The FSM agriculture sector 1 has been identified as one of the priority areas for economic development, however, the sector has not been productive and growth has been sluggish and stagnant over the last 20 years. Lack of a coherent policy, legal and regularity framework has inhibited strategic action and dissipated the already limited human and financial resources.
