Guidance for packing, shipping, holding and release of sterile flies in area-wide fruit fly control programmes
Edited by: Enkerlin, W. There has been little harmonization of the processes involved in the handling and release of sterile insects after production in mass rearing facilities. There are no standard guidelines available to transfer this technology to FAO or IAEA member countries that want to embark on sterile insect technique (SIT) activities. There is also increased interest by the private sector in investing in sterile insect production and/or other SIT activities, and these harmonized guidelines on the post-production phase will facilitate SIT application and foster the commercialization of the SIT. This guideline resulted from two FAO/IAEA consultants' meetings with representatives of relevant SIT programmes, the first held in Sarasota, Florida, United States of America (April 2004) and the second in Vienna, Austria (August 2005). It has identified a number of gaps in knowledge as well as procedures that are often based on conventional wisdom but which need scientific verification or optimization.

Avian and pandemic influenza: the FAO response. A selection of material. December 2007 (CD-ROM)
Rome, 2007 Over the last four years, highly pathogenic avian influenza (HPAI) viruses of the H5N1 subtype have spread from Asia to Europe , the Middle East and Africa , causing severe disease in poultry and humans. In those four years, numerous meetings have been organised and studies carried out on specific aspects of the disease, the socioeconomic impact of the disease on households and communities, the threat of a pandemic, and the communication strategies needed to reduce the risk of disease in animals and humans. In late June 2007, FAO, OIE and WHO, in collaboration with UNICEF and the UN System Influenza Coordinator (UNSIC), organised a Technical Workshop to consolidate information on achievements and opinion derived from earlier work on the disease, examine contentious technical issues relating to disease control and, where possible, achieve consensus on the technical issues surrounding the prevention and control of H5N1 highly pathogenic avian influenza and human pandemic influenza preparedness. Global plan of action for animal genetic resources and the Interlaken declaration
Rome, 2007 Sustainable use, development and conservation of the world's livestock genetic resources are of vital importance to agriculture, food production, rural development and the environment. In recognition of the need to develop and effective framework for the management of these resources and to address the threat of genetic erosion, 109 countries came together in September 2007 at the first International Technical Conference on Animal Genetic Resources for Food and Agriculture held in Interlaken, Switzerland. The Conference adopted the Global Plan of Action for Animal Genetic Resources - which includes 23 strategic priorities for action to promote the wise management of these vital resources.The Global Plan of Action if the outcome of a country-driven process of reporting, analysis and discussion, which also resulted in the preparation of the State of the World's Animal Genetic Resources for Food and Agriculture, the first comprehensive global assessment of livestock diversity and its management. The Conference also adopted the Interlaken Declaration on Animal Genetic Resources, which affirms countries' commitment to the implementation of the global Plan of Action and to ensuring that the world's livestock biodiversity is utilized to promote global food security and remain available to future generations.

Maintaining quality of food and feed grain through trade and processing

On-farm mycotoxin control in food and feed grain

The booklet describes what mycotoxins are, how they are produced and how to recognise signs of their presence. It provides advice to enable farmers to minimise the risk from mould contamination whilst the crop is growing, during harvest and through storage. Although aimed at farm situations, the booklet is intended to be used by extension personnel, both government and non-government employees, in their efforts to advise and assist the rural communities.

World's mangroves, (The). 1980-2005
FAO Forestry Paper No. 153 Mangroves, commonly found along sheltered coastlines in the tropics and subtropics, fulfil important socio-economic and environmental functions: providing wood and non-wood forest products, protecting shores against wind, waves and water currents; conserving biological diversity; protecting coral reefs, sea-grass beds and shipping lanes against siltation; and providing habitat, spawning grounds and nutrients for a variety of fish and shellfish, including many commercial species. High population pressure in coastal areas has, however, led to the conversion of many mangrove areas to other uses. The world's mangroves 1980-2005, prepared in the framework of the Global Forest Resources Assessment 2005, provides comprehensive information on the current and past extent of mangroves in all countries and territories in which they exist. This information, as well as the gaps in information that come to light in the report, will assist mangrove managers and policy- and decision-makers worldwide in ensuring the conservation, management and sustainable use of the world's remaining mangrove ecosystems.

