State of Food and Agriculture 2007, (The). Paying farmers for environmental services
FAO Agriculture Series No. 38 The State of Food and Agriculture 2007 explores the potential for agriculture to provide enhanced levels of environmental services alongside the production of food and fibre. The report concludes that demand for environmental services from agriculture - including climate change mitigation, improved watershed management and biodiversity preservation - will increase in the future, but better incentives to farmers are needed if agriculture is to meet this demand. As one among several other possible policy tools, payments to farmers for environmental services hold promise as a flexible approach to enhancing farmer incentives to sustain and improve the ecosystems on which we all depend. Nevertheless, challenges must be overcome if the potential of this approach is to be realized, especially in developing countries. Policy efforts at international and national levels are necessary to establish the basis for such payments. The design of cost-effective programmes requires careful analysis of the specific biophysical and socio-economic contexts and consideration of the poverty impacts programmes may have. By clarifying the challenges that need to be addressed in implementing such an approach, this report is intended to contribute to the realization of its potential. Included in this issue is a mini CD-ROM of the FAO Statistical Yearbook 2005-2006 Vol.2/1, containing time series data for 200 countries.

Situation mondiale de l'alimentation et de l'agriculture 2007, (La). Payer les agriculteurs pour les services environnementaux
Collection FAO : Agriculture nº 38 La situation mondiale de l'alimentation et de l'agriculture 2007 tente de déterminer comment l'agriculture pourrait fournir davantage de services environnementaux, en plus de la production de denrées alimentaires et de fibres. La conclusion qui s'en dégage est que la demande de services environnementaux fournis par le secteur agricole - notamment l'atténuation des effets du changement climatique, l'amélioration de la gestion des bassins versants et la préservation de la diversité biologique - continuera d'augmenter à l'avenir, et qu'il faut par conséquent prendre des mesures incitatives plus adaptées pour encourager les agriculteurs à modifier leurs pratiques agricoles, de sorte que le secteur agricole puisse répondre à cette demande. Parmi les différentes solutions envisageables, la rémunération des agriculteurs en contrepartie des services environnementaux qu'ils fournissent pourrait s'avérer particulièrement prometteuse dans la mesure où elle est suffisamment souple pour permettre aux agriculteurs de contribuer davantage à l'amélioration durable des écosystèmes dont nous dépendons tous. Cela étant, pour que cette formule puisse donner la pleine mesure de son utilité, il faudra d'abord venir à bout d'un certain nombre de problèmes, en particulier dans les pays en développement. Il conviendra notamment d'oeuvrer aux niveaux international et national afin de jeter les bases d'un tel mécanisme de rémunération. L'élaboration de programmes économiquement efficaces suppose d'analyser en détail les conditions biophysiques et socioéconomiques observées dans un contexte donné et de prendre en considération l'impact potentiel des programmes sur la pauvreté. Le rapport a pour objectif de contribuer à la concrétisation du potentiel que présente cette approche novatrice, en brossant un tableau détaillé des problèmes auxquels il faudra s'attaquer à cet effet. On trouvera dans la présente édition le mini CD-ROM de l'Annuaire statistique de la FAO 2005-2007 Vol. 2/1, contenant des données de séries chronologiques pour 200 pays.

Estado mundial de la agricultura y la alimentación 2007, (El). Pagos a los agricultores por servicios ambientales
Colección FAO: Agricultura Nº 38 El Estado mundial de la agricultura y la alimentación 2007 estudia la capacidad de la agricultura de aportar una mayor oferta de servicios ambientales, además de la producción de alimentos y fibras. Este informe concluye que, en el futuro, aumentará la demanda de servicios ambientales a la agricultura, como la atenuación del cambio climático, una mejor gestión de las cuencas hidrográficas y la conservación de la biodiversidad, pero que deben ofrecerse mejores incentivos a los agricultores para que el sector agrícola pueda satisfacerla. Entre otros instrumentos de política, el sistema de pagos a los agricultores a cambio de servicios ambientales resulta prometedor, ya que se trata de un modo flexible de aumentar los incentivos de los agricultores para que conserven y mejoren los ecosistemas de los que todos dependemos. No obstante, para extraer todo el potencial de este sistema debe superarse una serie de desafíos, sobre todo en los países en desarrollo. Para establecer la base de estos pagos se precisan esfuerzos tanto en las políticas nacionales como internacionales. La elaboración de programas efectivos en relación con su costo exige un análisis minucioso de los contextos biofísicos y socioeconómicos específicos y el estudio del posible impacto de estos programas en la pobreza. Este informe pretende contribuir al aprovechamiento de este potencial exponiendo los retos que deberán afrontarse a la hora de aplicar este sistema. Se adjunta a esta publicación el mini CD-ROM del Anuario estadístico de la FAO 2005-2006 Vol.2/1, que contiene series cronológicas de 200 países y regiones.
