Regional strategy for integral disaster risk management (DRM) in agriculture sectors in Latinamerica and the Caribbean (LAC)

Background

The countries of the Community of Latin American and Caribbean States (CELAC) requested technical support for the design and implementation of regional initiatives to prevent and manage the risk of disasters in the agriculture and food security and nutrition sectors, as well as to strengthen the related national mechanisms.  This demand is expressed in CELAC Action Plans 2014 and 2015.  In the later, countries specifically requested to the Food and Agriculture Organization of the United Nations and the Word Food Programme the realization of a high level meeting to identify “disaster risk reduction and humanitarian assistance proposals for the elaboration of a Strategic Regional Agenda for Integral Disaster Risk Management”.

On the other hand, as a result of the "First Meeting of Ministers and High-Level Authorities on the Implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030 in the Americas" held on June 8 and 9, 2016, in Asuncion, national representatives adopted the Asuncion Declaration "Guidelines for a Regional Action Plan on the Implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030". The declaration sets the bases for the development of the Regional Action Plan on the Implementation of the Sendai Framework 2015-2030, as well as its integration at national policy level.

FAO and the UN Office for Disaster Risk Reduction (UNISDR), fulfilling the mandate established by the Sendai Framework to reduce the risk of disasters in all development sectors, has been undertaking the preparatory work to respond to CELAC´s request and lay the ground for a strategic instrument of regional scope to guide the disaster risk management (DRM) actions in all agriculture sectors (crops, livestock, forestry, fisheries, aquaculture).

So far, the process has involved: 1.- a virtual consultation with technical staff of countries in the region; 2.- a side event on DRM in agriculture sectors and food security and nutrition (FSN) during the Ministerial Meeting in Asunción on which convened Agriculture Ministers and High Level Authorities; and 3.- the publishing of the document Guidelines and Recommendations for the Implementation of the Sendai Framework in agriculture and Food security and nutrition (FSN) which summarizes the inputs obtained in this process and makes specific recommendations based on the four action priorities of the Sendai Framework for DRR.

In parallel, an International Meeting of Ministers and High Authorities of Agriculture was held in Lima, on June 22 and 23, with FAO support, to exchange information on the implementation of policies to promote sustainable agriculture and strengthen FNS in LAC. The meeting summoned Ministers and High Authorities representing 16 LAC countries who agreed to work on a number of issues to promote sustainable agriculture, including setting up of a platform that allows the exchange of experiences regarding the Integrated Disaster Risk Management in Latin America and the Caribbean. During the meeting, the Ministry of Agriculture of Chile agreed to lead the development of this platform. In this context, the Ministry of Agriculture of Chile also offered support to the process initiated by FAO and UNISDR to develop a Regional Strategy for DRM in agriculture and FSN in response to CELAC´s request, and to ensure that the Platform is part of the Regional Strategy and can act as a mechanism to support its implementation.

As the next step in the process, the Ministry of Agriculture of Chile convenes to a technical meeting of focal points for integral DRM in Santiago de Chile on February 22 and 23, 2017.

It should be noted that this process directly responds to the concerns expressed by the countries in the 34th FAO Regional Conference for LAC held in Mexico in 2016 on the need to increase efforts on disaster risk reduction and climate change adaptation in the sector.

Objetives of the technical meeting

The purpose of the Technical Meeting is to advance on the elaboration of a Regional strategy for integral disaster risk management (DRM) in agriculture sectors in LAC. It is hoped to become an important sectoral contribution to the implementation of the Sendai Framework 2015-2030 in LAC.

General objetive:

To develop a first draft of a Regional Strategy to be presented during the Regional Platform for Disaster Risk Reduction in LAC in Montreal on March 7-9, 2017.

Specific objectives:

  • To develop a first technical draft of the Regional Strategy considering strategic actions at national and regional levels.
  • Identify the structure of the Platform to share experiences on integral DRM in agriculture sectors, both as:
    • Knowledge management instrument
    • Mechanism to support the Regional Strategy
  • Conform a technical committee comprised of representatives of countries and regional institutions to provide technical oversight and ensure the necessary backup, legitimacy and sustainability of the Regional Strategy at national and regional level.

Preparatory phase

FAO is providing inputs into to the process, with the Guidelines and Recommendations for the Implementation of the Sendai Framework in agriculture and Food security and nutrition (FSN), and the
