Good practices for the meat industry
FAO Animal Production and Health Manual No. 2
Rome, 2004, 300 pp. in a ring binder
ISBN 92-5-105146-1
ISSN 1810-1119
TC/D/Y5454/E
$150.00
In recent years, public concern about the safety of foods of animal origin has heightened due to problems that have arisen with bovine spongiform encephalopathy (BSE), as well as with outbreaks of food-borne bacterial infections, and food contamination with toxic agents (e.g. dioxin). These problems have serious implications for national food safety, the development of the animal products industry and for international trade in livestock products. Accordingly, the FAO/WHO Codex Alimentarius Commission is in the final stages of negotiation of a new Code of hygienic practice for meat. The Code implies a transition from meat inspection towards a risk-based approach covering the entire food chain. The Manual on good practices for the meat industry aims to assist the industry to prepare itself for compliance with the new regulatory framework, which is expected to come into force when the Code is approved in 2005. It is targeted at the meat industry in developing countries and in emerging economies in their endeavour to meet the rising quality and safety requirements both of the export industry and domestic markets, with the increased participation of large-scale retailers. The publication is intended to guide managers of abattoirs and the meat industry. It will also be of value to veterinarians engaged in meat inspection, with their supervisory roles in meat hygiene. The manual, well illustrated, is published in detachable modules and also serves as a training resource. The Codex Alimentarius "Draft code of hygienic practice for meat" is included as an appendix.

The utilization of sea cucumbers, including for human consumption, has been steadily growing over the years. Up-to-date information on the present status of world sea cucumber resources and utilization is presented with special focus on countries such as China, Ecuador, Indonesia, Japan, Malaysia and the Philippines that have been heavily engaged in the industry for decades. Information from other countries such as Cuba, Egypt, Madagascar and the United Republic of Tanzania, relative newcomers to the sector, is also provided, indicating to some extent the growing interest with regard to the exploitation of holothurians for the demanding Asian marketsDetails on the technical advances made in the artificial reproduction and farming of selected commercial species are presented. This document includes the recommendations formulated during the FAO Fisheries Department Workshop on Advances in Sea Cucumber Aquaculture and Management held in Dalian, China, in October 2003, along with the technical papers presented. The report will be useful to those international and regional development organizations and national governments who wish to prioritize their activities concerning sea cucumber conservation and exploitation.

Human capacity development in fisheries
FAO Fisheries Circular No. 1003
Rome, 2004, 90 pp.
ISSN 0429-9329
TC/M/Y5613/E
$20.00
Human capacity development in fisheries is increasingly recognized as a high priority. A special focus on human capacity development is particularly important now, partly because of new approaches to fisheries management and also because of changes in the international development context driven by the failure of many previous development initiatives and the realization of the key role that capacity development must play in supporting sustainable development. This paper introduces a strategy for human capacity development in fisheries, along with related actions and models.

Measuring and assessing capacity in fisheries.1. Basic concepts and management options
By: J.M. Ward, J.E. Kirkley, R. Metzner, S. Pascoe
FAO Fisheries Technical Paper No. 433/1
Rome, 2004, 46 pp.
ISBN 92-5-105143-7
ISSN 0429-9345
TC/M/Y5613/E
$12.00
This paper provides an overview of the main concepts involved in the assessment and management of fishing capacity. It discusses why capacity management and the problem of overcapacity have become key issues for fisheries management in the new millennium. The paper explains why overcapacity develops in the fishery and the role that fisheries management has played in contributing to this development in the past. Methods for estimating current and desired levels of capacity are discussed in a non-technical manner, and a range of potential indicators of overcapacity is described. The effectiveness of various capacity management programmes that have been applied in various fisheries around the world is also discussed, along with an explanation as to why many of these programmes have been ineffective. Potential management systems that have proven effective in reducing overcapacity are also presented and discussed.

Assessing carbon stocks and modelling win-win scenarios of carbon sequestration through land-use changes
By: Raul Ponce-Hernandez
Rome, 2004, 168 pp.. + CD-ROM
ISBN 92-5-105158-5
TC/M/Y5490/E
$80.00
This publication presents a methodology and software tools for assessing carbon stocks and modelling scenarios of carbon sequestration that were developed and tested in pilot field studies in Mexico and Cuba. The models and tools enable the analysis of land use change scenarios in order to identify in a given area (watershed or district) land use alternatives and land management practices that simultaneously maximise food production, maximize soil carbon sequestration, maximize biodiversity and minimize land degradation. The objective is to develop and implement "win-win" options that satisfy the multiple goals of farmers, land users and other stakeholders in relation to food security, carbon sequestration, biodiversity and land conservation. System requirements to use the CD-ROM: PC with Intel Pentium® processor and Microsoft® 95 / 98 / 200 / Me / NT / XP; 64 MB of RAM; 50 MB available hard-disk space; Internet browser such as Netscape® Navigator or Microsoft® Internet Explorer; Adobe® Acrobat® Reader (included on CD-ROM)

Cases of listeriosis appear to be predominantly associated with ready-to-eat products. FAO/WHO have undertaken a risk assessment of Listeria monocytogenes in ready-to-eat foods, prepared and reviewed by an international team of scientists. Input was received from several international fora including expert consultations and Codex Alimentarius committee meetings as well as via public and peer review. This interpretative summary provides an overview of how the risk assessment was undertaken and the results. In particular it provides information relevant to risk managers addressing problems posed by this pathogen in ready-to-eat foods. It includes answers to the specific risk management questions posed by the Codex Committee on Food Hygiene and outlines the issues to be considered when implementing control measures, including the establishment of microbiological criteria. Since the discovery of the aflatoxins in the 1960s, mycotoxin regulations have been established in many countries, both to protect the consumer from the harmful effects of these toxins that may contaminate foodstuffs and to ensure fair practices in food trade. The present publication is an update of FAO Food and Nutrition Paper No. 64 (1977) and describes the situation of worldwide mycotoxin regulation as of December 2003, based on an international enquiry carried out in 2002/2003/ The number of countries with specific regulations for mycotoxins has greatly increased over the years, reflecting the general concern that governments have about the potential effects of mycotoxins on human and animal health and their implications for trade.

Drawing upon various sources including relevant guides of the International Organization for Standardization (ISO), the Expert Consultation developed draft international guidelines encompassing principles, minimum substantive requirements, criteria and procedures for ecolabelling of fish and fishery products from marine capture fisheries. Minimum substantive requirements and criteria are set forth for assessing whether an ecolabel may be awarded to a fishery. Ecolabelling schemes may apply additional or more stringent requirements and criteria. Minimum substantive requirements are specified for each of three areas: management systems target stocks, and ecosystem considerations. For management systems, more specific criteria are also listed.
