II. Les forêts et le développement national
Quand, au début des années 50, l'attention de la communauté internationale s'est tournée vers les pays en développement, les économistes ont été pris au dépourvu: ils ne disposaient d'aucun schéma théorique pour analyser le processus de croissance économique de ces sociétés essentiellement agraires24. Nombre d'entre eux estimaient que les pays en développement devaient emprunter la même voie que les pays nantis pour transformer leur économie agraire en économie industrielle. Les modèles de développement décrivaient ce processus de croissance comme une suite d'étapes par lesquelles tous les pays devaient passer.
Les premiers modèles de développement n'ont réservé aux ressources naturelles comme les forêts qu'une place modeste, parfois même nulle. Par contre, les stratégies de développement donnaient une grande importance à la formation de capital et au progrès technique considérés comme principaux facteurs propres à provoquer une hausse des revenus et la croissance économique. En général, les forêts apparaissaient comme une réserve de terres à convertir à des usages plus productifs. Alors qu'elles pouvaient être une source de recettes fiscales et de devises, les forêts étaient jugées relativement peu importantes en tant que moyen de promouvoir un développement économique soutenu25. Les industries forestières autres que celle de la pâte et du papier étaient considérées comme trop limitées pour occuper une place importante dans l'action d'industrialisation.
LES FORÊTS DANS LES PREMIÈRES STRATÉGIES DE DÉVELOPPEMENT
Les donateurs internationaux ont eux aussi négligé le secteur forestier. Ce n'est qu'en 1978 que la Banque mondiale a préparé un document de politique générale sur la mise en valeur des forêts. De 1949 à 1968, elle a financé seulement deux projets forestiers dans les pays en développement - une fabrique de pâte chimique et de papier journal au Chili et une papeterie au Bangladesh26. Pendant la même période, des prêts octroyés pour des projets de colonisation agraire, la construction de barrages et de routes et des projets de développement apparentés ont entraîné la destruction de forêts. Le premier prêt de la Banque mondiale en faveur de la foresterie, axé sur la conservation des sols et l'aménagement des bassins versants, a été accordé en 1980.
La FAO a incorporé la foresterie dans son mandat en 1945. Pendant les 15 années suivantes, elle a préparé des inventaires forestiers, des statistiques et des rapports de situation ainsi que des analyses de marché, mais n'a guère prêté attention au secteur par rapport à ses autres activités. Durant les années 50, elle s'est attachée à quatre objectifs fondamentaux: augmenter le rendement des forêts; réduire le gaspillage dans l'exploitation forestière et les industries du bois; ouvrir les forêts vierges dans les pays tropicaux; et planter de nouvelles forêts27. Même après la réorganisation approuvée par la Conférence de la FAO de 1960, qui a établi de grands départements chargés de l'administration, des affaires générales et de l'information et du développement, la foresterie a continué de relever d'une division du Département technique. C'est en 1970 que la FAO s'est enfin dotée d'un Département des forêts.
Les plus négligents parmi les premiers spécialistes du développement ont peut-être été les économistes. Les textes de l'époque concernant l'économie du développement n'ont guère contribué à faire prendre conscience du rôle des forêts dans le développement. L'économie du développement a en général négligé le secteur forestier parce qu'elle ignorait le rôle des ressources naturelles en tant que base de la croissance économique. En conséquence, les économistes n'ont pas élaboré de moyens théoriques et pratiques d'évaluer le patrimoine naturel.
D'autre part, l'économie des forêts, contrairement à l'économie du développement, a établi des modèles d'optimisation qui portaient explicitement sur le rapport entre le patrimoine naturel, la croissance et le revenu. Toutefois, ces modèles et ces techniques d'optimisation concernaient les propriétés spécifiques des forêts et non les problèmes macroéconomiques importants pour l'économie du développement.
