Forest law compliance is attracting increased attention in the international forest policy arena as significant volumes of timber are illegally felled, processed and traded every year. Illegal logging and associated trade are a complex issue with far-reaching environmental, social and economic consequences. Various stakeholders at the local, national and international levels are making efforts to address the issue. Several governments are in the process of rationalizing their legal and policy framework, building institutional capacity to foster better law compliance and gathering additional data on the extent and nature of illegal operations. Private initiatives such as forest certification, voluntary corporate codes of conduct, independent monitoring of forest operations and log tracking are also contributing to fighting forest crime. This publication provides an overview of these experiences to foster better forest law compliance. This paper sets out the evolving management role of regional fisheries management organizations (RFMOs), as agreed in recent international fisheries instruments. Issues common to illegal, unreported and unregulated (IUU) fishing and management of fishing capacity are described, especially as contained in the International Plans of Action (IPOAs) relating to these areas. The status and implementation of the International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU) in the Mediterranean is also described with reference to: the contexts in which IUU fishing has been addressed by the General Fisheries Commission for the Mediterranean (GFCM); the adoption of national plans of action (NPOAs) on IUU fishing by GFCM members; and the adoption by the European Union Fisheries Council of conclusions on IUU fishing.
A possible process and considerations for implementation of the IPOA-IUU by GFCM are identified, and in conclusion the potential effects on fisheries management are noted.

Major topics discussed during the session included the status and trends of fisheries and aquaculture in the WECAFC region, the main decisions of the eleventh session of the Commission, which included the recommendation for the strengthening of the Commission. In discussing the main agenda item, the strengthening of WECAFC, the Scientific Advisory Group (SAG) suggested a process for the strengthening of the Commission, which included a linkage with the PDF-B stage of the Caribbean Large Marine Ecosystem (CLME) project being developed by IOCARIBE that has similar goals to those of WECAFC on living marine resources. The SAG also suggested that the process for strengthening the Commission should also include the pursuing of the goal of self-sustainability for the working groups of WECAFC.

Under low and variable rainfall conditions, efficient soil moisture management is a good way for improving water-use efficiency.
