Can trade work for the poor? The State of Food and Agriculture 2005 examines the many ways trade and trade liberalization affect the poor and food-insecure. It is found that trade can be a catalyst for change, promoting conditions that enable the poor to raise their incomes and live longer, healthier and more productive lives. But because the poor often survive on a narrow margin, they are particularly vulnerable in any reform process, especially in the short run as productive sectors and labour markets adjust. Opening national agricultural markets to international competition - especially from subsidized competitors - before basic market institutions and infrastructure are in place can undermine the agriculture sector with long-term negative consequences for poverty and food security. Among the many important lessons from this analysis is the need for policy-makers to consider carefully how trade and complementary policies can be used to promote pro-poor growth. The report recommends a twin-track approach: investing in human capital, institutions and infrastructure to enable the poor to take advantage of trade-related opportunities, while establishing safety nets to protect vulnerable members of society. Included in this issue is a mini CD-ROM of the FAO Statistical Yearbook 2004 Vol. 1/1 in Arabic, Chinese, English, French and Spanish.

Le commerce peut-il être au service des pauvres? La situation de l'alimentation et de l'agriculture 2005 examine les nombreuses façons dont le commerce international et sa libéralisation affectent les populations démunies vivant dans l'insécurité alimentaire. La conclusion est que le commerce joue un rôle de catalyseur en créant des conditions permettant aux pauvres d'améliorer leurs revenus et de vivre une vie plus saine et plus productive. Mais parce que les pauvres survivent souvent dans une extrême précarité, ils sont particulièrement exposés en cas de réforme, notamment à court terme, au moment où les secteurs de production et le marché du travail doivent s'adapter. L'ouverture des marchés agricoles nationaux à la concurrence internationale - notamment de la part de concurrents subventionnés - avant que les institutions et les infrastructures commerciales de base ne soient mises en place peut fragiliser l e secteur agricole et avoir des conséquences négatives à long terme sur la situation économique et la sécurité alimentaire. De cette analyse, il ressort, parmi beaucoup d'autres leçons importantes, que les responsables politiques doivent examiner avec soin comment les politiques commerciales et les politiques complémentaires peuvent être utilisées pour promouvoir une croissance favorable aux plus pauvres. Le rapport recommande une approche, à savoir d'investir dans le capital humain, les institutions et l'infrastructure pour permettre aux pauvres de tirer parti des possibilités offertes par le commerce international, tout en mettant en place des filets de sécurité pour protéger les membres de la société les plus vulnérables. ¿Puede el comercio obrar en favor de los pobres? El estado mundial de la agricultura y la alimentación 2005 examina las muchas formas en que el comercio y su liberalización afectan a las personas en situación de pobreza e inseguridad alimentaria. La conclusión es que el comercio puede ser un catalizador del cambio, al propiciar unas condiciones que permiten a las personas pobres aumentar sus ingresos y llevar una vida más larga, más sana y más productiva. Pero, dado que suele sobrevivir con un estrecho margen, la población pobre es vulnerable en cualquier proceso de reforma, especialmente a corto plazo mientras se reajustan los sectores productivos y los mercados de trabajo. La apertura de los mercados agrícolas nacionales a la competencia internacional, y especialmente a la procedente de competidores subvencionados, antes de que se hayan establecido una infraestructura y unas instituciones de mercado básicas, puede ser perjudicial para el sector agrícola y tener consecuencias negativas a largo plazo para la pobreza y la seguridad alimentaria. Una de las muchas enseñanzas importantes de este análisis es que los encargados de formular políticas deben examinar atentamente el modo en que pueden utilizarse las políticas comerciales y complementarias para promover el crecimiento en favor de los pobres. El informe recomienda un enfoque de doble componente: invertir en capital humano, instituciones e infraestructura para complementar las reformas comerciales y permitir que los pobres aprovechen las oportunidades relacionadas con el comercio, estableciendo al mismo tiempo redes de seguridad para proteger a los miembros vulnerables de la sociedad.
