19 January 2012 Communities located in the upper parts of watersheds in Bolivia, Colombia, Peru and Ecuador are under constant threat of inclement weather, which aggravates the destruction of the natural environment, with devastating effects on agricultural production, thus perpetuating the vicious circle of poverty. To achieve the necessary changes to allow the effective transformation of the quality of life in high mountain areas it is essential to strengthen the capacities of local and regional governments, who are the best positioned actors to implement the required transformations. 19 January 2012 From 2005 to 2009 , this project promoted climate change adaptation and disaster risk reduction processes and capacities for sustainable livelihoods and food security in the rural sectors including crops, livestock, fisheries and forestry and other key factors of rural livelihoods in the drought prone and coastal regions of Bangladesh.
