      this project would help in the development and implementation of interventions that would considerably address the lack of systematic data on available aquaculture areas for production that hamper planners and decision makers from developing intuitive financial and investment mechanisms to boost the sector’s growth and promote sustainable management practices. Specifically, it would develop and pilot an online mapping and registration system for aquaculture resources, and develop business plans and regulations for the selected pilot areas. It is envisioned that the information that would be consolidated in the system will help identify and inform the development, implementation and advocacy of practices that are more appropriate for smallholder aquaculture farmers and small to medium industries. It would also help develop more appropriate and effective business plans and regulations that would take advantage physical and socio-economic suitability of aquaculture production areas.

      The project expects to contribute to the development of agriculture and agribusiness in the priority provinces in Mindanao as well as its surrounding areas as a way to reduce poverty and ultimately result in inclusive growth. Through the project that focuses on increasing productivity and integration of the beneficiaries in the value chain, jobs will be created which would provide an opportunity for its stakeholders to achieve better income levels. Increased agricultural activities to be triggered by the project can translate to increased job opportunities. Furthermore, as the project will go beyond the typical farm-based activities and cover the whole value chain, opportunities for better income levels can be harnessed. Additionally, the project is expected to generate better quality jobs, which can contribute to the increase in incomes in a more sustainable manner. Similarly, investing on interventions that would spur agricultural growth will also help in enhancing the potential of the rural areas by fully integrating smallholder farmers and fishers into the value chain to maximize market opportunities, and thus promoting more inclusive growth.

      The government recently launched its new economic development framework, which is embodied in the Philippine Development Plan (PDP) 2017-2022. To ensure alignment with the government?s policies and priorities, FAOPH will be formulating a new Country Programming Framework (CPF) 2018-2024. The CPF will be based on situational analysis of the agriculture and fisheries (A&F), environment and natural resources (ENR) sectors, including recent developments related to the peace process in the country and emergency response as it applies to the A&F and the ENR sectors. The framework will also include the analysis of the gender dimension of the agriculture and rural development sectors. Specifically, it will explore existing gender relations and inequalities in various subsectors of agriculture, their causes and their impact on the economic and social development of rural areas and on food security and nutrition. The CPF will also incorporate the relevant Sustainable Development Goals in the context of the Philippines. The formulation of the new CPF will also build on past and ongoing FAO projects and will involve consultative dialogue with key stakeholders on strategic opportunities for future FAO activities in the country.

Specifically, the following issues were identified: 1. Issues in land management due to idle lands, complex processes, weak land utilization monitoring, and poor data management, land conflicts due to poor planning and lack of transparency 2. Lack of oversight agency to monitor the compliance of LGUs and fisherfolks in the coastal areas 3. Ambiguity in the linkage(s) between climate change and land tenure rights.

      TCPF: Assessment and consolidation of FFS interventions in Save and Grow-SIRP

      Within the context of Regional Rice Initiative supported activities in the Philippines during 2014-15 (Phase II), FFS-S&G SIRP were implemented in targeted provinces funded by the Philippine Agri Pinoy National Rice Programme. The FFS-S&G SIRP was aimed at increasing rice productivity by 10 percent, increasing cost efficiencies by reducing production costs by 15 percent and increasing farm incomes by 15 percent in line with the major objectives of the Rice Initiative in the country to gather evidences of increasing production efficiencies by promoting integrated sustainable production approaches, rather than rice alone, rice based production system. Preliminary economic data from the pilot Farmer Field Schools in Save & Grow showed better positive results on average yield, total cost, net income from rice, additional income and total farm income over farmers? traditional practice. The results were attributed to the application of good agricultural practices, cost-reducing technologies and integrated rice-livestock/fishery and multi-cropping systems (including Trees Outside Forests). However, the results still have to be consolidated and the lessons learned from the pilot FFS-S&G need to be reviewed and updated for further improvement of FFS curriculum, including continued identification of appropriate Save and Grow innovations and to provide evidence for continued investments and for broadening government policy support for Save and Grow- rice-SIRP and rice based production system interventions through FFS Save and Grow.
