The Development of the Biofuel Guidelines in Tanzania
As the Government of Tanzania did not have a legal and institutional framework specifically for biofuel development in the country, a Biofuels Taskforce was established in 2006, consisting of representatives from Government Ministries, Tanzania Investment Center and the Private Sector. The Biofuels Taskforce is responsible for the development of the legal and institutional framework for biofuels development in Tanzania.
In 2008 it was decided that a biofuels policy should be developed. However, as the development of the policy would take a period of two years, it was decided that first biofuels guidelines would be developed, which would serve as an interim document, until the biofuels policy would be finalized.
The secretariat to the Biofuel Taskforce is the Ministry of Energy. Under the guidance of the Assistant Commissioner for Renewable Energy, the secretariat has initiated the process of developing the biofuels guidelines. In September 2008, the first draft of the Biofuels Guidelines was presented at a two-day workshop, where inputs from the biofuels stakeholders were sought. At this workshop, FAO presented the Bioenergy and Food Security (BEFS) Project, and contributed actively in the discussions on the Draft Biofuels Guidelines. Further, FAO submitted written comments on the Draft Biofuels Guidelines to the Secretariat at this stage.
The guidelines have been revised based on the comments received, and have subsequently been submitted for the approval process by the Cabinet. FAO was requested to provide further comments on the revised draft, which was done in March 2009.