Disaster response and risk management in the fisheries sector

Populations depending on fisheries and aquaculture for their livelihoods have become more and more vulnerable and have been seriously affected by loss of life and property. This document gives an overview of FAO's work with regard to such disasters in the fisheries and aquaculture sectors, together with the lessons learned and experience gained on how to improve disaster response, preparedness and prevention in these sectors. One of the main purposes of this document is to support policy- and decision-makers involved in disaster response and disaster risk management by increasing their effectiveness in addressing the needs of fishers and coastal communities in relation to disasters.

Recreational fisheries in the Mediterranean countries: a review of existing legal frameworks

The purpose of this study is to provide a snapshot of recreational fisheries legal frameworks within the Mediterranean with a view to promoting homogeneous and comprehensive recreational fisheries management in the Mediterranean. The study reviews the existing laws and regulations concerning recreational fisheries adopted by Mediterranean countries. It provides first an overview of relevant international initiatives regarding the management of recreational fisheries and a summary of marine recreational fisheries within the Mediterranean basin. The core of the study focuses on a comparative analysis of the main management measures adopted by States, including: (i) access regimes to fisheries resources: (ii) conservation measures: (iii) special recreational fisheries regulations: and (iv) monitoring, control and surveillance of recreational fisheries.

Report and documentation of the Expert Consultation on Deep-sea Fisheries in the High Seas. Bangkok, Thailand, 21-23 November 2006
FAO Fisheries Report No. 838 Deep-sea fisheries, as a result of technological development and market demand, are, in many areas, being exploited at increasingly unsustainable rates and, in some cases, with considerable damage to benthic habitats. This has lead to increasing concern on the part of many States over the conservation, management and governance of deep-sea fisheries. The Expert Consultation on Deep-sea fisheries in the High seas sought to further address issues in deep-sea. The consultation built off the results and request of other international for a as the DEEP SEA 2003 and the FAO Committee on Fisheries. Presentations and discussion revolved around four main aspects of deep-sea fisheries in the high seas, including: the overall resource, management of the resource, legal issues and high seas marine protected areas.

Report of the National Workshop on Micro-enterprise Development in Coastal Communities in the Philippines: Sharing of experiences and lessons learned. Davao City, Philippines, 7-19 March 2006
FAO Fisheries Report No. 850 The goals of the workshop were to exchange experiences and good practices and identify financial and institutional support services and facilities to sustain livelihoods and micro-enterprises in coastal areas. The discussions at the workshop showed that livelihoods diversification and the improvement of income and employment opportunities in coastal fishing communities are crucial for their participation in the conservation and management of aquatic resources. Key elements of sustainable micro-enterprise development as identified by the workshop include capability building of fisherfolk organizations such as cooperatives and associations to implement livelihood projects, the preparation of feasibility studies and business plans, technical skills development, sound financial management practices, development of innovative and high quality products, access to new markets including urban and regional markets and the full participation of fisherfolk in the identification of livelihood activities and micro-enterprises.

Report of the Workshop on the age estimation of sardine and sardinella in Northwest Africa. Casablanca, Morocco, 4-9 December 2006
FAO Fisheries Report No. 848 The workshop reviewed and discussed the results of an otolith exchange that had been carried out in 2006 and which included both sardine and sardinella otoliths from different locations. The final outcome of the meeting consisted in revised agreed guidelines for the preparation and interpretation of sardine and sardinella otoliths. A new otolith exchange was initiated just after the workshop to consolidate results.

