Livestock and aquaculture insurance have received less attention than crop insurance in risk management strategies being considered in recent years. This publication is intended as a contribution to redressing this imbalance. It briefly introduces the role of insurance as a risk management mechanism in livestock and aquaculture enterprises. It aims at setting the scene, and explores with the reader some of the complexities involved in this financial mechanism for risk sharing. In doing so, it discusses the applicability of insurance to managing those risks that are beyond the immediate control of the farm manager and that result in animal and fish mortality. While some of the example material is taken from developed country livestock and aquaculture experience, the basic target group of readers is expected to be those concerned with these enterprises in developing parts of the world. This publication describes how pasture, fodder and livestock production have been integrated into conservation agriculture systems in Brazil's tropical zones. Vast areas of forest have been cleared in the tropical areas of Brazil for establishment of pastures that become unproductive once the native fertility of the soil is exhausted; this leads to yet more forest clearing. Integrated crop-livestock zero tillage systems allow for the sustainable production of high-yielding pasture without further deforestation; in this system, grazing livestock convert both pastures and crop residues into cash. The ability of pasture to build up the fertility and biological activity of the topsoil is well known. The economies of the system are discussed and its very positive ecological effects are described at lengths. This publication is geared towards agronomists, advanced farmers, extension workers and agricultural decision-makers throughout the tropics and sub-tropics.

Although there remain serious gaps in knowledge, there has been an increased understanding of highly pathogenic avian influenza (HPAI) since the panzootic started in late 2003, and experience with various control approaches has allowed refinement of strategies at the global, regional and national levels. The revised global strategy presented here is based on the experience and lessons learned from the involvement of FAO and OIE in the global control of H5N1 HPAI over the last three years. Based on advice from SAC and proposals by Members, the Commission adopted three Resolutions, including two related to the GFCM statistical framework (on fishing effort and operational units data collection sets and on Geographical Sub-Areas [GSAs]), and one on the use of the 40 mm square mesh size in the codend of trawlnets. The Commission also adopted binding recommendations on fisheries management, as well as three Recommendations emanating from the International Commission for the Conservation of Atlantic Tunas (ICCAT) on bluefin tuna and on transshipment at sea. The Commission decided to strengthen its activities in the Black Sea. It acknowledged the importance of the five regional projects supporting the activities of the Committees and endorsed a series of amendments to its Rules of Procedure. The Commission agreed on its programme of work and adopted its budget for 2007, including the establishment within the Secretariat of a post of Aquaculture specialist.

All of the local research vessels had carried out acoustic surveys since the 2005 meeting of the Planning group. The analysis of the results of the coordinated parallel survey carried out in the fourth quarter of 2005 had shown that the variability of the allocation of recorded acoustic energy between the local vessels and the R/V DR FRIDTJOF NANSEN had been within acceptable limits. One coordinated survey was also carried out between the R/V ITAF DEME of Senegal and the R/V AL AWAM of Mauritania however no common report had been produced. The importance of doing so in the future was stressed. The countries are still working to find solutions with respect to problems related to noise levels and trawling as well as to ensure adequate funding for vessel operations. A plan to conduct a coordinated regional survey in October-December to continue the time series started with the R/V DR. FRIDTJOF NANSEN was made.

This publication describes the MASSCOTE methodology, illustrated by several applications in Asia. MASSCOTE is a comprehensive methodology for analysing the modernization of canal operation. The aim is to enable experts to work together with users in determining improved processes for cost-effective service-oriented management. Edible fats and oils from vegetable, animal and marine sources have been traded and shipped for thousands of years, as they forma n important part of the human diet. Increasing global food trade has meant that the geographical source of these commodities has been broadening steadily. The availability of sea-going vessels reserved for the transport of foodstuffs is insufficient to serve the continuing trade in oils and fats intended for human consumption. A practical solution has been adopted by the industry and involves the bulk transport of fats and oils in vessel tanks that are not exclusively reserved for the transport of foodstuffs. Efforts are ongoing to ensure cargoes of fats and oils are not contaminated with previous cargoes. The Codex Alimentarius Commission has adopted a recommended international code of practice for the storage and transport of edible fats and oil in bulk. An integral part of this code will be the Codex List of Acceptable Previous Cargoes. This Technical Meeting was convened to establish criteria for substances to be included in the Codex List of Acceptable Previous Cargoes.

Le système des semences de qualité déclarée, tel qu'il a été présenté en 1993 dans l'Étude FAO Production végétale et protection des plantes no 117, a été largement utilisé et consulté durant les dernières années. Cette version révisée, préparée par une consultation d'experts, offre une reconnaissance plus explicite du rôle des politiques nationales et de l'impact des récentes obligations internationales sur l'approvisionnement en semences et une explication plus claire de la façon dont le système des semences de qualité déclarée peut s'adapter aux variétés locales. La nouvelle liste des cultures comprend 92 espèces, dont 21 espèces prévoyant des règles pour les variétés population et les hybrides et une prévoyant des règles pour les variétés synthétiques. Par ailleurs, la nouvelle version fait référence à des procédures plus détaillées permettant de faciliter la mise en œuvre du système. La FAO croit que ce système soutiendra la tendance actuelle consistant à diversifier l'offre de semences en encourageant le lien entre les secteurs public et privé, les organisations d'agriculteurs, les coopératives et les organisations non gouvernementales, tout en reflétant le passage du concept de contrôle de la qualité au concept d'assurance qualité.

Tous les navires de recherche locaux ont conduit des campagnes acoustiques depuis la réunion du Groupe de planification de 2005. L'analyse des résultats de la campagne coordonnée parallèle qui a été conduite pendant le quatrième trimestre de l'année 2005 a montré que la variabilité dans l'allocation des énergies acoustiques enregistrées entre les bateaux locaux et le N/R DR. FRIDTJOF NANSEN est restée dans des limites acceptables. Une campagne coordonnée a aussi été conduite entre le N/R ITAF DEME du Sénégal et le N/R AL AWAM de Mauritanie, cependant aucun rapport n'a été produit. L'importance de le faire dans le futur a été soulignée. Les pays travaillent toujours pour trouver des solutions aux problèmes liés aux niveaux de bruit et chalutage ainsi que pour assurer des fonds adéquats pour les opérations des navires. Un plan de conduite de coordination de la campagne régionale d'octobre-décembre pour continuer la série commencée avec le N/R DR. FRIDTJOF NANSEN a été mis en œuvre .