Les forestiers ont commencé à aborder les questions de l'optimisation à long terme et des compromis à ménager entre le présent et l'avenir au milieu du siècle dernier. Par exemple, un forestier allemand, Faustman, a mis au point un modèle d'optimisation à long terme pour l'époque optimale de récolte (âge de révolution) en 1849. Les premiers modèles s'orientaient sur les avantages relatifs de l'efficacité biologique et économique pour déterminer l'époque optimale de récolte. En général, les modèles biologiques maximisent le volume de la production de bois d'uvre provenant d'un peuplement, selon les taux de croissance de la forêt. Les modèles économiques maximisent la valeur présente des profits nets provenant du bois; parmi les critères retenus figurent la valeur du bois d'uvre, la valeur temps de l'argent et d'autres coûts associés à la plantation et à la récolte.
L'optimisation est, de loin, la question d'économie forestière qui a fait l'objet de l'analyse la plus complète, mais celle-ci s'est toujours effectuée surtout au niveau micro-économique (examen de peuplements forestiers spécifiques)28. Récemment, l'économie du développement a commencé à aborder des questions concernant les choix présent-avenir au niveau macroéconomique pour des ressources non renouvelables comme le pétrole et les minéraux. On commence seulement à appliquer les enseignements tirés du débat sur l'optimisation des ressources forestières renouvelables à l'échelon national.
LES FORÊTS DANS L'ÉCONOMIE DES PAYS
Si les premières stratégies de développement ont en général ignoré le secteur forestier, deux exceptions méritent d'être signalées. Premièrement, en 1958, Hirshman29 a souligné l'importance des attributs spatiaux et des liaisons en aval et en amont. Dans son analyse, il a fait ressortir les interconnexions importantes qui existent entre la croissance économique et le bois brut et autre et la papeterie.
Deuxièmement, Westoby30 a animé une équipe à la FAO pour mettre en cause l'approche classique de la foresterie dans le chapitre spécial de La situation mondiale de l'alimentation et de l'agriculture 1962. Selon l'étude de la FAO, ceux qui étaient chargés d'établir les priorités pour le développement n'avaient pas conscience de la contribution que les forêts pouvaient apporter au développement fondé sur l'industrie. Le rapport s'est inspiré du concept des points de croissance, des régions en retard et des liaisons en amont et en aval élaboré par Hirshman pour démontrer comment les forêts (en tant que ressources naturelles) pourraient jouer un rôle plus dynamique dans la promotion de la croissance économique. L'étude fait valoir, entre autres affirmations, que:
Deux autres facteurs ont poussé les donateurs à augmenter le financement des projets: premièrement, les analyses de marché faisaient prévoir dans les pays industrialisés un accroissement de la demande de bois d'uvre et de produits ligneux en provenance de pays en développement; deuxièmement, les projets forestiers ont affiché des taux de réussite supérieurs à ceux d'autres types de projets de développement31.
Plus de 10 ans après, toutefois, Westoby, examinant rétrospectivement l'évolution du secteur forestier, a renié sa première idée32. Dans un document présenté à la Common-wealth Forestry Association en 1975, il a conclu que l'exploitation d'immenses étendues de forêts vierges tropicales avait été en général sauvage, peu rentable et même destructrice. Il a soutenu que presque toutes les opérations n'avaient eu aucun impact profond ou durable sur la vie économique et sociale des populations dans les pays où elles avaient eu lieu. Trop souvent, les projets forestiers n'avaient pas réussi à contribuer à satisfaire les besoins locaux essentiels.
