HLPE Steering Committee Renewal - Call for Nominations


The Steering Committee of the High Level Panel of Experts (HLPE) of the Committee on World Food Security (CFS) is to be renewed in 2021, for a 2-year term starting at the closure of the CFS's 49th session in October 2021 and ending at the closure of CFS 51 (October 2023).

A call for nominations of experts is open from 16 December 2020 to 28 February 2021.

Selection process

The list of nominees will remain confidential and will not be disclosed.

The selection procedure will follow Rule V of the Rules of Procedures of CFS:
“The members of the Steering Committee shall be appointed by the Bureau of the Committee on the basis of a recommendation of an ad hoc technical selection committee consisting of representatives of FAO, the World Food Programme, the International Fund for Agricultural Development, Bioversity International and a representative of civil society organizations”.

HLPE Rules of Procedure

Details about the roles and functions of the HLPE, and of its Steering Committee, and their working methods, are found in the following documents, which nominating entities are invited to consult:

Steering Committee members participate in the HLPE in their individual capacity, and not as representative of their government, organization or employer.

They are appointed for a term of office of two years, renewable consecutively only once.

During their mandate, Steering Committee members are expected to dedicate a substantial amount of their time to the HLPE. Actual time-requirements will depend on the capacities of experts and by the circumstances, as well as on the work program of the HLPE as requested by the CFS. Time dedication is expected not to be lower than 20 days per year, travel included. This figure doubles at least for the Chairperson and the Vice-Chairperson of the Steering Committee. Their travel-related expenses to attend Steering Committee meetings will be borne by the CFS/HLPE Secretariat. Steering Committee members are not otherwise compensated for their work.

The first 3-day meeting of the renewed Steering Committee is expected to take place in Rome in November 2021 (dates to be confirmed). All Steering Committee members will be requested to attend.

Continuity and change in the Steering Committee membership

Current Steering Committee members eligible for reappointment can apply directly. Their candidatures will be considered by the Ad-Hoc Technical Selection Committee, together with those of the other candidates.

Timeline of the process

  • 16 December 2020 - Launch of the call for nominations.
  • December 2020 - 28 February 2021 - Call for nominations.
  • 15 February 2021 - Constitution of the Ad Hoc Technical Selection Committee (AHTSC). Deadline for FAO, IFAD, WFP, CGIAR and CSM to designate their representatives.
  • 15 March - 15 April 2021 - Meetings of the AHTSC.
  • 15 April 2021 - Transmission of the proposal of the AHTSC to the CFS Chairperson.
  • May 2021 - CFS Bureau meeting - discussion on the AHTSC's proposal.
  • May 2021 - Decision by the CFS Bureau.
  • June 2021 - One-month non-objection procedure.
  • July 2021 - Publication of the new Steering Committee composition.
  • October 2021 - Closure of CFS 51 and beginning of the 6th term of the HLPE's Steering Committee.
  • November 2021 (date and place to be confirmed) - Steering Committee meeting.

Nominating parties are requested to ensure that the experts they nominate are effectively ready to serve as Steering Committee members.
