The State of Food Insecurity in the World 2009 presents the latest statistics on global undernourishment and concludes that structural problems of uderinvestment have impeded progress toward the World Food Summit goal and the first Millennium Development Goal hunger reduction target. This disappointing state of affairs has been exacerbated by first the food crisis and now the global economic crisis that, together, have increased the number of undernourished people in the world to more that one billion for the first time since 1970. This crisis is different from the crisis developing countries have experienced in the past, because it is affecting the entire world simultaneously and because developing countries today are more integrated into the global economy than in the past. In the context of the enormous financial pressures faced by governments, the twin-track approach remains an effective way to address growing levels of hunger in the world. Investments in the agriculture sector, especially for public goods, will be critical if hunger is to be eradicated.

L'état de l'insécurité alimentaire dans le monde 2009 présente les dernières statistiques sur la sous-alimentation à l'échelle mondiale, parvenant à la conclusion que des problèmes structurels de sous-investissement ont empêché de progresser vers l'accomplissement de l'objectif du Sommet mondial de l'alimentation et du premier des Objectifs du Millénaire pour le développement relatif à la réduction de la faim. Cette situation décevante a été aggravée d'abord par la crise alimentaire, et maintenant par la crise économique mondiale, dont les effets conjugués ont porté à plus d'un milliard le nombre des personnes sous-alimentées dans le monde, et cela pour la première fois depuis 1970. Cette crise diffère de celles que les pays en développement ont connues dans le passé, parce qu'elle frappe simultanément le monde entier et parce qu'aujourd'hui les pays en développement sont plus intégrés dans l'économie mondiale que lors des décennies précédentes. Dans le contexte de pressions financières considérables auxquelles sont exposés les gouvernements, l'action sur plusieurs fronts reste un moyen efficace pour répondre à l'augmentation de la faim dans le monde. Un renforcement des investissements dans le secteur agricole sera essentiel pour pouvoir éradiquer la faim.

En El estado de la inseguridad alimentaria en el mundo 2009 se presentan las últimas estadísticas sobre subnutrición en el mundo y se concluye que los problemas estructurales de inversión insuficiente han impedido que se avance hacia el logro del objetivo de la Cumbre Mundial sobre la Alimentación y la meta del primer Objetivo de Desarrollo del Milenio de reducción del hambre. Esta lamentable situación se ha visto agravada en un primer momento por la crisis alimentaria y, actualmente, por la crisis económica mundial, que, juntas, han hecho que el número de personas subnutridas sobrepase los 1.000 millones por primera vez desde 1970. Esta crisis es diferente de las crisis que han sufrido los países en desarrollo anteriormente, porque está afectando de forma simultánea a todo el mundo y porque, hoy en día, los países en desarrollo están más integrados en le economía mundial que en las décadas anteriores. En le contexto de las enormes presiones financieras a la que hacen frente los gobiernos, el enfoque de doble componente sigue siendo una manera eficaz de abordar lose crecientes niveles de hambre en el mundo. El incremento de la inversión en el sector agrícola, especialmente respecto a los bienes públicos, será esencial para erradicar el hambre.
