy economical access to such information under a common format and an integrated database they have not entirely achieved the key objective of providing a platform for developing sustainable information management capacities within participating countries. The Deputy Director-General expressed FAO's firm belief that a new AGRIS structure should focus on developing information management capacities, particularly in bodies such as ministries of agriculture, statistical bureaux, agricultural universities and colleges, chambers of agriculture, FAO national committees, national private sector fora and parliamentary committees on agriculture, to mention just a few. This could be accomplished by strengthening the role of AGRIS as an information exchange network to provide data and knowledge on sustainable agricultural development which could include the establishment of viable working partnerships to facilitate the exchange of global and local information and "know-how" in a transnational way. He outlined the proposals which were to be presented during the Technical Consultation which would favour and facilitate the objectives set. The Deputy Director-General then discussed FAO's suggestion that the focus of AGRIS should perhaps shift from a centralized data processing system to a decentralized network of information exchange, based on Internet and related modern information technologies where each participating centre is in charge of, and responsible for, the information which it owns and has collected. Participating members would have access to new modern tools which would allow them to input, analyse, process and disseminate their own data using their own capacities. Mr Harcharik reassured participants that such changes, if endorsed by the Technical Consultation, would be implemented in a phased way that would ease the transition period for AGRIS. Mr Harcharik told the Technical Consultation that achieving the objectives would require their active participation and enthusiastic support. He called upon the participants to examine and evaluate the proposals made and to deliberate over their merit and value. Mr Harcharik closed his address by reiterating his warm welcome to the participants and assuring them that FAO valued their time and advice, and was confident that their counsel during the next four days would launch an exciting new era for AGRIS. As most of the discussions held during the Technical Consultation concerned AGRIS, the delegates and participants involved in CARIS felt that it would be advantageous for a separate meeting to be arranged to deal exclusively with issues relating to their work. The conclusions reached during this meeting have been integrated into the recommendations listed in this document.Agenda item 2 - Election of the officers Ms Pamela André (National Agricultural Library - NAL, USA) was elected Chairperson of the meeting, Ms Anna Maria Prat (Comisión Nacional de Investigación Científica y Tecnológica - CONICYT, Chile) Vice-Chairperson, Ms Helena Slezakova, (Institute of Agriculture and Food Information, Czech Republic) Rapporteur and Mr Stephen Katz (Chief, WAICENT/FAOINFO, FAO) Secretary. Mr Zenny handed the Chair to Ms Pamela André and the elected officers assumed their roles. Agenda item 3 - Adoption of the Agenda The Agenda was adopted and is attached as Appendix B. Agenda item 4 - Presentation of WAICENT Mr Perez-Trejo, WAICENT Manager, FAO gave a brief outline of current WAICENT activities and developments (http://www.fao.org). The WAICENT information services provide FAO with a platform through which it can organize and disseminate its vast agricultural information resources and play a key role in providing relevant agricultural information. WAICENT provides a means for member countries to access agricultural information and through using the most up-to-date technologies, such as Internet, has facilitated FAO’s decentralization process in order to improve its efficiency in servicing the needs of member countries. A number of corporate information tools have been set up as part of WAICENT including FAOSTAT statistical services, FAOINFO providing textual and hypermedia services, and FAOSIS providing access to information systems. All these tools have been designed for enabling access to FAO’s information resources. Through WAICENT FAO is now able to cost-efficiently disseminate its information in Arabic, English, French and Spanish, work is currently being carried out on also providing the services in Chinese. Furthermore, to not exclude those countries or regions where Internet is not available, WAICENT produces a set of CD-ROMs, including the FAOSTAT CD-ROM, AGRIS and CARIS CD-ROMs and the FAO on the Internet CD-ROM. WAICENT has also developed internal networks and links within the FAO offices around the world which is referred to as the "Intranet". Agenda item 5 - Presentations on the information management activities within the respective countries and institutions A number of representatives from countries and institutions made presentations on their respective information management systems and relevant developments in order to provide the Technical Consultation with a wider panorama within which to consider and compare the proposals presented for the redesigning of AGRIS and CARIS. The presentations dealt with a number of areas which were discussed by the Consultation and, where appropriate, included in the recommendations. The following presentations were delivered:
