Economic guidelines for strategic planning of tsetse and trypanosomiasis control in West Africa

PAAT Technical and Scientific Series No. 5

ISBN 92-5-105006-6
ISSN 1020-7163
TC/M/Y4924/Tri

The presence of tsetse and trypanosomiasis (T&T) in vast areas of sub-Saharan Africa is a major constraint to livestock-agricultural development. However, the impact of the disease varies within and between countries, regions and agro-ecological zones. Therefore, prior to any intervention it is essential to evaluate the profitability of different approaches towards controlling the vector and/or the disease in each individual project or zone. This paper has tried to cover the main methodological issues involved in the economic assessment of area-wide T&T control programmes, with particular reference to West Africa.

Measuring capacity in fisheries

FAO Fisheries Technical Paper No. 445
Rome, 2003, 326 pp.
ISBN 92-5-104974-2
ISSN 0429-9345
TC/M/Y4849/E
$36.00

This publication contains some selected papers originally presented at the FAO Technical Consultation on the Measurement of Fishing Capacity held in Mexico City in 1999. The 23 papers are presented in four parts. The first part includes papers addressing theoretical considerations and definitions of capacity. The second part presents case studies outlining the existing practice in some member countries. These case studies do not necessarily represent best practice, but provide an overview of current practice. The third section includes papers that outline alternative methods for deriving output-based measures of capacity. In particular, the papers describe the data envelopment analysis and peak-to-peak techniques. The methods are applied to a number of fisheries for example purposes. The last section contains papers that outline alternative methods for assessing input-based measures of capacity. These include estimation of fishing power, hold capacity and bioeconomic modelling to determine optimal fleet sizes.

Education for rural development. Towards new policy respoonses

Rome, 2003, 410 pp.
ISBN 92-5-104983-1
TC/M/Y4872/E
$25.00

(Co-published with UNESCO - not included in standing orders). The strategy of focusing policies of education for rural development on the expansion of agricultural education at the secondary and higher levels is now viewed as largely obsolete. To meet the challenges facing the rural world today, an integrated view of education is required, centred on access to quality basic education for all. The goals of food security, poverty reduction and meeting the needs of the rural labour market require that rural development policies give priority to basic education and strategies that fully recognize the special nature of the rural environment. With a view to advancing this line of thought and drawing operational lessons from it to guide countries in the reform of their education, training and rural development policies, the FAO has joined forces with UNESCO's International Institute for Educational Planning to conduct an international study on education and rural development. Resulting from this joint initiative, the first aim of the book is to review the status of the topic from the standpoint of public policies and the conceptual frameworks on which they are based. It will also attempt to shed light on what may be called 'good practice'.

Syrian agriculture at the crossroads

FAO Agricultural Policy and Economic Development Series No. 8
Rome, 2003, 462 pp.
ISBN 92-5-104990-4
ISSN 1020-6531
TC/M/Y4890/E
$68.00

This publication presents a review of past and current agricultural policies in the Syrian Arab Republic. Part One illustrates the conditions and the contribution of the agriculture sector to the national economy. Part Two examines the economics of the main subsectors in agriculture; the "strategic crops" under government planning and other important subsectors; and processing and marketing, with particular reference to the dairy and horticulture subsectors. Part Three examines the structural and institutional factors determining the availability and use patterns of the production factors and inputs for agriculture production: the diversity of agriculture producers, land tenure and labour relations, irrigation water policies, and the inputs, credit supply and distribution systems. The book acknowledges that the reforms initiated more than a decade ago have been conducted cautiously, thereby avoiding the economic and social disruptions that have caused great losses and suffering in many other countries.

Community-based food and nutrition programmes: what makes them successful. A review and analysis of experience

Rome, 2003, 326 pp.
ISBN 92-5-105018-x
TC/M/Y5030/E
$36.00

In its efforts to improve nutrition, FAO is assisting member countries in developing and supporting community-based food and nutrition programmes. FAO believes that it is important to strengthen these programmes on the understanding that nutritional status is the most important outcome indicator to measure progress against poverty and malnutrition. To help in this process, FAO has commissioned an in-depth assessment and analysis of nine case studies (three programmes each from the regions of Africa, Asia and Latin America) in addition to three desk reviews to search for best practices that may account for successful outcomes and programme sustainability. This report presents the main features and findings of the case studies and highlights, analyses and discusses the main lessons learned.

Food energy - methods of analysis and conversion factors

FAO Food and Nutrition Paper No. 77

ISBN 92-5-105014-7
ISSN 0254-4725

Assessing human energy and nutrient requirements has been a longstanding activity of FAO's Food and Nutrition Division and is considered an ongoing activity requiring continual review. Energy requirements need to be linked to the energy availability from foods, and this depends on knowing the amounts of energy-providing components in foods and expressing the energy values clearly and unambiguously. Because there are various methods of analysis of the macronutrient content in foods and numerous ways of expressing the energy values of foods there is a need to standardize and harmonize energy conversion values. This publication summarizes the findings and recommendations of a workshop held in Rome in 2002 to review this issue.

From Indifference to Awareness. Encountering biodiversity in the semi-arid rangelands of the Syrian Arab Republic

Rome, 2003, 56 pp.
ISBN 92-5-105054-6
TC/M/Y5097/E
$25.00

Carrying out biodiversity conservation activities requires a real change in the mentality of people. Since February 1996, Syrian and international technicians have been working together to promote the conservation and sustainable use of the natural wealth of semi-arid rangelands of the Syrian Arab Republic. The FAO project team, together with nomadic Bedouin herders and local hunters, detected, identified and documented over 350 species of fauna during two years of field surveying. The present case study shows the vital role that local knowledge plays in conserving biodiversity and ecosystem function in semi-arid rangelands: humans, with their cultural diversity, are an integral component of ecosystems.