Plusieurs autres études sont parvenues à des conclusions semblables, rapportant que les projets forestiers ne contribuaient guère au processus d'industrialisation, créaient peu d'emplois et avaient une incidence minimale sur la croissance générale. En 1980, le Directeur de l'ex-Division des industries forestières de la FAO affirmait que:
«Ces forêts, dans l'ensemble, sont soumises à une exploitation que l'on peut qualifier de sauvage: on prend ce qui est le plus accessible - et les arbres de plus grande valeur - sans se préoccuper le moins du monde de ce qui se passera ensuite. Ainsi, pour les forêts et pour les populations qui en dépendent, le seul effet durable visible est une régression.»33
Vers la fin des années 70, l'évolution du concept général de développement économique avait créé un nouveau rôle pour la foresterie. L'expérience montrait que les stratégies d'aide au développement axées uniquement sur la promotion de l'industrialisation ne donnaient pas de résultats satisfaisants. Dans de nombreux pays, la pauvreté gagnait régulièrement du terrain, même si l'économie progressait à un rythme soutenu. Pour résoudre ce problème, les spécialistes du développement se sont orientés vers d'autres objectifs: réduire la pauvreté, créer des emplois et renforcer la justice sociale. En outre, les responsables politiques ont reconnu progressivement que la dégradation des ressources naturelles entravait sérieusement le développement économique et la lutte contre la pauvreté. La durabilité s'est peu à peu révélée être le principe de développement par excellence. En même temps, l'économie des ressources naturelles et de l'environnement se développait, donnant des bases plus solides aux techniques d'analyse et aux modèles de développement macro-économique.
On reconnaît aujourd'hui que les forêts font partie intégrante de l'économie d'un pays. Elles contribuent au développement de maintes façons, par exemple sous forme de ressources naturelles, de facteurs de production et de biens d'environnement mais, en même temps, elles limitent le développement. Dans certains pays, elles sont en effet considérées comme des obstacles à éliminer avant d'entreprendre toute activité productive. Par exemple, dans de nombreux pays, les lois agraires exigeaient autrefois que les colons abattent tous les arbres présents sur leurs parcelles pour pouvoir obtenir des droits de propriété sur ces mêmes parcelles. Dans d'autres cas, les forêts étaient traitées comme une ressource naturelle rare qu'il fallait protéger de tous les types d'exploitation. Plusieurs facteurs expliquent que les forêts contribuent à la fois à élargir et à limiter les choix de politique pour les stratégies nationales de développement.
Premièrement, les routes, le commerce et les populations rurales ont pénétré sur une grande partie des terres forestières du monde et les ont colonisées; peu de zones forestières restent inutilisées ou indépendantes des intérêts nationaux. Les zones forestières ont été «absorbées» par l'agriculture, cette absorption comportant l'utilisation des forêts et des arbres dans des systèmes d'exploitation agricole et la formation de mosaïques agricoles dans les systèmes forestiers. Les forêts sont de plus en plus aménagées pour leurs apports en ressources, leur capacité d'assurer le bien-être des populations rurales et leur aptitude à promouvoir l'industrie. Elles fournissent une gamme très vaste et très variée de biens et de services pour pratiquement tous les types d'établissements humains et de besoins. Ce ne sont pas des îlots de bois d'uvre d'un seul tenant et inaccessibles, mais des éléments dynamiques faisant partie intégrante de la vie en tout lieu.
Deuxièmement, les stratégies de développement économique commencent à incorporer la valeur de capital des forêts dans les politiques et programmes nationaux qui modifient les inventaires forestiers ainsi que la répartition et les qualités des forêts. Les forêts sont maintenant reconnues comme constituant à la fois une réserve de capital productif et une composante de l'infrastructure publique. En tant qu'équivalent écologique de la capacité industrielle et de l'infrastructure physique, les forêts entrent dans les grandes équations de la croissance macroéconomique, souvent avec de nouvelles définitions de ce qu'est la forêt et de ce qu'elle fait.
Le perfectionnement de la comptabilité nationale permet d'incorporer explicitement la valeur en capital des ressources forestières comme outil productif, et d'évaluer les effets des changements qui les concernent sur la capacité de production nationale. Les systèmes de comptabilité nationale classiques surévaluent le revenu durable de deux manières. Premièrement, les comptes ne prennent pas en considération l'amortissement des forêts et d'autres ressources naturelles. Deuxièmement, les coûts de l'atténuation ou de la neutralisation des effets secondaires de l'épuisement des ressources (par exemple, les mesures antisédimentation dans un bassin versant déboisé) ne sont pas soustraits du revenu national34. Les comptes transmettent ainsi un message faux: que le revenu tiré de l'appauvrissement des ressources forestières peut continuer indéfiniment35.
