External initiatives

Capacity building has been accorded a high priority within the UN and the broader international community. This section of the portal presents most recent background documentation with emphasis on lessons learned and key principles emerging from good practice.

Below are main initiatives:

UNDP - is working in 166 countries to help develop the capacities required to achieve the Millennium Development Goals (MDGs). Capacity is the ability of individuals, institutions and societies to perform functions, solve problems, and set and achieve objectives in a sustainable manner. Capacity Development (CD) is thereby the process through which individuals, organisations and societies obtain, strengthen and maintain the capabilities to set and achieve their own development objectives over time.

UNGA - Resolution of the General Assembly 59/250, III- Capacity Building (paragraphs 26-33) of 17/12/2004, requesting the UN to enhance the effectiveness of their work in capacity building.

TCPR - Triennial Comprehensive Policy Review. Under this section you will find documents relating to the Triennial Comprehensive Policy Review including: TCPR Resolution 2006/14 on progress in the implementation of GA resolution 59/250 on the triennial comprehensive policy review of operational activities for development of the UN system; SG Report to the ECOSOC 11 May 2007; and the background study to the TCPR 2007 "Towards enhancing the effectiveness of the UN system in supporting capacity development" by Thomas Theisohn.

OECD/DAC - "The challenge of capacity development: working towards good practice", 1 Feb 2006. The paper draws on a large volume of documented experience provided by bilateral/multilateral donors and academic specialists. It provides a set of good principles to enhance delivery of capacity building and is meant to serve as a framework to guide and stimulate discussion.

UNDG - The UN Development Group works developed a position paper to enhance common approaches and methodologies to assist the UN Country Teams better support national capacity development strategies in the context of the One-UN.
