A broad review is provided of factors relevant to enhancing populations of invertebrate resources and methods promoting their recovery by natural recruitment, restocking or habitat restoration. The review focuses on the biological, technical, environmental, economic and biological factors affecting the feasibility of restoring or enhancing productivity of commercially valuable local invertebrate populations. Three categories of enhancement activity are recognized: restoring or enhancing stocks by conventional management methods, transplanting or seeding, and the use of juveniles produced from collectors in the wild or from hatcheries. Some guidelines are provided on issues related to enhancing recruitment, site selection, experimental closures, ecosystem considerations including predator control, as part of a stock management and enhancement programme. Ownership and co-management issues, and the necessary decisional rules for successful management are discussed, as well as how to reconcile the enhancement programme with other uses of the coastline. Spatial and geographical considerations are addressed, including allocation of areas for enhancement, rotational harvest schemes, use of refugia for protecting juveniles and the spawning stock, and the impact of the use of coastal zones for other human activities.

This manual is aimed at all decision-makers who may need to collect data to build socio-economic indicators. At an international level, it can be used to facilitate and simplify reporting under international conventions and agreements on matters relating to the sustainable development of the world's fisheries. The methodologies can be applied to fisheries at many different levels, from individual fisheries and coastal management units to a global level. In early 2003, FAO undertook a survey on fisheries-related sea safety in the Pacific Islands region. A major conclusion of the survey was that the majority of loss of life in the region is associated with small fishing boats which have received the least attention in terms of legislation, construction standards, enforcement strategies, regional discussions, training or proper use. The report of the survey indicated that many of these issues have facets that involve law, naval architecture, search, rescue, community awareness, maritime administration, fisheries and other fields. FAO and the Secretariat of the Pacific Community (SPC) agreed to organize this Consultation, attended by motivated people having expertise in these disciplines.

Drawing upon various sources including relevant guides of the International Organization for Standardization (ISO), the Expert Consultation developed draft international guidelines encompassing principles, minimum substantive requirements, criteria and procedures for ecolabelling of fish and fishery products from marine capture fisheries. Minimum substantive requirements and criteria are set forth for assessing whether an ecolabel may be awarded to a fishery. Ecolabelling schemes may apply additional or more stringent requirements and criteria. Minimum substantive requirements are specified for each of three areas: management systems target stocks, and ecosystem considerations. For management systems, more specific criteria are also listed.