Certains pays mettent au point de nouveaux systèmes de comptabilité qui mesurent l'amortissement des ressources forestières qui dépassent leur capacité reproductive (tant quantitative que qualitative). Par exemple, le système français met en lumière les rapports existant entre les fonctions économiques, écologiques et sociales des ressources naturelles. Ce système de comptes du patrimoine naturel comporte des comptes séparés pour les forêts, la faune et la flore sauvages, l'eau et les sols.
En tant qu'infrastructure, les systèmes forestiers fournissent des services qui exigeraient en leur absence des dépenses en capital ou des interventions nuisibles au bien-être social. Par exemple, en emmagasinant de l'eau, en régularisant le régime des eaux, en protégeant les canaux et en éliminant les impuretés, les forêts constituent un ensemble de services hydrologiques comparable aux ensembles de transports et de communications. Les méthodes économiques modernes ont permis récemment de représenter ces services d'infrastructure à l'échelle du pays et pas simplement des projets.
Troisièmement, les forêts sont des biens de production de plus en plus utilisés comme moyen d'atteindre des objectifs nationaux de développement, dont la justice sociale, la stabilité, l'investissement et la croissance. Les programmes de foresterie communautaire sont devenus un élément essentiel des réformes agraires qui tendent à établir des rapports plus fructueux entre les communautés rurales et les terres domaniales. Des programmes de foresterie communautaire sont souvent mis en uvre pour renforcer les aides à l'investissement et encourager les citoyens à participer au développement et à l'utilisation des forêts et des arbres.
Quatrièmement, les forêts sont devenues des facteurs importants dans les rapports économiques et politiques entre pays. Par exemple, elles ont fait leur entrée en politique étrangère en raison de leur rôle dans les échanges économiques et écologiques (l'encadré 13 présente un exemple d'échanges écologiques). L'état des forêts influe de plus en plus sur la capacité de transformation d'un pays, ses disponibilités de produits ligneux et son commerce international. La structure des échanges devient plus complexe au fur et à mesure que les pays passent à des modes de production secondaires et tertiaires, en abandonnant les formes primaires, augmentent leur pouvoir d'achat et diversifient leurs besoins de consommation.
Par ailleurs, les changements intervenus dans la superficie et la qualité des forêts suscitent aujourd'hui des préoccupations écologiques à l'échelon mondial. L'évolution des forêts influe sur la diversité biologique, les rapports entre pays industriels et non industriels qui occupent la même atmosphère mondiale et l'utilisent comme source de carbone, et elle exprime l'interdépendance entre pays.
Les gouvernements nationaux sont ainsi poussés à insérer les forêts dans le domaine des relations internationales. Certains pays envisagent déjà de conclure des accords internationaux qui lient les questions d'échanges économiques et écologiques en fonction d'intérêts mondiaux plus vastes.
Pour toutes ces raisons, les politiques forestières nationales ont cessé d'être limitées à un secteur étroit pour toucher de larges intérêts politiques concernant les groupes les plus divers. Dans le monde entier, les forêts font l'objet de débats dans divers groupes actifs: populistes, industriels, hommes d'Etat, personnalités internationales, consommateurs, écologistes, agriculteurs, communautés forestières indigènes, citadins, savants, éducateurs et humanistes.
Les idées et les exigences de ces groupes politiquement divers ont proliféré, exerçant une forte pression sur les institutions responsables des politiques forestières qui s'étaient constituées quand forêt signifiait simplement bois appartenant à l'Etat et relevait d'un petit groupe de techniciens. Ces pressions concurrentes, associées à une meilleure compréhension de l'importance et de la complexité des services et biens autres que le bois qui sont fournis par les forêts, influent puissamment sur la politique forestière aujourd'hui.
