      The project will assist the Ministry of Fisheries and Aquatic Resources Development and other concerned entities to address the Red Card imposed by the European Commission on Sri Lanka in October 2014 as a non-cooperating third country, which effectively imposed a ban on the importation of raw and processed fish from Sri Lanka to the Union. The project will therefore support a review, consolidation and updating of the relevant legal framework, provide training and other capacity development to the involved bodies and entities including central and decentralized staff of the Ministry of Fisheries and Aquatic Resources Development, Fisheries Inspectors, the Coast Guard, the Navy, fishing vessel owners, etc., on fishing vessel inspection and the Monitoring, Control and Surveillance of fishing vessels, and will contribute to an analysis of the longer-term hardware- and skills needs related to Port State Measures and IUU prevention and control.

      TCPF: Formulation of GEF full document on Sustainable Forest Management

      The Government of Sri Lanka (GoSL) has requested FAO to formulate and implement a project under GEF 6 entitled ?Promoting sustainable forest management and improving livelihoods through integrated land use planning and forest landscape restoration?. The funding was intended to be pooled from the biodiversity, land degradation, climate change and sustainable forest management (SFM) focal areas of the GEF. Using FAO/TCI funding, the Project Identification Form (PIF) was formulated and endorsed by the GoSL. However, before its official submission to the GEF, FAO was informally advised that the funding from SFM would not flow to Sri Lanka. It was recognized that this situation requires a significant reformulation of the project, but also that the reduced budget puts the project in a category in which a PIF is not mandatory and a full project document can be formulated directly. While this approach saves time and resources, it also means that the PPG funding will only be received after the approval of the project. The TCP Facility is thus being requested by the GoSL to support the formulation of the full project document, given that the GoSL does not have the technical capacity to do so and that funding through other means such as the PPG is not efficient in time and human resources.
