Nationally Determined Contribution (NDC) Partnership workshop: Meeting the needs of agriculture, food security and land use

The agriculture sectors feature prominently in the intended nationally determined contributions (INDCs) and nationally determined contributions (NDCs) submitted by most developing countries. Countries are already engaging in climate action, focusing on mitigation and adaptation as well as possible synergies. However, to effectively deliver on the NDC commitments, countries will have to address a number of sector-specific barriers and challenges that, if left unaddressed, will inhibit efforts to push climate action in the agriculture sectors to scale. These sectors therefore warrant particular consideration in the efforts of the NDC Partnership (NDCP) to support developing countries to implement their NDCs, report on their progress and ultimately enhance ambition in future NDC cycles.

FAO will host a workshop to establish a Thematic Working Group (TWG) on agriculture, food security and land use under the banner of the recently established NDCP. The TWG aims to assist countries in understanding and formulating NDC-related support needs in the agricultural sectors , with the ultimate aim to help countries’ NDC implementation in the agricultural sectors to live up to its full potential to adapt, mitigate and yield co-benefits. The foundations of the TWG will be laid during the workshop Meeting the Needs of Agriculture, Food Security and Land Use.

The workshop will initiate a TWG on issues related to agriculture, food security and land use (title to be  decided)  under  the  NDCP  and  the  meeting  will  be  used  for  purposes  of  initial  exchange  of information and framing of the Working Group. The workshop will serve two primary purposes.

First, the workshop  will  facilitate  country  exchanges  and discuss  leading  research  on  land  use,  agriculture  and  food security,  and  NDCs  to  build  a  common understanding  amongst  members  on  priority  intervention  areas  and  implications  for  support needed. Second, a working group could be created to shape the Terms of Reference of the TWG.

This workshop will be the inception and basis for the future activities of the TWG on agriculture, food security and land use.

Objective and expected outputs of the meeting

The meeting aims to enhance countries’ understanding of challenges, needs and opportunities with regard to the implementation of NDC components related to agriculture, food security and land use. It aims to take stock of existing knowledge and experiences (DAY 1), and building on this to identify activities to bridge support gaps (DAY 2).

Expected outputs are:

  • A  consensus-based  review  of  priority  intervention  areas,  sub-areas,  and  challenges/opportunities for  the  agriculture  sectors;
  • Within these, identify specific areas that NDC  Partnership  members  could effectively address together, anticipating outputs and outcomes to pursue; 
  • Draft ToRs of a Thematic Working Group on Agriculture, Food Security and Land Use;
  • A draft  work  plan, which could include amongst others:
    • An analysis of which priority intervention areas the international community is (and is not) currently well equipped to support;
    • Activities to support countries to bridge these gaps.