ENCADRÉ 13 Nombreux sont les pays en développement surchargés de dettes en devises auprès des banques commerciales, des gouvernements des pays industriels et des établissements de crédit internationaux. Pour les pays les plus pauvres, la possibilité de rembourser ces dettes avant plusieurs dizaines d'années, à supposer qu'elle existe, est extrêmement réduite. Avec l'échange dette-nature, on tente de tirer parti de la volonté des prêteurs de réduire (ou de vendre à un prix inférieur à sa valeur nominale) certains de leurs prêts à long terme et d'accepter un paiement réduit immédiat au lieu d'un paiement intégral échelonné qui risque de ne jamais être effectué. L'échange est organisé par un tiers, par exemple une ONG s'occupant d'environnement ou le gouvernement d'un pays industriel, qui rachète la dette à un prix réduit au prêteur et accepte de l'amortir à condition que le pays débiteur procède à un investissement précis dans un projet concernant l'environnement, par exemple une réserve forestière tropicale présentant une importance écologique particulière. Ainsi, le pays en développement se débarrasse de la dette sans avoir à débourser de devises, mais il assume la responsabilité de certaines activités écologiques. A la fin de 1992, 24 échanges au total, d'une valeur nominale de plus de 122 millions de dollars, avaient été conclus, dégageant plus de 75 millions de dollars de fonds de conservation pour un coût dépassant à peine 23 millions de dollars. Ces opérations ont une incidence globale faible par rapport à la dette totale du mon-de en développement et au rythme auquel la déforestation a lieu. En outre, il est difficile de garantir que les programmes de conservation sont réalistes et peuvent être mis en uvre et poursuivis de manière durable. Une initiative de la Bolivie, par exemple, a rencontré des difficultés parce que les populations indigènes locales et les exploitants forestiers qui avaient reçu des concessions revendiquaient à la fois des droits sur la terre à aménager. L'échange dette-nature a également été critiqué comme étant une forme d'«éco-colonialisme», qui permettrait aux pays industriels de fixer les priorités des pays en développement. De tels échanges sont applicables dans des pays dont l'économie est mal gérée, mais pas dans ceux qui font preuve de discipline dans ce domaine. Les avantages économiques et écologiques des échanges dette-nature peuvent amener à ignorer les besoins des populations vivant dans la zone intéressée. Néanmoins, on reconnaît généralement que les échanges choisis avec prudence et bien planifiés constituent une mesure valable, bien qu'assez compliquée, qui peut contribuer à la conservation de la forêt. Les forêts, source de développement national
Chaque écosystème forestier fournit de nombreux services protecteurs, scientifiques et commerciaux, allant des espaces de vie et de la nourriture à la régulation du climat et aux ressources génétiques (voir encadré 14). Au niveau national, toutefois, les pays s'intéressent à l'ensemble de leur système forestier (au sens large, on entend par forêt toute zone où il y a des arbres) et à la manière dont les forêts contribuent collectivement au développement national en tant que sources de biens et de services, formes d'assurance contre les risques excessifs et éléments du patrimoine économique et social.
Sources de recettes, de devises et de garanties financières. Les forêts fournissent du matériel pour l'exportation et pour le remplacement des importations: bois, fibres, produits transformés, énergie et gamme de plus en plus large de produits pharmaceutiques, de plantes ornementales et de produits forestiers pour usages spéciaux.
En général, le bois d'uvre a été une source importante de capital pour les pays riches en forêts, moyennant le commerce du bois pour l'obtention de devises, l'utilisation des forêts comme garantie de prêts et de rééchelonnement de la dette et l'échange de droits de concession contre des infrastructures matérielles. Le Canada, la Fédération de Russie, les Etats-Unis, l'Inde, l'Indonésie, l'Italie, la Malaisie, la Norvège, la Suède et la Thaïlande, pour ne citer que quelques pays, ont eu recours à l'exploitation de leur capital forestier pour se doter de capacités industrielles et agricoles; aujourd'hui, le Laos, le Myanmar et le Viet Nam semblent suivre la même stratégie.
