The international dialogue on forests since the 1990s has pointed to the role of policies in other sectors besides forestry as among the means of achieving sustainable forest management. This publication is meant to assist countries in developing linkages between sustainable forest management and other sectors and in developing effective national policy frameworks and national forest programmes. It will be of interest to policy analysts, policy-makers, forest managers, representatives of non-governmental organizations and other stakeholders, researchers and teachers concerned with cross-sectoral policy issues. Drawing upon various sources including relevant guides of the International Organization for Standardization (ISO), the Expert Consultation developed draft international guidelines encompassing principles, minimum substantive requirements, criteria and procedures for ecolabelling of fish and fishery products from marine capture fisheries. Minimum substantive requirements and criteria are set forth for assessing whether an ecolabel may be awarded to a fishery. Ecolabelling schemes may apply additional or more stringent requirements and criteria. Minimum substantive requirements are specified for each of three areas: management systems target stocks, and ecosystem considerations. For management systems, more specific criteria are also listed.

Financing normal levels of commercial imports of basic foodstuffs in the context of the Marrakesh Decision on least-developed and net food-importing developing countries

This publication is based on two documents prepared for Round Tables held in Geneva for delegates to the WTO negotiations on issues relating to the implementation of the Marrakesh "Decision Concerning the Possible Negative Effects of the Reform Programme on Least-Developed and Net Food-importing Developing Countries". The first document examines how commercial imports of basic foodstuffs by LDCs and NFIDCs take place and the conditions for their financing; how short-term financing difficulties may occur given current practices; and what can be done to alleviate those difficulties. The second document demonstrates that commercial food import bills of many LDCs and NFIDCs have been rising since the 1980s and have experienced, in addition, considerable surges above trend in the 1990s, reflecting both price spikes and reduced concessional sales. In order to make the two documents accessible to a wider audience, this volume presents them together, with the second document providing background and supporting information in an annex to this publication.


Food security in the Russian Federation

This report addresses both the situation of food security in the Russian Federation and the outlook for removing constraints on food security in the future. It argues that, despite great concern, the country does not appear to be food insecure by measures of food availability. The most significant change in food availability since 1992 has been a change in the mix of foods, away from products of animal origin towards those of vegetable origin. Survey information on food consumption indicates that food inadequacy seems to be more severe the more urban the settlement. The greater food security of rural areas is connected with the prevalence of private plots and their role as a buffer against poverty. Also, food inadequacy is higher in larger families, though not necessarily in families with large numbers of children. Finally, contrary to popular concern, pensioner families do not seem to be at higher risk of food inadequacy compared to other families.

FAO shares the concern over the harmful effects of tobacco smoking and has undertaken a project involving a number of studies on various aspects of the global tobacco economy. This is the second study to be published from this FAO project Tobacco Supply, Demand and Trade by 2010: Policy Options and Adjustment. This volumes looks into the tobacco economies of a few selected countries. The studies focus particularly on the potential effects, if any, that reductions in global demand might have on the economic conditions, earnings and food security of farming communities in developing countries that are particularly dependent on tobacco production for their livelihood.


Projections of tobacco production, consumption and trade to the year 2010

This is the first study to be published from the FAO project Tobacco Supply, Demand and Trade by 2010: Policy Options and Adjustment. It provides projections to the year 2010 of tobacco production, consumption and trade, and contains also a review of developments in the global patterns of production, consumption and trade since 1970. More than any other agricultural commodity, the future of tobacco is likely to be influenced by the various policies adopted in individual countries to reduce smoking. These projections present the results of two alternative scenarios, one being a continuation of existing policies, the other the outcome of a more restrictive set of policies.

Administrative sanctions in fisheries law

Fisheries law enforcement, from investigation to judgement, continues to be an expensive and lengthy process in many jurisdictions. Many countries - particularly developing countries - experience such a significant backlog of pending trials for conventional criminal offences that dealing with fisheries offences is not a priority. This study suggests considering the use of administrative sanctions as a direct response to the problem and examines the administrative systems for dealing with fisheries offences in a diverse range of countries from different legal systems. It is intended to assist states in identifying the issues they need to take into account when considering the adoption of such a scheme. It is expected that the study will be especially valuable to developing states seeking to adopt a cost effective means of dealing with illegal, unreported and unregulated fishing, but which nonetheless wish to ensure that the basic individual rights of the accused are protected.

El derecho de las montañas todavía está en pañales. Pocos países han aprobado leyes específicas para las montañas, y la protección y el desarrollo de las zonas montañosas más bien se atienden a través de leyes sectoriales ya vigentes. Sin embargo, algunos países como Osetia del Norte-Alania (Federación de Rusia), Francia, Georgia, Italia, Suiza y Ucrania, han promulgado instrumentos legislativos que se ocupan específicamente de las montañas, y otros países están elaborando legislaciones de este tipo. The Committee approved a Strategy for Improving Information on Status and Trends of Capture Fisheries and recommended its further approval by the FAO Council. The Committee reaffirmed the need for global implementation of measures against Illegal, Unreported and Unregulated (IUU) fishing and recommended that IUU fishing be included in the Agenda of the Thirty-second Session of the FAO Conference with a view to calling attention of Members to this issue. The Committee recognized the crucial importance of the Code of Conduct for Responsible Fisheries and its related International Plans of Action (IPOAs) in promoting long-term sustainable development of fisheries and encouraged Members to establish and implement National Plans of Action to put into effect the International Plans of Actions on Capacity, IUU Fishing, Sharks and Seabirds.
