High level expert forum on food insecurity in protracted crises

13-14 September 2012, FAO Headquarters, Rome

In October 2010, the State of Food Insecurity in the World (SOFI): Addressing Food Insecurity in Protracted Crisis was presented to the 36th Session of the Committee on World Food Security (CFS). The report urged the international community to respond to the issue of food insecurity in protracted crises. These countries are low income, food insecure areas that have been repeatedly or continuously affected by crisis over a number of years. The proportion of undernourished people is about three times as high in countries in protracted crisis as in other developing countries (excluding China and India) (SOFI, 2010).

Objectives
This Forum will provide a space for consultation and policy dialogue to increase understanding and strengthen collaborative efforts among stakeholders. A key outcome of the Forum will be to come up with the basic elements of an Agenda for Action for Addressing Food Insecurity in Protracted Crises. The elements of an Agenda for Action and a plan for consultations and negotiations on the Agenda itself will be presented and discussed at the 39th Session of CFS in October 2012.

Participants
The Forum is aimed at policymakers, aid agencies, donors, civil society and the private sector. Food security experts and practitioners from food insecure, crisis-prone countries will be key contributors. 

Organisers
The HLEF is taking place under the auspices of the CFS and is being organized by the Rome-based agencies (FAO, IFAD, WFP), with assistance from the HLTF co-ordination team and in close collaboration with the HLEF Steering Committee.
