Impacts of trawling and scallop dredging on benthic habitats and communities

Over the last two decades, concerns about the impact of towed fishing gears such as trawls and dredges on benthic habitats and organisms have increased. This publication reviews the most recent experimental studies of the impact of towed fishing gears on benthic communities. Otter trawls, beam trawls and scallop dredges are likely to have different physical impacts on the sea bed owing to their different catching techniques. The most noticeable physical effect of otter trawling is the furrow created by the doors. Beam trawling and scallop dredging cause a flattening of irregular bottom topography by eliminating natural features. The long-term effects of fishing activities have not been investigated although several studies provide clear evidence of short-term consequences. The difficulty in conducting impact studies that produce clear conclusions stems mainly from the complexity and natural variability of benthic communities.

The Committee reviewed the issues of an international character and the programme of work of the FAO Fisheries Department in fisheries and aquaculture. The Committee commended FAO on its report on the implementation of the Code of Conduct for Responsible Fisheries and its associated instruments and called for a "decade of implementation" of the various instruments developed to ensure responsible fisheries. The Committee called upon Members to accept, ratify or accede to, as appropriate, these instruments. The Committee encouraged FAO to elaborate additional guidelines in support of the Code, including one for the implementation of the International Plan of Action for the Management of Fishing Capacity.

FAO's Japan-funded Project "Management of tuna fishing capacity: conservation and socio-economics" was formulated with the aim of improving the management of tuna fisheries on a global scale. Its immediate objectives are to provide the technical information necessary for the management of tuna fishing capacity and resolve the associated technical on a global scale, taking into account conservation and socio-economic issues. This publication includes papers on the studies that were considered high priority by the project and its Technical Advisory Committee at its 1st Meeting (Rome, Italy, 14-16 April 2003). Earlier versions of papers on these studies were presented to the 2nd Meeting of the TAC (Madrid, Spain, 15-18 March 2004), where they were critically discussed. These papers were subsequently peer reviewed, revised and edited.

The Land Cover Classification System (LCCS) is a comprehensive, standardized a priori classification system designed to meet specific user requirements, and created for mapping exercises, independent of the scale or means used to map. It enables a comparison of land cover classes regardless of data sources, thematic discipline or country. The LCCS method enhances the standardization process and minimizes the problems of dealing with a very large number of pre-defined classes. In 2001, FAO and WHO agreed to develop specifications for pesticides jointly, thus providing unique, robust and universally applicable standards for pesticide quality. The"Manual on development and use of FAO and WHO specifications for pesticides" is the first publication of this joint programme and supersedes all previous manuals and guidance documents published by either FAO or WHO on this subject. It provides the standard process, unified requirements and procedures, harmonized definitions and nomenclature, technical guidelines and standards applicable to pesticides for use in agriculture and public health. FAO/WHO specifications apply only to the products of manufacturers whose technical materials have been evaluated. The specifications may be used to provide an international point of reference against which the quality of products can be judged, either for regulatory purposes or in commercial dealings, thereby helping to prevent the trade, sale and use of inferior quality pesticide products. Thus the specifications will enhance confidence in the purchase and use of pesticides and, at the same time contribute towards better pest control, sound agricultural production, effective vector control measures and improved user, public and environmental safety throughout the world, especially in developing countries.
