This publication presents practical guidelines to assess the need for envelopes and to select appropriate materials (i.e. pipes and envelopes) for the proper and lasting performance of subsurface drainage systems. In addition, it contains guidelines for adequate installation and maintenance of drainage materials as well as the required specifications and standards of such materials, which may be used in tender documents for implementation of subsurface drainage works. Practical guidelines for the implementation of laboratory and field investigations to evaluate the performance of drainage materials have also been included. Today, raising capacity in water resources management entails supporting stakeholders and decision-makers to reach a common understanding on the priorities and necessary arrangements for sharing and allocating water-related goods and services. Valuation is central to this process, as setting priorities and making choices implies valuing certain uses and arrangements above others. Water valuation can help stakeholders to express the values that water-related goods and services represent to them. It also offers a means for conflict resolution and planning, informing stakeholders, supporting communication, and facilitating joint decision-making on priorities and specific actions. This report confronts concepts from the literature on water valuation with practical experiences from three local cases where an effort was made to embed existing valuation tools and methods in ongoing water resources management processes. It uses the lessons from this exploration to provide a first outline for a stakeholder-oriented water valuation process. This is expected to provide a useful starting point to help water professionals and policy-makers improve the use of water valuation as a means to support participatory processes of water resources management.

The increasing globalization of food trade and the harmonization of food standards and food safety rules have led to significant changes in the international and national regulatory frameworks for food. There is an increasing recognition of the need to integrate and improve coordination of regulatory activities among national and international bodies for better protection of human, animal and plant life and health without creating unnecessary barriers to trade. In addition, catastrophic outbreaks of food-borne disease have sparked increasing attention to the regulatory frameworks for food safety and food trade in the global arena. These developments have given rise to new legislative needs. National regulatory frameworks have to be adjusted to meet international and regional obligations, while the distribution of responsibilities for the food sector requires rigorous review. The present text draws on FAO's experience in providing technical assistance to governments developing new food laws and regulations, setting out and examining the many elements of the national system which should be taken into account in a comprehensive review of national regulatory frameworks for food. Towards that end, the text offers concrete recommendations for the preparation of a basic national food law, including three variants of a new model food law.

Trees outside forests, together with forests and other woodlands, play an essential role in solving important problems of rural and urban populations. They contribute to the structure of the landscape, generate numerous environmental and social services, and yield important food products for the people and for meeting other domestic needs. People, however, are not fully benefiting from these important roles, because trees outside forests are neither well perceived nor well documented, and receive little attention in the formulation of national forestry policy and planning. It presents the concept and role of trees outside forests, analyses the problems and challenges, and outline the path of thinking and action towards a better and more complete consideration of the resources and their integration in territorial management policies.
