The session reviewed the status and trends of aquaculture in the region. It appraised the activities carried out during the intersessional period, especially the work performed by the Revitalization Project of the Information System for the Promotion of Aquaculture in the Mediterranean (SIPAM) and the outcome of the two expert meetings, respectively on the re-establishment of the Network on Environment and Aquaculture in the Mediterranean (EAM) and on the merging of the Network on Technology and Aquaculture in the Mediterranean (TECAM) with the Network on Social, Economic and Legal Aspects of Aquaculture in the Mediterranean (SELAM). The Committee agreed that a single subsidiary body, entitled Coordinating Meeting of the Ad Hoc Working Groups (CMWG), be established to replace these networks. It decided that the CMWG will initially be supported by the following three Ad Hoc Working Groups, on: Marketing, Sustainability, and on Siting and Carrying Capacity. The Committee agreed on the membership, modus operandi and mandate for the CMWG and adopted terms of reference for the Coordinator of each working group.

This document contains the papers presented at the Consultation on Aquaculture for Sustainable Rural Development which was organized jointly by FAO and NACA in order to develop the detailed structure of a regional programme on aquaculture for sustainable rural development and to propose a strategy for its implementation. The consultation took an overview of the relevant information emerging from the presentations of country reports; lessons learned by specific projects; experiences of regional and international organizations and donor agencies; and findings of expert reviews. More sharply focused examination of critical issues and discussions on specific components of the draft programme concept were followed through parallel working group discussions. Finally, a detailed Programme Framework on Aquaculture for Sustainable Rural Livelihood Development was conceived through consensus to serve as guiding principles for the formation of the programme

The Expert Consultation took as its main working document the Guidelines for the Ecolabelling of Fish and Fisher Products from Marine Capture Fisheries adopted by the twenty-sixth session of the Committee on Fisheries and published by FAO in 2005. The Consultation made various additional and amendments to this document for it to be suitable fro inland capture fisheries. Many of these amendments derived from including culture-based and enhanced fisheries into the definition of inland capture fisheries. Amendments concerned mostly the sections addressing management systems, "stocks under consideration", ecosystem considerations and methodological aspects. Aquaculture was excluded from the scope of the guidelines.

The purpose of the workshop was to assist countries in the subregion to develop capacity to elaborate national plans of action to prevent, deter, and eliminate illegal, unreported and unregulated fishing (NPOAs-IUU). The Workshop addressed issues relating to the 1995 FAO Code of Conduct for Responsible Fisheries, the 2001 FAO International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU) and the Fisheries Technical Guidelines for Responsible Fisheries No. 9 that have been developed to support the implementation of the IOPA-IUU; decision-making abound IUU fishing and skills enhancement through the identification of key issues relating to the elaboration of NOPAs-IUU, the primary vehicle by which the IPOA-IUU will be implemented by countries.

The Commission adopted its Rules of Procedure and established a Scientific Committee. It examined outcomes of the Committee on Fisheries and the fourth meeting of Regional Fishery Bodies Secretariats held in Rome in March 2005. It also reviewed fisheries management in the Southwest Indian Ocean, discussed collaboration with other regional organizations and programmes, established a programme of work, and elected members of a Bureau to steer the Commission until the next session which will take place in Mozambique in August 2006.

The first session of the Scientific Committee of the South West Indian Ocean Fisheries Commission was attended by delegates from Comoros, European Community, France, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, Somalia and the United Republic of Tanzania. Representatives of the Swedish International Development Cooperation Agency, the South West Indian Ocean Fisheries Project, the Regional Seas Programme of the United Nations Environment Programme and the World Wide Fund for Nature also attended the session as observers. The Scientific Committee elected its first Chairperson and Vice-Chairperson and examined: the status of fisheries resources in its area of competence; the ecosystem approach to fisheries management; the relationship between the Scientific Committee and regional fisheries research and assessment activities; and working parties.

This document provides guidelines for fish stock assessment and fishery management using the software tools and other outputs developed by the United Kingdom's Department for International Development's Fisheries Management Science Programme (FMSP) from 1992 to 2004. It explains some key elements of the precautionary approach to fisheries management and outlines a range of alternative stock assessment approaches that can provide the information needed for such precautionary management. Four FMSP software tools, LFDA (Length Frequency Data Analysis), CEDA (Catch Effort Data Analysis), YIELD and ParFish (Participatory Fisheries Stock Assessment), are described with which intermediary parameters, performance indicators and reference points may be estimated. The document also contains examples of the assessment and management of multispecies fisheries, the use of Bayesian methodologies, the use of empirical modelling approaches for estimating yields and in analysing fishery systems, and the assessment and management of inland fisheries. It also provides a comparison of length- and age-based stock assessment methods. A CD-ROM with the FMSP software packages CEDA, LFDA, YIELD and ParFish is included

Enterobacter sakazakii and Salmonella are the primary pathogens of concern with regard to powdered infant formula. Guidance for the control of these hazards is currently being developed by Codex Alimentarius through the revision of the Recommended International Code of Hygienic Practices for Foods for Infants and Children. FAO and WHO are providing the scientific advice to facilitate this work. FAO and WHO implemented the first meeting on this issue in 2004, the outcome of which is reported in number six of this series. This report builds on the information and advice provided in 2004. Following the analysis of new and additional information and the development of a more extensive risk assessment on E. sakazakii in powdered infant formula, this volume aims to provide the most up-to- date information on these microorganisms, the risk associated with their presence in powdered infant formula and scientific advice to facilitate the management of that risk (Co-published with WHO).

This document was prepared at the sixty-sixth meeting of the Joint FAO/WHO Expert Committee on Food Additives (JECFA), held in Rome, Italy, from 22 to 28 February 2006. Two substances were evaluated for the first time for the animal species concerned (colitis and erythromycin) and four substances were reassessed (flumequien, melengestrol acetate, ractopamine hydrochloride and triclabendazole). The residue monographs provide information on chemical identity and properties of the compounds, pharmacokinetics and metabolism residue depletion studies and anlytical methods validated and used for the detection and quantifications of the compounds. This publication and other documents produced by JECFA contain information that is useful to those who work with or are involved in recommending or controlling maximum sales residues limits for veterinary drugs in foods.

La session a examiné le statut et les tendances de l'aquaculture dans la région. Le CAQ a apprécié les activités menées pendant la période intersessions, en particulier celles exécutées par le Projet de revitalisation du Système d'information pour la promotion de l'aquaculture en Méditerranée (SIPAM) et les résultats de deux réunions d'experts relatives respectivement au rétablissement du Réseau sur l'environnement et l'aquaculture en Méditerranée (EAM) et à la fusion du Réseau sur la technologie de l'aquaculture en Méditerranée (TECAM) avec le Réseau concernant les aspects socioéconomiques et juridiques de l'aquaculture en Méditerranée (SELAM). Le Comité a convenu de l'établissement d'un seul organe subsidiaire, appelé Réunion de coordination des groupes de travail ad hoc (CMWG), en remplacement des réseaux susmentionnés. Il a décidé que la CMWG serait initialement supportée par les trois groupes de travail ad hoc suivants: sur la commercialisation, les questions de durabilité, et le choix des sites et la capacité de charge. Le Comité s'est accordé sur la composition, le modus operandi et le rôle de la CMWG, et a adopté des termes de mandat pour les coordonnateurs de chacun des groupes de travail.

The "Guidelines for the Ecolabelling of Fish and Fishery Products from Marine Capture Fisheries" are of a voluntary nature.
