There has been little harmonization of the processes involved in the handling and release of sterile insects after production in mass rearing facilities. There are no standard guidelines available to transfer this technology to FAO or IAEA member countries that want to embark on sterile insect technique (SIT) activities. There is also increased interest by the private sector in investing in sterile insect production and/or other SIT activities, and these harmonized guidelines on the post-production phase will facilitate SIT application and foster the commercialization of the SIT. This guideline resulted from two FAO/IAEA consultants' meetings with representatives of relevant SIT programmes, the first held in Sarasota, Florida, United States of America (April 2004) and the second in Vienna, Austria (August 2005). It has identified a number of gaps in knowledge as well as procedures that are often based on conventional wisdom but which need scientific verification or optimization.

Over the last four years, highly pathogenic avian influenza (HPAI) viruses of the H5N1 subtype have spread from Asia to Europe , the Middle East and Africa , causing severe disease in poultry and humans. In those four years, numerous meetings have been organised and studies carried out on specific aspects of the disease, the socioeconomic impact of the disease on households and communities, the threat of a pandemic, and the communication strategies needed to reduce the risk of disease in animals and humans. In late June 2007, FAO, OIE and WHO, in collaboration with UNICEF and the UN System Influenza Coordinator (UNSIC), organised a Technical Workshop to consolidate information on achievements and opinion derived from earlier work on the disease, examine contentious technical issues relating to disease control and, where possible, achieve consensus on the technical issues surrounding the prevention and control of H5N1 highly pathogenic avian influenza and human pandemic influenza preparedness.
Along with other reports, strategies, manuals, guidelines and key documents, the report of that meeting is presented in this CD-ROM as a contribution to the continuing debate on HPAI H5N1. It highlights the recommendations and conclusions from the workshop with the greatest policy relevance, and provides background briefing on the current status of HP AI control and the issues that need to be considered in moving towards longer term support for infected countries and for countries that are not yet prepared for emergence of a novel human pandemic virus.

Sustainable use, development and conservation of the world's livestock genetic resources are of vital importance to agriculture, food production, rural development and the environment. In recognition of the need to develop and effective framework for the management of these resources and to address the threat of genetic erosion, 109 countries came together in September 2007 at the first International Technical Conference on Animal Genetic Resources for Food and Agriculture held in Interlaken, Switzerland. The Conference adopted the Global Plan of Action for Animal Genetic Resources - which includes 23 strategic priorities for action to promote the wise management of these vital resources.The Global Plan of Action if the outcome of a country-driven process of reporting, analysis and discussion, which also resulted in the preparation of the State of the World's Animal Genetic Resources for Food and Agriculture, the first comprehensive global assessment of livestock diversity and its management. The Conference also adopted the Interlaken Declaration on Animal Genetic Resources, which affirms countries' commitment to the implementation of the global Plan of Action and to ensuring that the world's livestock biodiversity is utilized to promote global food security and remain available to future generations.

Fish genetic resources (FiGR) comprise all finfish and aquatic invertebrate genetic material that has actual or potential value for capture fisheries and aquaculture. In capture fisheries more species are becoming endangered and more stocks overexploited. Management of FiGR can help maintain and rebuild these fisheries. Deep-sea fisheries and modern genetic technologies are emerging areas that require attention. Improved information is necessary for improved policies, but at present it is incomplete, scattered and unstandardized. Although tremendous progress has been made in the genetic improvement, genetic stock identification and genomics of aquatic species, further work is needed to: i) assess the status of FiGR in capture fisheries and aquaculture; ii) improve the capacities of scientists, technical persons, governments and industry; iii) improve facilities for characterizing FiGR; iv) develop genetically improved farmed types of aquatic species; v) develop appropriate policy instruments on use and conservation of FiGR; vi) improve general awareness and levels of knowledge about FiGR; and vii) prioritize species, geographic areas and production systems on which to expend resources for conservation and use of FiGR.

La mondialisation croissante du commerce alimentaire et l'harmonisation des règles de normalisation et de contrôle alimentaire ont conduit à d'importants changements dans les cadres réglementaires nationaux en matière d'alimentation. La nécessité d'intégrer et de renforcer la coordination des activités réglementaires au sein des organisations internationales et nationales afin de protégerla santé et la vie des hommes, des animaux et des plantes, sans créer d'obstacles inutiles au commerce, est de plus en plus reconnue. De plus les catastrophes sanitaires déclenchées par des maladies d'origine alimentaire ont mis en évidence, sur la scène internationale, les insuffisances des cadres réglementaires de sécurité sanitaire des aliments. Tous ces éléments ont fait apparaître de nouveaux besoins législatifs, s'agissant notamment des cadres réglementaires nationaux, qui doivent être révisés pour se conformer aux obligations internationales et régionales contractées par les pays et pour assurer une meilleure répartition des responsabilités dans le secteur alimentaire. Cet ouvrage s'appuie sur l'expérience de la FAO en matière d'assistance aux gouvernements pour l'élaboration de nouvelles lois et réglementations et identifie les nombreux éléments du système national de contrôlealimentaire qui doivent être pris en compte pour réaliser un bilan complet du cadre réglementaire national en matière d'alimentation. À cette fin, il avance des recommandations concrètes pour la préparation d'une législation alimentaire nationale de base et propose notamment un nouveau modèle de loi alimentaire, décliné en trois versions.

La utilización sostenible, el desarrollo y la conservación de los recursos genéticos ganaderos del mundo revisten fundamental importancia para la agricultura, la producción alimentaría, el desarrollo rural y el medio ambiente. Reconociendo la necesidad de elaborar un marco eficaz para la gestión de estos recursos y hacer frente a la amenaza de la erosión genética, 109 países se reunieron en septiembre de 2007, en la primera Conferencia Técnica Internacional sobre los Recursos Zoogenéticos para la Alimentación y la Agricultura, celebrada en Interlaken (Suiza). La Conferencia aprobó el Plan de acción mundial sobre los recursos zoogenéticos, que incluye 23 prioridades estratégicas para la acción destinadas a promover la gestión racional de estos vitales recursos. El Plan de acción mundial es el resultado de un proceso de presentación de informes, análisis y debate conducido por los países, que también tuvo por fruto la preparación de La Situación de los Recursos Zoogenéticos Mundiales para la Alimentación y la Agricultura, primera evaluación mundial completa de la diversidad ganadera y de su gestión. La Conferencia aprobó asimismo la Declaración de Interlaken sobre los recursos zoogenéticos, que afirma el compromiso de los países de poner en práctica del Plan de acción mundial y velar a fin de que la biodiversidad ganadera del mundo se utilice para promover la seguridad alimentaría mundial y siga estando disponible para las generaciones futuras.

En esta publicación se estudian las necesidades específicas de microfinanciamiento de las pequeñas empresas a la luz de la índole estacional y poco previsible de las actividades que se basan en los bosques. En 2002, la FAO publica la guía técnica Mejora de los Programas de Nutrición: Un Instrumento de Análisis para la Acción, para asistir a los gerentes de programas a mejorar el impacto y la sostenibilidad de los programas de alimentación y nutrición. Sin embargo, durante el proceso de desarrollo participativo, se detectó la necesidad de un buen procedimiento de orientación, sobre el cual el equipo de análisis - compuesto no sólo por trabajadores de nutrición, sino también por socios de sectores relacionados - pudiera construir una visión común y desarrollar su capacidad para efectuar el programa de análisis de una manera rigurosa, eficiente y sistemática.
