Guidelines for designing data collection and sharing systems for co-managed fisheries. Part 1: Practical guide
FAO Fisheries Technical Paper No. 494/1 The increasing shift towards co-management has prompted managers to reflect upon their new roles and reconsider information requirements. This technical paper, in two parts, is aimed to meet the growing need among co-managers for guidelines to help design and implement appropriate and cost-effective data collection programmes or systems. Part 1: Practical guide has been written specifically for co-managers and facilitators working in the field and offers simple and practical advice on helping stakeholders identify their information needs in relation to their management objectives and responsibilities, and developing collaborative ways of collecting and sharing the information in the most effective way.

Materials for subsurface land drainage systems

Matínez Beltán This publication presents practical guidelines to assess the need for envelopes and to select appropriate materials (i.e. pipes and envelopes) for the proper and lasting performance of subsurface drainage systems. In addition, it contains guidelines for adequate installation and maintenance of drainage materials as well as the required specifications and standards of such materials, which may be used in tender documents for implementation of subsurface drainage works. Practical guidelines for the implementation of laboratory and field investigations to evaluate the performance of drainage materials have also been included. This paper aims to provide this practical information to drainage engineers and contractors who are in charge of drainage projects.

Stakeholder-oriented valuation to support water resources management processes. Confronting concepts with local practice
By: Leon Hermans, Daniel Renault, Lucy Emerton, Danièle Perrot-Maître, Sophie Nguyen-Koha, Today, raising capacity in water resources management entails supporting stakeholders and decision-makers to reach a common understanding on the priorities and necessary arrangements for sharing and allocating water-related goods and services. Valuation is central to this process, as setting priorities and making choices implies valuing certain uses and arrangements above others. Water valuation can help stakeholders to express the values that water-related goods and services represent to them. It also offers a means for conflict resolution and planning, informing stakeholders, supporting communication, and facilitating joint decision-making on priorities and specific actions. This report confronts concepts from the literature on water valuation with practical experiences from three local cases where an effort was made to embed existing valuation tools and methods in ongoing water resources management processes. It uses the lessons from this exploration to provide a first outline for a stakeholder-oriented water valuation process. This is expected to provide a useful starting point to help water professionals and policy-makers improve the use of water valuation as a means to support participatory processes of water resources management.

Legal and institutional aspects of urban and peri-urban forestry and greening
By: Lidija Knuth Overall, urban and peri-urban forestry and greening (UPFG) receives little interest on political agendas despite its importance to society in terms of the social, economic, aesthetic and environmental benefits. This publication explores the legal and institutional issues related to UPFG on a global level, using case studies to illustrate the varied nature of its application and concluding that further efforts are required to improve existing legal frameworks.

Perspectives and guidelines on food legislation, with a new model food law
By: Jessica Vapnek, Melvin Speij The increasing globalization of food trade and the harmonization of food standards and food safety rules have led to significant changes in the international and national regulatory frameworks for food. There is an increasing recognition of the need to integrate and improve coordination of regulatory activities among national and international bodies for better protection of human, animal and plant life and health without creating unnecessary barriers to trade. In addition, catastrophic outbreaks of food-borne disease have sparked increasing attention to the regulatory frameworks for food safety and food trade in the global arena. These developments have given rise to new legislative needs. National regulatory frameworks have to be adjusted to meet international and regional obligations, while the distribution of responsibilities for the food sector requires rigorous review. The present text draws on FAO's experience in providing technical assistance to governments developing new food laws and regulations, setting out and examining the many elements of the national system which should be taken into account in a comprehensive review of national regulatory frameworks for food. Towards that end, the text offers concrete recommendations for the preparation of a basic national food law, including three variants of a new model food law.

Droits de propriété intelectuelle et variétés végétales. Régimes jurdiques internationaux et options politiques nationales

L'étude présente aussi les options de réglementation que les États peuvent mettre en œuvre pour protéger les variétés végétales, tout en réalisant d'autres objectifs de politique publique liés aux ressources phytogénétiques.

Ce document constitue une référence pour tous, hommes politiques, citoyens, agronomes, scientifiques et bailleurs de fonds, et pourrait être leur point de ralliement pour le devenir d'un continent africain débarrassé définitivement de la faim, de l'insécurité alimentaire et de la pauvreté au cours du 21ème siècle.

Por: Laurence R. Helfer El presente estudio ofrece una visión de conjunto sobre el sistema internacional de los derechos de propiedad intelectual (DPI) relativo a las variedades vegetales. Identifica las líneas esenciales del sistema, incluidas las políticas que apoyan el otorgamiento de los DPI y los objetivos sociales en tensión con los DPI, las instituciones que configuran el sistema de los DPI y los principales elementos establecidos por los tratados internacionales pertinentes. El estudio establece además opciones reguladoras que los gobiernos pueden poner en marcha en aras de proteger las variedades vegetales a la vez que alcanzan otros objetivos políticos relacionados con los recursos fitogenéticos.

Trees outside forests. Towards better awareness (Chinese version)

They contribute to the structure of the landscape, generate numerous environmental and social services, and yield important food products for the people and for meeting other domestic needs. People, however, are not fully benefiting from these important roles, because trees outside forests are neither well perceived nor well documented, and receive little attention in the formulation of national forestry policy and planning. This document is a product of important synthesis work and collaboration, and an attempt to fill in the gaps. It presents the concept and role of trees outside forests, analyses the problems and challenges, and outline the path of thinking and action towards a better and more complete consideration of the resources and their integration in territorial management policies.