Workshop on Status and Trends in Aquatic Genetic Resources. A basis for international policy. 8-10 May 2006, Victoria, British Columbia, Canada

Fish genetic resources (FiGR) comprise all finfish and aquatic invertebrate genetic material that has actual or potential value for capture fisheries and aquaculture. In capture fisheries more species are becoming endangered and more stocks overexploited. Management of FiGR can help maintain and rebuild these fisheries. Deep-sea fisheries and modern genetic technologies are emerging areas that require attention. Improved information is necessary for improved policies, but at present it is incomplete, scattered and unstandardized. Although tremendous progress has been made in the genetic improvement, genetic stock identification and genomics of aquatic species, further work is needed to: i) assess the status of FiGR in capture fisheries and aquaculture; ii) improve the capacities of scientists, technical persons, governments and industry; iii) improve facilities for characterizing FiGR; iv) develop genetically improved farmed types of aquatic species; v) develop appropriate policy instruments on use and conservation of FiGR; vi) improve general awareness and levels of knowledge about FiGR; and vii) prioritize species, geographic areas and production systems on which to expend resources for conservation and use of FiGR.

Microfinance et petites entreprises forestières
Études FAO: Forêts nº 146 Partout dans le monde, des communautés dépendent des forêts pour leur subsistance, tant pour ce qui est des usages domestiques que pour se procurer des revenus, bien souvent par le biais de petites entreprises à gestion familiale. FAO, Rapport sur les pêches nº. 848 L'Atelier a analysé et discuté les résultats d'un échange d'otolithes qui avait été organisé en 2006 et qui comprenait des otolithes de sardine et de sardinelle en provenance de différents endroits. Le résultat final de la réunion a consisté en des directives concertées révisées pour la préparation et l'interprétation des otolithes de sardine et de sardinelle. Un nouvel échange d'otolithes a été commencé tout de suite après L'Atelier pour consolider les résultats.

Perspectives et directives de législation alimentaire et nouveau modèle de loi alimentaire

La mondialisation croissante du commerce alimentaire et l'harmonisation des règles de normalisation et de contrôle alimentaire ont conduit à d'importants changements dans les cadres réglementaires nationaux en matière d'alimentation. La nécessité d'intégrer et de renforcer la coordination des activités réglementaires au sein des organisations internationales et nationales afin de protégerla santé et la vie des hommes, des animaux et des plantes, sans créer d'obstacles inutiles au commerce, est de plus en plus reconnue. De plus les catastrophes sanitaires déclenchées par des maladies d'origine alimentaire ont mis en évidence, sur la scène internationale, les insuffisances des cadres réglementaires de sécurité sanitaire des aliments. Tous ces éléments ont fait apparaître de nouveaux besoins législatifs, s'agissant notamment des cadres réglementaires nationaux, qui doivent être révisés pour se conformer aux obligations internationales et régionales contractées par les pays et pour assurer une meilleure répartition des responsabilités dans le secteur alimentaire. Cet ouvrage s'appuie sur l'expérience de la FAO en matière d'assistance aux gouvernements pour l'élaboration de nouvelles lois et réglementations et identifie les nombreux éléments du système national de contrôlealimentaire qui doivent être pris en compte pour réaliser un bilan complet du cadre réglementaire national en matière d'alimentation. Reconociendo la necesidad de elaborar un marco eficaz para la gestión de estos recursos y hacer frente a la amenaza de la erosión genética, 109 países se reunieron en septiembre de 2007, en la primera Conferencia Técnica Internacional sobre los Recursos Zoogenéticos para la Alimentación y la Agricultura, celebrada en Interlaken (Suiza). La Conferencia aprobó el Plan de acción mundial sobre los recursos zoogenéticos, que incluye 23 prioridades estratégicas para la acción destinadas a promover la gestión racional de estos vitales recursos. El Plan de acción mundial es el resultado de un proceso de presentación de informes, análisis y debate conducido por los países, que también tuvo por fruto la preparación de La Situación de los Recursos Zoogenéticos Mundiales para la Alimentación y la Agricultura, primera evaluación mundial completa de la diversidad ganadera y de su gestión. La Conferencia aprobó asimismo la Declaración de Interlaken sobre los recursos zoogenéticos, que afirma el compromiso de los países de poner en práctica del Plan de acción mundial y velar a fin de que la biodiversidad ganadera del mundo se utilice para promover la seguridad alimentaría mundial y siga estando disponible para las generaciones futuras.