The Consultation and Secretariat expressed their thanks to the presenters for the work they had put into preparing their presentation and acknowledged that concrete experiences such as those described provided examples from which to draw on in deciding the future of AGRIS and CARIS at both the national and transnational levels. At the end of the concluding day the Chairperson invited the participants at the Consultation to deliver a brief outline of the activities within the sphere of AGRIS/CARIS if they wished to do so. Agenda item 6 - Presentation of the findings of the Expert Consultation on the Redesign of AGRIS and CARIS Ms Elizabeth Goldberg presented on behalf of the other panel members the findings of the Expert Consultation of the redesign of AGRIS/CARIS to the Technical Consultation. The Expert Consultation was convened at the invitation of the Director-General to re-evaluate the AGRIS and CARIS systems with a view to bringing them into line with the current needs of those involved in agricultural research and development and to make recommendations for consideration during this Technical Consultation of AGRIS and CARIS Participating Centres. Ms Goldberg told the Technical Consultation that AGRIS and CARIS had, since their establishment, focused on i) providing complementary coverage, in particular, of national grey literature not cited in other international indexing or cataloguing databases and ii) on capturing information on agricultural research projects in developing countries. In addition, in many FAO member countries, the AGRIS and CARIS databases and associated tools and services have served as a catalyst for the development of national and regional agricultural information services. On behalf of the panel she recognized and commended the entire staff of the AGRIS and CARIS Processing Units for their considerable effort, dedication and quality work over the years providing database services to Member Nations. Ms Goldberg went on to tell the Technical Consultation of the problematic areas which needed to be addressed, such as the lack of input from Latin America, the Caribbean and Africa and the doubtful cost-effectiveness of the system due to the very heavy expenditure that FAO incurs in managing the data received from the input centres. She also reported that the panel acknowledged that AGRIS is facing a fundamental shift in paradigm propelled by matching user demands for information coupled with the explosive development of attractive dissemination technologies easily within the grasp of many end-users. Ms Goldberg went on to inform the Technical Consultation of the recommendations made by the Expert Consultation:

Mr Thiendou Niang of the Centre Technique de Coopération Agricole et Rurale (CTA), (http://www.agricta.org/ctahome.htm) Netherlands, also made a number of references to the findings of the Expert Consultation on the Redesign of AGRIS and CARIS during his presentation on the work carried out by his organization in the field of information management. Mr Niang focused on the importance of capacity building during his presentation and fully supported the recommendations made by the Expert Consultation with regard to increasing the emphasis put on the building of capacities in the Member Nations. His motives for supporting this issue originate from CTA’s work and experience in recent years. He stressed the futility of focusing on the provision of information to countries if those very countries lacked the capacity, both in terms of infrastructure and human resources, to utilize that information. Mr Niang also supported the involvement of new partners, including the private sector, and the importance of raising awareness on the opportunities provided by information management for sustainable development. Agenda item 7 - Scope and mandate of the new AGRIS and CARIS information systems in view of current priorities set by Member Nations DISCUSSIONS Interesting and fruitful discussions were held during the Technical Consultation with the active participation of the delegates and representatives from the AGRIS and CARIS participating centres. A number of points were raised during these discussions which were very important to clarify certain issues. The Secretariat pointed out that FAO’s decision to move the AGRIS Processing Unit from Vienna to Rome, to be completed by the end of 1999, would allow AGRIS to take full advantage of WAICENT tools in Rome and improve the cost efficiency of AGRIS. CONCLUSIONS AND RECOMMENDATIONS The Consultation endorsed FAO’s general proposal to re-focus the role of AGRIS/CARIS on assisting in meeting the objectives of the Plan of Action of the World Food Summit, concentrating on the dissemination of a wider range of agricultural information to a broader audience. The Consultation endorsed the proposal to prioritise national capacity building in information management therefore enabling effective and autonomous management of national agricultural information. The Consultation congratulated FAO on its proposal to increase the participation and cooperation of various stakeholders in AGRIS, thereby developing the relevance and value of the system. The Consultation recommended that the proposed evolution of the AGRIS information system broaden the contents of the AGRIS system to include non-bibliographic information based on user needs, to decentralize and simplify data processing, thus increasing dissemination of information, while maintaining and improving the quality of the AGRIS bibliographic database and of CARIS. The Consultation endorsed the need for a transition period. The Consultation was satisfied by FAO’s pledge to maintain current central AGRIS/CARIS activities and roles, and continue producing existing information products. The Consultation recommended that a dynamic process of evaluation of the existing system be undertaken at the beginning of the transition period. The evaluations should address, amongst other issues:
