The Scientific Advisory Committee (SAC) reviewed the intersessional activities of its four Sub-Committees and those of the Regional projects supporting the Commission, as well as the outcome of the Coordinating Meeting of the Sub-Committees (CMSC). SAC reviewed and reformulated management advice; it furthermore showed appreciation for a gradual implementation of the 40 mm square mesh codend of bottom trawls. The Committee took note of progress achieved on the measurement, calibration and allocation of fishing effort, and adopted the statistical scheme (Task 1 matrix) for the data collection on Operational Units (OUs). The SAC encouraged the use of socio-economic indicators in fisheries management, including in recreational fisheries.

This document gives an overview of the discussions on the concept of Operational Units which was first conceived in 2000 and its development to date. The workshop stressed that the concept of reference points (RPs) needs to be closely connected to the management objective of concerned fisheries, taking into account various parameters such as maximum sustainable yield, economic and social benchmark and environment concern. Participants stressed the need to define different RPs for each dimension of management or to identify a single RP aimed at ensuring the sustainability of the system, thereby no longer limited to biological aspects. A review of possible approaches to setting RPs and indicators for Black Sea fisheries emphasized the dynamic nature of recent ecosystem changes.

This report explores how farm productivity affects poverty, and how various factor market constraints affect farm productivity. The empirical analysis draws on representative surveys of farm households in Kilimanjaro and Ruvuma, two cash crop growing regions in the United Republic of Tanzania. Findings show that agricultural productivity directly affects household consumption and hence overall poverty and welfare. Analysis of allocative efficiency suggests that family labour is substantially overutilized, a sign of considerable excess labour supply. Use of intermediate inputs, on the other hand, is well below what is commensurate with the estimated value of their marginal productivities. An important reason for low input use is lack of credit to purchase inputs, but difficult access to the inputs themselves and, more broadly, a lack of connectivity to the economy, are also important impediments.
