Supporting livelihoods in protracted crises and in fragile and humanitarian contexts

The paper discusses the role that social protection can play in saving livelihoods while also enhancing the capacity of households to respond, cope and withstand threats and crises. The paper builds on FAO Social Protection Framework (FAO, 2017) and focuses on the role of social protection systems in humanitarian contexts, with a closer look at protracted crises and a discussion on the importance of shock-sensitive and responsive systems, even in stable contexts. The paper acknowledges that strengthening resilience at national and community levels requires a multisector approach, where risk-informed social protection interventions, including cash transfers, can become a critical component.

This study addresses a critical knowledge gap and is a fundamental contribution to inform future planning and priority setting for agriculture-related resource allocations in/across pre-, during and post-emergency contexts. The methodological approach used for disaggregation of data is outlined in Annex 1. The geographical scope for preliminary result presentation followed the OECD regional classification presented in Annex 2. The assessment results can provide strong advocacy for increasing investment to prevention and preparedness measures in agriculture. The regional level results can guide the identification of investment patterns and improve planning for DRR/DRM in agriculture.

With a view towards accelerating the impacts of country programmes in meeting these targets, FAO and CARE have jointly developed this paper to help policymakers and practitioners meet the Sustainable Development Goals (SDGs) and the ambitious goals of Agenda 2030. The paper is intended to help development organisations, public institutions and local organisations to develop climate-smart agriculture (CSA) investments, projects and policies that are more gender-responsive.

This report is intended to provide an overview of the activities implemented by the project GCP/GLO/534/ITA “International Alliance on Climate-Smart Agriculture” -  funded by the Ministry of Environment, Land and Sea of Italy and implemented by the Food and Agriculture Organization of the United Nations - which supported the creation and implementation of the Global Alliance for Climate-Smart Agriculture and its role in advancing knowledge learning, sharing, and partnership building around the CSA approach. The various activities and products described in this report show how the project has helped on filling knowledge and implementation gaps, developing assessments and tools for promotion and implementation of CSA actions.
