Signing Ceremony of UN joint Programme (UNJP) to support the implementation of the National Target Programme (NTP) on New Rural Development (NRD)

07 Mar 2014 -- Ministry of Agriculture and Rural Development (MARD) in collaboration with  FAO and a number of UN Agencies have signed " UN joint Programme (UNJP) to support the implementation of the National Target Programme (NTP) on New Rural Development (NRD)”

The UNJP to support NTP-NRD will be implemented by five UN agencies (FAO, IOM, UNESCO, UNIDO and UNV) and FAO is being assigned to take the leading role. The programme will be carried out during 3 years, with a total budget of USD 1.39 million.

The specific objective of UNJP is to develop an improved policy environment and implementation capacity through: 1) technical advice to the NTP Steering Committee, 2) coordination of donors, contributors and experts through the MARD International Support Group, 3) establishment of a legal framework for effective community based participatory development, including co-management systems and public-private partnerships, 4) institutional innovations in support of smallholder/producers’ market participation, 5) advice at national and sub-national level on food security strategy, 6) promotion of high technology in agriculture development, introducing a new strategy including the restructuring the agriculture sector.

At the signing ceremony, The FAO Representative in Vietnam, Mr JongHa Bae, referred in his welcome speech that "FAO and the participating UN agencies will deploy all their efforts to deliver this UNJP and reach the established goals, promoting sustainable development in Viet Nam, in its condition of middle income country".

Also at the signing ceremony, Mr. Arthur Erken, Acting UN Resident Coordinator in Vietnam  committed that "UNJP on NTP-NRD will bring great success and achievements, towards inclusive and sustainable development". The UN Agencies in Viet Nam expressed the engagement of international organizations within the context of ‘One UN’, to support Viet Nam in implementing the NTP-NRD for the period of 2014 – 2017.

Deputy Minister of Agriculture and Rural Development, Mr.Tran Thanh Nam believed that , with the support of this program, Vietnam will complete the National Target Program on  New Rural Development successfully.
