Pesticides residues in food - 2005. Joint FAO/WHO Meeting on Pesticide Residues. Evaluations 2005. Part II - Toxicological
Geneva, 2006, 542 pp. (Published by WHO. Available from FAO only by standing order together with Part I - Residues). This volume contains toxicological monographs that were prepared by the 2005 Joint FAO/WHO Meeting on Pesticide Residues (JMPR), which met in Geneva from 20-29 September, 2005. The monographs in this volume summarize the safety data on 15 pesticides that could leave residues in food commodities. These pesticides are acephate, azocyclotin, benalaxyl, carbendazim, chlorpropham, clofentezine, cyhexatin, dimethanamid-P/racemic dimethenamid, ethoxyquin, fenhexamid, imazalil, indoxacarb, novaluron, propamocarb and sulfuryl fluoride. The data summarized in the toxicological monographs served as the basis for the acceptable daily intakes and acute reference doses that were established by the Meeting.

FAO Technical Guidelines for Responsible Fisheries No. 5 suppl. 2 These technical guidelines have been developed to support sections of FAO's Code of Conduct for Responsible Fisheries addressing responsible fisheries management (Article 7), aquaculture development (Article 9), international trade (Article 11) and fisheries research (Article 12). The objective of these guidelines is to assist countries in reducing the risk of introduction and spread of serious transboundary aquatic animal diseases. Although they deal primarily with safe transboundary movement at the international level, they are also applicable to domestic movements between different provinces, geographical areas or zones of differing disease status.

Marketing of aquacultured seabass and seabream from the Mediterranean basin
By: Marie-Christine Monfort Mediterranean finfish species such as the European seabass and the gilthead seabream have, over the last two decades, been attracting considerable attention among aquaculturists and investors. The net result has been a rapid increase in the supply of the finfish to the European markets. This report describes the current status of the European market for these and other finfish species and the major characteristics of marketing farmed fish in the Mediterranean basin.

Report and documentation of the Expert Workshop on Marine Protected Areas and Fisheries Management: Review of Issues and Considerations. Rome 12-14 June 2006
FAO Fisheries Report No. 825 Marine protected areas (MPAs) are being increasingly advocated or conceived as fisheries management instruments. The numerous advantages of MPAs, particularly in conjunction with other management tools, have been widely recognized. To improve the role of MPAs in fisheries management it was recommended that FAO develop technical guidelines on the design, implementation and review of MPAs. The Expert Workshop was the initial activity in a project that will provide information, assistance and guidance on the role of marine protected areas in fisheries management. Experts from a wide variety of disciplines - biological and ecological, social and economic, governance, and legal fields - were convened to review and characterize MPAs as a fisheries management tool.

Promoting farmer entrepreneurship through producer organizations in Central and Eastern Europe
Preapred by: John Millns; edited by: Janos Juhasz On 1 May 1 2004, after a 14-year transitional period from central planning to market economics, eight Central and Eastern European (CEE) countries (the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia) became members of the European Union (EU). Bulgaria and Romania are preparing for accession and are expected to join in 2007. Croatia submitted its application for membership in 2002 and Macedonia in 2004. Part 1 of this paper presents an overall analysis of the situation and development of producer groups and farmer cooperatives across the CEE countries, including the new EU members, the applicant countries and Balkan states alike. Part 2 provides a case study of FAO's experiences and lessons learned with technical assistance programmes and projects in the subregion. The example presents a number of practical suggestions as to how development organizations, governments, donors and advisers might be best able to facilitate the formulation and implementation of policies and strategies that promote the further development of more autonomous and financially sustainable producers' organizations and cooperatives in CEE countries.

