Disaster Risk Reduction and Climate Change Adaptation in Vietnam
The Project Steering Committee (PSC): It is formed by MARD and comprises the standing office for Central Committee for Flood and Storm Control (CCFSC), the Department of Dyke Management and Flood, Storm Control (DDMFSC), the Department of Crop Production, the Ministry of Natural Resources and Environment (MONRE), the Ministry of Science and Technology, FAO, UNDP and UNICEF. The PSC will make all necessary decisions and provide guidance for implementation of project activities, including approval of the overall project work-plan and annual work plans.
The Project Management Unit (PMU): It is a temporary structure created to provide technical support to the operational day-to-day implementation of the programme. National experts perform various tasks and provide technical support for national workshops, training programmes, co-ordination of GOs, NGOs and support field level implementation to ensure smooth implementation of the planned activities. The PMU works closely with MARD’s professional bureaus and other implementing partners.
The Provincial Project Implementation Office (PPIO): In each of the pilot provinces (namely, Phu Tho, Yen Bai and Lao Cai), a Provincial Project Implementation Office (PPIO) is set up to support the activities. The PPIO is responsible for mobilizing local field-staff at the district and commune level to implement the project, coordinates provincial level activities and it is assisted by NOMAFSI.
Provincial Inter-Agency Working Group (PIAWG): It is established under the provincial Committees for Flood and Storm Control, supported by the Department of Agriculture and Rural Development (DARD).