Microfinanzas y las pequeñas empresas forestales, (Las)
Estudio FAO : Montes Las comunidades en todo el mundo dependen de los bosques para su subsistencia, no solo porque de ellos extraen materiales para uso doméstico, sino también porque, a través de las pequeñas empresas -a menudo de gestión familiar-, las comunidades encuentran en los bosques una fuente de ingreso. Se reconoce cada vez más que el desarrollo sostenible de las pequeñas empresas es un factor esencial para la reducción de la pobreza, pero no pocas veces tal desarrollo se ve impedido por carencias de financiamiento o por un acceso dificultoso a los servicios microfinancieros. En esta publicación se estudian las necesidades específicas de microfinanciamiento de las pequeñas empresas a la luz de la índole estacional y poco previsible de las actividades que se basan en los bosques. Este libro será una útil referencia para quienes trabajan en el diseño de políticas y proyectos de desarrollo de comunidades forestales, así como para quienes proporcionan servicios financieros a las pequeñas empresas en zonas rurales.

Las normas alimentarias, los códigos de prácticas y otras directrices y recomendaciones adoptadas por la Comisión forman el Codex Alimentarius: el Código Alimentario Internacional. La Comisión del Codex Alimentarius concibe un mundo dotado de los niveles de protección al consumidor más elevados que se puedan alcanzar, en particular la inocuidad y la calidad de los alimentos.

El presente documento ha sido elaborado por la FAO y la OMS en respuesta a una solicitud de orientación sobre el sistema de APPCC en las empresas pequeñas y/o menos desarrolladas (EPMD) formulada por el Comité del Codex sobre Higiene de los Alimentos (CCFH) en su 35ª reunión, para superar los obstáculos, señalados por los Estados Miembros, a que se enfrenta el sector de las pequeñas empresas alimentarias. Ayudará a las autoridades nacionales en la elaboración de las políticas, estrategias y planes de acción nacionales destinados a mejorar la inocuidad y el comercio de alimentos a través de la aplicación del sistema de APPCC en EPMD. Está destinado a ser utilizado por los gobiernos en la elaboración de políticas nacionales orientadas a la aplicación del sistema de APPCC en EPMD, y por profesionales que presten asesoramiento para la elaboración de políticas. Fomenta la plena interacción entre los gobiernos y el sector de las pequeñas empresas. (Coedición con la OMS)

Mejora de los programas de nutrición: Un instrumento de análisis para la acción - Manual para la capacitación de los usuarios

En 2002, la FAO publica la guía técnica Mejora de los Programas de Nutrición: Un Instrumento de Análisis para la Acción, para asistir a los gerentes de programas a mejorar el impacto y la sostenibilidad de los programas de alimentación y nutrición. Sin embargo, durante el proceso de desarrollo participativo, se detectó la necesidad de un buen procedimiento de orientación, sobre el cual el equipo de análisis - compuesto no sólo por trabajadores de nutrición, sino también por socios de sectores relacionados - pudiera construir una visión común y desarrollar su capacidad para efectuar el programa de análisis de una manera rigurosa, eficiente y sistemática. En tal sentido, este Manual para la Capacitación de los Usuarios ha sido preparado para mantener un mejor enfoque en el proceso de análisis. Consta de seis módulos a ser enseñados y discutidos durante un período de tres a cinco días. Cada módulo incluye temas clave, estudios de caso, ideas para discusiones sobre realización de análisis, notas del facilitador y material de apoyo para los participantes. También puede ser adaptado a distintos niveles de conocimiento y a la cantidad de tiempo disponible. Ambas publicaciones constituyen valiosas herramientas para todos aquellos involucrados en el análisis de programas de alimentación y nutrición comunitarios.
