This FAO submission contains information on lessons learned and good practices in relation to: (i) adaptation planning processes addressing ecosystems and water resources, (ii) monitoring and evaluation of the implementation of ecosystem-based adaptation, and (iii) tools for assessing the benefits of mitigation and adaptation to enhancing resilience and emission reduction that eco-system-based adaptation provides.

For consideration at SBSTA 44 in May 2016, this submission 'concrete opportunities for strengthening resilience, reducing vulnerabilities and increasing the understanding and implementation of adaptation actions'  highlights the importance of adaptation to climate change in the agriculture sectors. These sectors have a fundamental role in ensuring food security through food provision and as the primary means of livelihood and income for more than 2.5 billion people. FAO proposes for the Secretariat to introduce an explicit focus theme on climate change adaptation in the agriculture, livestock, fisheries and forestry sectors to be considered during A-TEP.

In this submission FAO provides information on the work carried out to implement the Doha Work Programme towards the Intermediate Review of the Doha Work Programme on Article 6 of the Convention. The SBI invited Parties, admitted observer organizations and other stakeholders to submit to the secretariat, by 19 February 2016, information on the steps they have taken to implement the Doha work programme, such as efforts to consider the linkages between Article 6 activities, implementation of policies and measures to mitigate and adapt to climate change, and on emerging gaps and needs, as well as recommendations on further steps for improving the effective implementation of the Doha work programme. (FCCC/SBI/2015/L.11, paragraphs 5 and 6).

It is linked to the 4th Dialogue on Action for Climate Empowerment that will take place in May at the World Conference Center in Bonn, Germany.

This submission presents views and proposals relating to workshop topic C “Identification of adaptation measures, taking into account the diversity of the agricultural systems, indigenous knowledge systems and the differences in scale as well as possible co-benefits and sharing experiences in research and development and on the ground activities, including socioeconomic, environmental and gender aspects”.

It emphasizes the importance of tailoring adaptation measures to the needs of the most vulnerable people. It encourages the adoption of a holistic approach and describes the urgency of understanding the risks that climate change brings focusing on six key areas of adaptation measures in the agriculture sectors. The annexes include case studies, examples and potential gender considerations. This submission will be presented at the upcoming SBSTA 44 In-session workshop: The identification of adaptation measures, taking into account the diversity of the agricultural systems, indigenous knowledge systems and the differences in scale as well as possible co-benefits and sharing experiences in research and development and on the ground activities, including socioeconomic, environmental and gender aspects on 20th May 2016.

Submission D: Identification and assessment of agricultural practices and technologies to enhance productivity in a sustainable manner, food security and resilience, considering the differences in agroecological zones and farming systems, such as different grassland and cropland practices and systems as requested in the conclusions of SBSTA 40 (FCCC/SBSTA/2014/L.14, Item 8, Paragraphs 3 (d) and 5). This submission will be presented at the upcoming SBSTA 44 in-session workshop on 23rd May 2016 : The identification and assessment of agricultural practices and technologies to enhance productivity in a sustainable manner, food security and resilience, considering the differences in agro-ecological zones and farming systems, such as different grassland and cropland practices and systems.