Après ce stade initial d'exploitation des forêts, quelques pays tentent de créer des emplois et d'augmenter les revenus en mettant en place des industries pour la transformation du bois en produits finis. L'Allemagne, les Etats-Unis, l'Indonésie, l'Italie, la Malaisie, Singapour et la Thaïlande ont suivi cette voie, en utilisant du bois produit sur place ou importé. La Thaïlande tire une bonne partie de ses devises du commerce des meubles, des orchidées, des spécialités alimentaires, des plantes médicinales et des animaux et végétaux sauvages. Ce stade exige des marchés et des régimes fonciers plus complexes que ceux qui existaient quand la forêt fournissait principalement du bois d'uvre. Les industries forestières japonaises font largement appel aux importations de grumes de feuillus tropicaux et tempérés; le pays absorbe 30 pour cent des importations mondiales de bois rond industriel et environ 45 pour cent des importations totales de bois de feuillus tropicaux. Bien que les forêts japonaises soient capables d'approvisionner les industries du bois, des considérations d'environnement et les coûts d'extraction élevés amènent le pays à préférer importer du bois36.
Les forêts se prêtent également aux activités récréatives. Etant donné que le tourisme et les loisirs requièrent parfois un investissement dans l'infrastructure dépassant les exigences d'une industrie de transformation, ces activités économiques ne sont généralement entreprises qu'à des stades plus avancés de croissance industrielle et commerciale.
Ainsi, certains pays doivent faire des choix stratégiques entre la transformation du capital forestier à des fins industrielles et commerciales, l'accès à des produits autres que le bois d'uvre, l'exploitation des forêts comme sources d'énergie et l'accroissement des revenus qu'apporteront à l'avenir les touristes attirés par les forêts intactes.

Sources de revenu rural. Les populations rurales sont tributaires des produits forestiers ainsi que de leurs services environnementaux. Les forêts contribuent à la sécurité alimentaire. Dans certaines régions, elles sont la principale source de protéines, de calories, d'huiles, de médicaments et même d'aliments de base. En général, elles jouent un rôle particulièrement important durant les famines saisonnières ou périodiques ou les pénuries d'aliments provenant des cultures.
En tant que sources de revenu, les forêts jouent un rôle important de distribution, offrant des possibilités qui ne peuvent être créées à l'échelle nationale ou par des systèmes de marché commençant seulement à prendre forme. Les comptes nationaux n'enregistrent pas d'habitude ces revenus forestiers en nature, quoiqu'ils soient essentiels pour le bien-être de centaines de millions d'hommes (en particulier des groupes dont la forêt est l'unique source de revenu monétaire).
Par ailleurs, les populations rurales utilisent, protègent et créent des forêts comme sources d'intrants agricoles; elles comptent sur les produits forestiers pour maintenir la fertilité et la structure du sol, pour nourrir le bétail et pour assurer les taux d'humidité souhaités et l'écoulement des eaux. Ces facteurs de production non monétisés ne sont pas inscrits dans la comptabilité nationale, alors que leur diminution réduirait la production monétisée, nécessiterait une compensation sous forme d'accroissement de l'apport monétisé de capital et de travail, ou renforcement de la pression en faveur du défrichement des forêts à des fins de mise en culture.
Aux premiers stades de la participation au marché, les populations rurales utilisent des produits forestiers commerciaux pour obtenir un revenu monétaire. Par exemple, en Inde, il existe un commerce florissant de produits forestiers «secondaires» que les communautés locales récoltent, transforment et vendent; citons à titre d'exemple la soie, les enveloppes de cigarette, les aliments pour la consommation humaine et animale, le charbon de bois, les huiles, les laques et résines, les épices et les médicaments. L'encadré 15 fait ressortir l'importance des produits forestiers secondaires dans la zone de forêts humides de l'Afrique occidentale.
Parts du patrimoine national. Les tenures forestières sont devenues partie intégrante des stratégies plus larges de répartition du patrimoine national qui visent à assurer la combinaison souhaitée de croissance économique, de justice sociale et de stabilité, et de conservation des possibilités offertes par l'environnement pour les générations futures.
