The fourth round of negotiations of a trade and development agreement between CARICOM and Canada is being held in Barbados from July 17 to 20, 2012.

The agenda will allow the parties to continue their substantive textual discussions under the core trade negotiation subject areas, namely, trade in goods, trade in services, investment and other trade related issues such as competition policy and transparency in government procurement.

With regard to trade in goods, CARICOM has tabled previously its proposals on rules of origin, safeguards; agriculture and fisheries; alcoholic beverages; technical barriers to trade; and sanitary and phytosanitary measures (SPS).

In the areas of services and investment, CARICOM has already presented its proposal on the facilitation of business persons as well as its framework texts for trade in services and investment.

CARICOM anticipates that technical exchanges with Canada on the latter will be continued during the week. CARICOM also expects to present for the first time its textual proposals on energy cooperation, tourism and financial services.

The issue of development will also be discussed during the fourth round. Consistent with its mandate, CARICOM will continue to press its position that development cooperation is an integral and inextricable component of the final agreement.

The region anticipates that significant progress will be achieved during the fourth round that would help advance the negotiations towards the completion of a pro-development agreement that would support sustainable economic and social development of the peoples of the region.