Understand, analyse and manage a decentralization process. The RED-IFO Model and its use.
Institutions for rural development No. 2 (Guideliens) This publication has been written with a view to providing material for strengthening rural institutions. It provides a thorough overview of the decentralization process in rural development from the issue of state withdrawal and higher efficiency to the rise of civil society and its enhanced role in sustainable development. This balance between the state and civil society is explored in all dimensions (historical, conceptual and operational) in such a way as to avoid the risks of a badly managed decentralization process. Experience demonstrates that institutional voids and blocked support can have serious implications for the most vulnerable rural producers. Based on FAO's experience in various countries, the text proposes an analytical model of decentralization (RED-IFO) and describes management modalities and ongoing processes. Questionnaires, surveys and analytical tools are proposed to allow readers to follow and work on the process in their own countries. The document offers practical tools to take the lead in facing up to various dimensions of the problems of decentralization in rural development. The manual is particularly useful for national delegations attending Codex meetings and for international organizations attending as observers. It sets out the basic Rules of Procedure, procedures for the elaboration of Codex standards and related texts, general principles and guidelines for the acceptance of Codex standards by governments, basic definitions and guidelines for the operation of Codex committees. Report of the Panel of Eminent Experts on Ethics in Food and Agriculture. Third session. 14-16
Rome 2006, 40 pp. The independent Panel of Eminent Experts on Ethics in Food and Agriculture was established by the Director-General of FAO to advise the Organization and raise public awareness of ethical considerations associated with such vital issues as food security for present and future generations and sustainable management of the earth's limited resources. The Panel's contribution both to the work of FAO and to the broader international discussion is highly significant at a time when major developments in food and agriculture - including accelerating technological advances, changes in the resource base and evolving economic and market mechanisms - have brought to the fore a variety of ethical questions. At its third session, the Panel reiterated the basic ethical concerns and responsibilities set out in its second report and emphasized the increasing need for ethical considerations in the decision-making process regarding food and agriculture at both the national and international levels.

Communautés de pêche face à la décentralisation, (Les)
Préparé par : Jean Bonnal, Massimo Rossi Cette publication se place dans l'optique de renforcement institutionnel des communautés de pêche. Elle applique au secteur de la pêche le modèle d'analyse de la décentralisation (RED-IFO) développé par la FAO et basé sur la régionalisation des demandes locales, la différenciation des politiques nationales ainsi que sur un meilleur partage de l'information, sur une formation de tous les acteurs et sur l'organisation des procédures et mécanismes de médiation. Le Programme pour des moyens d'existence durables dans le secteur de la pêche (PMEDP) est justement en train de diffuser parmi les communautés de pêcheurs les pratiques participatives de la concertation, du dialogue et de l'accord social. L'expérience de terrain du PMEDP dans 29 pays en Afrique et les examens de la situation dans cinq pays (Burkina Faso, Cameroun, Cap-vert, Niger et Sénégal) ont permis d'analyser les processus actuels et de concevoir une démarche visant une meilleure implication des communautés de pêcheurs dans les dynamiques de décentralisation. Comme matériel de référence, sont proposés dans cet ouvrage des concepts et définitions et un exemple d'application du modèle RED-IFO au Sénégal. Le lecteur pourra analyser la situation de son propre pays, son évolution et la comparer avec celle d'autres pays.

Le Groupe indépendant d'experts éminents en matière d'éthique alimentaire et agricole a été créé par le Directeur général de la FAO pour conseiller l'Organisation et sensibiliser le public aux questions d'éthique liées à des problèmes d'importance vitale tels que la sécurité alimentaire pour les générations présentes et futures et la gestion durable des ressources limitées de la planète. La contribution du Groupe, tant au travail de la FAO qu'au débat de portée internationale, revêt une importance capitale, aujourd'hui où des transformations majeures du secteur de l'alimentation et de l'agriculture - notamment l'accélération des progrès techniques, la modification de la base des ressources et l'évolution des mécanismes économiques et commerciaux - placent de nombreuses questions d'éthique au centre du débat. El Cuadro independiente de Expertos Eminentes sobre la Ética en la Alimentación y la Agricultura fue establecido por el Director General de la FAO para asesorar a la Organización y sensibilizar al público sobre consideraciones éticas relacionadas con asuntos tan vitales como la seguridad alimentaria para las generaciones presentes y futuras y la ordenación sostenible de los limitados recursos de la Tierra. La contribución del Cuadro de Expertos tanto a la labor de la Organización como al más amplio debate internacional es muy significativa en un momento en que importantes acontecimientos en la alimentación y la agricultura, en particular progresos tecnológicos cada vez rápidos, cambios en la base de recursos y mecanismos económicos y de mercado en evolución, han hecho que una variedad de cuestiones éticas ocupen un lugar destacado. En esta tercera reunión, el Cuadro de Expertos reiteró las preocupaciones y responsabilidades éticas fundamentales establecidas en su segundo informe e hizo hincapié en la creciente necesidad de incluir consideraciones éticas en los procesos de adopción de decisiones en relación con la alimentación y la agricultura, tanto en el plano nacional como internacional.