Le régime foncier s'est diversifié au cours des dernières décennies, traduisant la variété des fonctions de la forêt, la croissance démographique et les aspirations politiques, et augmentant les capacités techniques, financières et organisationnelles. Au pouvoir purement de jure exercé par l'Etat ou au pouvoir purement de facto exercé au niveau local est venue s'ajouter toute une gamme de structures quasi publiques de pouvoir sur la terre et le marché, de systèmes de gestion coopérative Etat-populations locales, de structures de gestion locales et de régimes d'occupation privée pour les activités forestières à l'échelle des sociétés, des exploitations et des ménages. La répartition des forêts comporte donc des choix de politiques budgétaires, scolaires, industrielles, agraires et de stabilisation et entre ces politiques.
Réserves de terres. Les forêts offrent des habitats et des moyens d'existence aux sans-terre qui devraient, sans elles, être intégrés ou subventionnés par des moyens plus coûteux. Elles donnent également la possibilité de pratiquer des cultures commerciales qui reviendraient plus cher ailleurs. Quoique certaines de ces activités risquent d'épuiser le patrimoine écologique, de nombreux pays préfèrent les tolérer car les forêts constituent une solution souple et moins onéreuse que d'autres interventions publiques.
ENCADRÉ 15 Par tradition, les forêts sont considérées comme des sources de bois, de pâte à papier et de combustible. Tous les autres produits, quelle que soit leur importance pour la population locale, sont classés par les forestiers comme produits secondaires. Toutefois, ce terme désigne souvent uniquement les produits comme les gommes, les résines et les tanins, pour lesquels il existe un marché industriel. Or, pour les paysans d'Afrique occidentale, les forêts sont la source de très nombreux autres produits. Comme beaucoup de forêts dans le monde, la région de forêts humides de l'Afrique occidentale présente une très grande diversité, englobant un grand nombre de systèmes politiques et économiques, de cultures, d'histoires et de modes d'utilisation des terres. Les forêts fournissent des aliments, des médicaments, du matériel pour l'équipement domestique, la construction et les industries de transformation. Elles soutiennent l'agriculture en fournissant des matériaux pour la fabrication d'outils agricoles, d'équipement pour la récolte et le transport, de récipients pour le stockage des récoltes et de séchoirs ainsi que du combustible pour la transformation des produits récoltés. Les forêts et les arbres ont aussi une grande importance au plan social et culturel, servant de temples, de symboles, de lieux de réunion et de sites pour des cérémonies comme les rites d'initiation. La multitude d'emplois «secondaires» possibles pour une seule essence forestière est bien illustrée par l'exemple de la Ceiba pentandra de Ho qui pousse au Ghana. Son fruit fibreux sert à faire des médicaments, des oreillers et un produit commercial pour boucher les trous dans les pirogues; avec ses graines, on fabrique une huile pour soigner les rhumatismes, qui est aussi vendue commercialement pour la fabrication de savons et utilisée pour allumer le feu; ses feuilles sont consommées sous forme de soupe et servent de fourrage pour les chèvres, ses cendres fournissent un bon paillis, son écorce et ses tiges servent à préparer un élixir dentaire et ses racines sont utilisées pour soigner la lèpre. Elle est aussi appréciée comme aliment pour les abeilles en apiculture. En outre, un champignon très prisé pousse au pied de l'arbre. Ecosystèmes sources de diversité biologique. Les forêts sont à la fois des laboratoires pour la sélection naturelle des ressources génétiques végétales et animales et des banques de dépôt dynamiques pour ces gènes. Les forêts tropicales abritent, selon les estimations, 50 pour cent de toutes les espèces vivantes de la planète, notamment une grande partie des plantes supérieures et des mammifères. Par exemple, on dénombre 50 essences d'arbres indigènes au nord des Alpes en Europe. En Malaisie, une superficie forestière couvrant tout juste 50 hectares comptait 830 essences d'arbres et, au Pérou, on a relevé près de 300 essences d'arbres sur un seul hectare.
