Good governance in land tenure and administration
FAO Land Tenure Studies No. 9 This guide is written for people who work in land administration and all those with an interest in land, land tenure and their governance. Good governance can help achieve economic development and the reduction of poverty. Land issues cut across society, and a well-governed land administration system can strengthen local institutions, thereby contributing to broadly to governance. This guide explains what governance is, and what constitutes good governance in land tenure and administration. It examines the consequences of weak governance in these areas, and looks at how governance can be improved in land administration in general, as well as in some specific areas in which governance can be problematic.

Pulp and Paper Capacities. Survey 2006-2011

A computer questionnaire was used in the enquiry, and the data were stored and processed by computer. The following are some features of the presentation: country tables for pulp and paper are presented on one page; grade tables show volume of production capacity by country, for each product and product aggregate code; and production tables by country.

Report of the Expert Consultation on Technical Guidelines for Responsible Fish trade. Silver Spring, United States of America, 22-26 January 2007
FAO Fisheries Report No. 835 The tenth Session of the FAO Committee on Fisheries Sub-Committee on Fish Trade (COFI:FT), which met from 30 May to 2 June 2006, recommended that a Technical Consultation be organized to review the draft Technical Guidelines for Responsible Fish Trade taking into account all relevant aspects of international trade in fish products. COFI:FT noted that the guidelines should further reflect the current environment of international trade in fish products and the dynamic nature of trade, requiring an approach which is forward looking and pro-active. Sustainability of fisheries, illegal, unregulated and unreported fishing (IUU), and post-harvest practices were also important factors to be considered. The purpose of this Expert Consultation was to revise these guidelines taking into account the comments made by COFI:FT.

FAO Fisheries Report No. 834 The report of the twenty-second session of the Coordinating Working Party on Fishery Statistics (CWP), Rome, Italy, 27 February-2 March 2007, is presented. Topics discussed were: enhancement of regional fishery bodies and the FishCode Strategy for Improving Information on Status and Trends of Capture Fisheries partnership; review of progress by member organizations; aquaculture statistics; issues related to vessel and port classification; fishery data quality indicators; FishStat Plus status; review of recommendations from the CWP twenty-first session; review of reports from expert consultations and workshops; improvement in visibility of CWP.

Climate variability and change: adaptation to drought in Bangladesh. A resource book and training guide. Case study
By: Selvaraju Ramamasy, Stephan Baas The impacts of increasing climatic variability and change are global concerns but in Bangladesh, where large numbers of people are chronically exposed and vulnerable to a range of natural hazards, they are particularly critical. This resource book, Climate variability and change: adaptation to drought in Bangladesh, has been tested and prepared as a reference and guide for further training and capacity building of agricultural extension workers and development professionals to deal with climate change impacts and adaptation, using the example of drought-prone areas of Bangladesh. It also presents suggestions for a three-day training course that would be readily adaptable for any areas of Bangladesh affected by climate-related risks. The information presented on climate change adaptation would enable participants to prepare, demonstrate and implement location-specific adaptation practices and, thus, to improve the adaptive capacity of rural livelihoods to climate change in agriculture and allied sectors.

Strengthening national food control systems. A quick guide to assess capacity building needs
Rome, 2007, 56 pp., spiralbound Effective national food control systems are essential for food security, public health, consumer protection and international trade. However, in many countries, food control systems are unable to ensure an adequate supply of safe food for domestic consumers or to meet international sanitary and phytosanitary requirements for food exports. Capacity building is recommended in response to these concerns. This guide has been developed by FAO to enhance the results and impacts of food safety capacity building activities in the future. It sets out a simple five-step process to systematically assess the capacity building needs of the entire food control system. Each step incorporates a number of key questions to facilitate the assessment, as well as practical tips to support those carrying it out. More detailed guidance including survey questionnaires, key questions for discussion, checklists of capacity and capacity building needs, are annexed as resource material.

FAO, Rapport sur les pêches nº 835 À sa dixième session, le Sous-Comité du commerce du poisson du Comité des pêches de la FAO, qui s'est réuni du 30 mai au 2 juin 2006, a recommandé d'organiser une Consultation technique pour élaborer un projet de directives techniques sur le commerce responsable du poisson, compte tenu de tous les aspects pertinents du commerce international des produits de la pêche. Le Sous-Comité a noté que les directives devraient en outre refléter la conjoncture actuelle du marché international des produits de la pêche, ainsi que sa nature dynamique, qui exigent une démarche tournée vers l'action et l'avenir. D'autres questions à prendre en compte sont la durabilité des pêches, la pêche illicite, non déclarée et non réglementée et les méthodes après capture. La présente Consultation d'experts a été organisée pour réviser ces directives en fonction des observations faites par le Sous-Comité du commerce du poisson.

En su 10ª reunión, celebrada del 30 de mayo al 2 de junio de 2006, el Subcomité sobre Comercio Pesquero del Comité de Pesca de la FAO (COFI:FT) recomendó que se organizara una consulta técnica con objeto de examinar el Proyecto de Directrices técnicas para el comercio pesquero responsable teniendo en cuenta todos los aspectos pertinentes del comercio internacional de productos pesqueros. El Subcomité observó que las Directrices deberían reflejar mejor el entorno actual del comercio internacional de productos pesqueros y el carácter dinámico de este comercio, lo que exigía mirar hacia el futuro y un enfoque proactivo. Otros factores importantes que debían considerarse eran la sostenibilidad de las pesquerías, la pesca ilegal, no declarada y no reglamentada (INDNR) y las prácticas postcaptura. La finalidad de esta Consulta de expertos era examinar dichas Directrices teniendo en cuenta las observaciones formuladas por el Subcomité.

Fortalecimiento de los sistemas nacionales de control de los alimentos. Directrices para evaluar las necesidades de fortalecimiento de la capacidad

Estas Directrices, elaboradas por la FAO en colaboración con la OMS, ayudarán a los países a identificar las necesidades de fortalecimiento de la capacidad en los componentes básicos de un sistema nacional de control de los alimentos. En ellas se incluyen cinco módulos para evaluar las necesidades en relación con los siguientes componentes: i) gestión de control de los alimentos, ii) legislación alimentaria, iii) inspección de los alimentos, iv) laboratorios oficiales de control de los alimentos y v), información, educación y comunicación sobre la inocuidad y calidad de los alimentos. En cada modulo se propone un proceso gradual par examinar críticamente la capacidad y resultados actuales, considerar la situación futura mejorada que se desea, indicar las necesidades de fortalecimiento de la capacidad e identificar opciones para atender esas necesidades. Se incorporan puntos de referencia internacionalmente aceptados para un sistema nacional eficaz de control de los alimentos, así como instrumentos prácticos y sugerencias para respaldar el proceso de evaluación de las necesidades.
