State of Food and Agriculture 2006, (The). Food aid for food security?
FAO Agriculture Series No. 37 The State of Food and Agriculture 2006 examines the issues and controversies surrounding international food aid and seeks to find ways to preserve its essential humanitarian role while minimizing the possibility of harmful secondary impacts. Food aid has rightly been credited with saving millions of lives; indeed, it is often the only thing standing between vulnerable people and death. Yet food aid is sharply criticized as a donor-driven response that creates dependency on the part of recipients and undermines local agricultural producers and traders upon whom sustainable food security depends. The economic evidence regarding these issues is surprisingly thin, but it confirms that the timing and targeting of food aid are central to achieving immediate food security objectives while minimizing the potential for harm. Reforms to the international food aid system are necessary but they should be undertaken carefully because lives are at risk. Included in this issue is a mini CD-ROM of the FAO Statistical Yearbook 2005-2006 Vol. 2/1, containing time series data for 200 countries in Arabic, Chinese, English, French and Spanish.

Situation mondiale de l'alimentation et de l'agriculture, (La). L'aide alimentaire pour la sécurité alimentaire?
Collection FAO : Agriculture nº 37 La situation mondiale de l'alimentation et de l'agriculture 2006 examine les questions et controverses soulevées au sujet de l'aide alimentaire internationale et s'efforce de trouver des moyens de préserver son rôle humanitaire essentiel tout en limitant le plus possible le risque d'effets secondaires négatifs. On peut dire à juste titre que l'aide alimentaire a sauvé des millions de vies. Elle est en effet souvent le dernier espoir des personnes vulnérables. Et cependant, elle est vivement critiquée en tant qu'initiative obéissant aux donateurs, qui crée une " dépendance " des bénéficiaires, fragilise l'agriculture et le commerce locaux sur lesquels s'appuie la sécurité alimentaire durable. Les données économiques relatives à ces questions sont étonnamment ténues, mails elle confirment que le moment choisi et le ciblage de l'aide alimentaire sont cruciaux pour atteindre les objectifs de la sécurité alimentaire immédiate tout en réduisant le plus possible les risques d'effets négatifs. Les réformes du système international d'aide alimentaire sont nécessaires mais elles doivent être entreprises avec prudence car des vies humaines sont en jeu. On trouvera dans la présente édition le mini CD-ROM de l'Annuaire statistique de la FAO2006-2006 Vol.2/1, contenant des données de séries chronologiques pour 200 pays en anglais, arabe, chinois, espagnol et français.

Colección FAO: Agricultura Nº 37 En El estado mundial de la agricultura y la alimentación 2006 se examinan las problemáticas y controversias que rodean a la ayuda alimentaria y se intenta buscar la forma de preservar su función humanitaria esencial a la vez que se reduce al mínimo la posibilidad de efectos secundarios dañinos . Con razón se ha atribuido a la ayuda alimentaria el mérito de haber salvado millones de vidas; de hecho, es a menudo lo único que se interpone entre las personas vulnerables y la muerte. Sin embargo, la ayuda alimentaria recibe duras críticas por ser una respuesta impulsada por los donantes que crea dependencia por parte de sus receptores y debilita a los productores agrícolas y comerciantes locales, de quienes depende la seguridad alimentaria sostenible. Las demostraciones económicas relativas a estas cuestiones son sorprendentemente escasas, pero confirman que la oportunidad y el carácter selectivo de la ayuda alimentaria son fundamentales para alcanzar los objetivos inmediatos de seguridad alimentaria reduciendo al mínimo el potencial de perjuicio. Las reformas del sistema internacional de ayuda alimentaria son necesarias, pero deberían abordarse con prudencia porque hay vidas que están en juego.
