Inland fisheries livelihoods in Central Asia have been highly affected by the deterioration in the economic environment after the collapse of the former Union of the Soviet Socialist Republics in 1991. This publication discusses current policies and potential livelihood-enhancing policy interventions. Examples are given of livelihood or coping strategies that have evolved for those people who currently derive an income from the sector. Three distinct groupings are highlighted in the examples presented in this paper. They include the "community" fishers of the Kyrgyz Republic, the Kazakh fisher brigades based on the North Aral Sea and the pond culturalists of the Republic of Tajikistan. A concluding section identifies the pre-requisites for more effective livelihood-supporting policy interventions within the fisheries sphere across the Central Asian republics.

Reference evapotranspiration (ETo) is defined as the rate of evapotranspiration from a hypothetical grass reference crop closely resembling an extensive surface of 8 to 15cm tall, green grass cover of uniform height, actively growing, completely shading the ground and not short of water. The main function of the ETo calculator software is to calculate ETo from meteorological data according to FAO standards (FAO Penman-Monteith equation). The program can handle daily, ten-day and monthly climatic data. Variables can be expressed in a wide variety of units. When data for some weather variables are missing, procedures are used for estimating missing climatic data. The ETo Calculator is meant as a practical tool to help agro-meteorologists, agronomists, and irrigation engineers to carry out standard calculations of ETo, to be used in crop water use estimates.

In the first half of 2008, the world was facing the highest food price levels in 30 years and a global food insecurity crisis. Although international food prices have since fallen, they are still above the levels seen in recent years and are expected to remain so. FAO estimates that soaring food prices pushed another 115 million people into chronic hunger in 2007 and 2008, bringing the world total to nearly one billion hungry people. Les prix des denrées alimentaires ont augmenté de 40 pour cent par rapport à leurs niveaux de 2007 et de 76 pour cent par rapport à ceux de 2006. Bien qu'ils aient reculé depuis, ces prix sont encore supérieurs aux niveaux observés naguère et devraient le rester. Cette édition de La situation des marchés des produits agricoles examine la nature et les motifs de cette flambée des prix sur les marchés internationaux entre juin 2006 et juin 2008 ainsi que les enseignements (notamment en matière de politiques) qui peuvent en être tirés. Le rapport étudie dans quelle mesure les nouvelles "explications" - demande de biocarburants, prix records du pétrole et accroissement de la demande de denrées alimentaires en Chine et en Inde - permettent de comprendre l'inflation soudaine des prix des denrées alimentaires et le rôle des contraintes traditionnelles des marchés. La question de savoir si la situation a été aggravée par les flux de capitaux spéculatifs ou les mesures politiques appliquées par les gouvernements est aussi examinée. Tous ces facteurs ont joué un rôle et leur interaction est à l'origine de l'envolée des prix des denrées alimentaires.
La situation des marchés des produits agricoles 2009 a pour but de rendre accessible à un plus large public les débats concernant les marchés des produits agricoles et les questions politiques qui leur sont liées. Il ne s'agit pas d'un rapport excessivement technique. Il s'efforce au contraire de fournir un traitement simple et objectif de questions économiques qui sont parfois compliquées pour les décideurs, les observateurs des marchés des produits de base et tous ceux qui sont intéressés par les évolutions des marchés des produits agricoles et leurs impacts sur les pays en développement. Durante el primer semestre de 2008 el mundo se enfrentó a los niveles de precios más altos de los alimentos de los últimos 30 años y a una crisis de inseguridad alimentaria mundial. Los precios de los alimentos eran un 40 % superiores a los valores de 2007 y un 76 % respecto a los de 2006. Aunque los precios internacionales de los alimentos han caído desde entonces, continúan estando por encima de los niveles registrados en los últimos años, y se prevé que se mantengan así. La presente edición de El estado de los mercados de productos básicos agrícolas examina lo que ha ocurrido con los precios de los alimentos ylos mercados entre junio de 2006 y junio de 2008 y cuáles han sido las razones de esta evolución, y analiza qué enseñanzas (especialmente en relación a las políticas) podrían extraerse de ello. El presente informe se centra en la medida en que los "nuevos" factores explicativos -la demanda de biocombustibles, los niveles máximos alcanzados por los precios del petróleo y el aumento de la demanda de alimentos en China y la India- pueden justificar el repentino encarecimiento de los alimentos junto a la función desempeñada por las fuerzas del mercado tradicionales. También se analiza la posibilidad de que la situación se viera agravada por las inversiones de fondos especulativos o por políticas introducidas por los gobiernos. Todos estos factores desempeñaron alguna función e interaccionaron para generar el incremento de los precios de los alimentos.
El estado de los mercados de productos básicos agrícolas 2009 tiene por objetivo poner a disposición de un público amplio un tratamiento accesible de las cuestiones relativas a los mercados de los productos básicos agrícolas y las políticas afines. Se pretende ofrecer un planteamiento objetivo y sencillo de las cuestiones económicas dirigido a todos los interesados en los contecimientos del mercado de productos básicos agrícolas y sus repercusiones en los países en desarrollo. It also explores why so few producers in developing countries responded by investing more and increasing production.
