Within the process of a comprehensive review intended to enable FAO to assist its member nations more effectively, five subregional offices were established to assist clusters of countries that share similar problems and are located far from their regional office. After extensive consultations, a new office was set up in Apia, Samoa for the Pacific islands in 1996.
Headed by Gavin L. Wall as the subregional representative, the FAO Subregional Office for the Pacific Islands (SAP) is composed of a small, multi-disciplinary team of technical officers serving the Pacific and of a policy assistance unit.