Infrastructure. Les forêts fournissent des services infrastructurels sans lesquels les possibilités de développement diminuent. Elles régularisent le régime des eaux et les microclimats; protègent les sols et les ouvrages en terre, comme les routes et les canaux; assurent le drainage, offrent de l'ombrage et purifient. Dans les villes, les arbres apportent de la fraîcheur, conservent l'énergie et absorbent les polluants, remplaçant l'infrastructure classique utilisée à cet effet. Des arbres plantés judicieusement peuvent réduire de 10 à 15 pour cent les besoins de climatisation dans les maisons en fournissant de l'ombre, et diminuer les besoins de chauffage en protégeant du vent.
Les forêts sont des systèmes écologiques qui constituent une garantie contre la réduction de la prospérité économique nationale. Les conséquences économiques et sociales des changements dans les écosystèmes sont difficiles à prévoir. Des modifications de la dynamique des bassins hydrographiques, des régions écologiques ou de la faune et de la flore, par exemple, peuvent réduire ou augmenter différents aspects du bien-être social; faute de connaissances suffisantes, les conséquences du changement sont d'autant plus imprévisibles que ce dernier est plus important. L'envahissement des villages thaïlandais par les grumes, les rochers qui tombent sur les villages népalais et les éléphants privés d'habitat qui dévastent des villages en Inde sont des exemples récents de catastrophes que les forêts permettent d'éviter.
Quoique le concept de forêt-infrastructure ne soit pas encore largement admis, l'absence de forêts exige manifestement la mise en place d'infrastructures aux dépens d'autres utilisations potentielles d'un capital limité.
Sources d'énergie. Les forêts fournissent de l'énergie qui serait inexistante ou plus coûteuse en leur absence. Le bois reste le principal combustible dans la plupart des pays tropicaux et un combustible important dans beaucoup d'autres. Il peut remplacer les combustibles fossiles et la biomasse d'origine agricole, ce qui atténue la pression des coûts sur les besoins concurrents de ces ressources. Des problèmes nutritionnels se posent quand les populations ne disposent pas de bois de feu en quantités suffisantes pour faire cuire correctement les aliments et quand l'utilisation du fumier comme combustible réduit la fertilité et la productivité des champs. L'utilisation de combustibles fossiles, comme source d'énergie ou comme engrais, peut coûter cher en devises ou faire perdre des occasions d'utilisation domestique dans l'avenir. Dans certains pays d'Asie du Sud et d'Afrique, les politiques énergétiques ont mis l'accent sur les plantations de bois de feu.
Sources de services mondiaux potentiels. Les forêts offrent de nombreux avantages à l'échelle mondiale: elles emmagasinent du carbone; elles accueillent des formes de vie diverses, uniques et rares; elles stockent un potentiel biotique; et elles comportent des phénomènes naturels qui sont encore mal connus. Ces attributs généraux prennent rapidement de la valeur car les institutions se transforment pour les protéger et mettent au point des moyens de les rendre négociables. Le Fonds pour la protection de l'environnement (GEF) a été créé pour financer la fourniture de ces services au niveau national.
ENCADRÉ 16 Les régions boisées offrent des incitations tant au défrichage qu'à la préservation. L'équilibre national dépend de la manière dont des ensembles de conditions économiques, sociales, écologiques et politiques évoluent avec le temps. Parmi les facteurs qui jouent, il faut citer la qualité du site, la répartition des exploitations, les possibilités d'emplois non agricoles et la puissance des communautés. En Inde, par exemple, il y a eu simultanément appauvrissement des forêts domaniales et développement rapide des forêts agricoles loin des centres urbains. L'appauvrissement des forêts naturelles a été intensifié par la croissance de la population par rapport aux possibilités d'emplois non agricoles et la recherche de nouvelles terres qui a suivi. L'appauvrissement le plus grave s'est produit juste à la lisière des forêts domaniales protégées, entraînant la disparition des limites de protection. Le développement des forêts et l'investissement dans les cultures arboricoles loin des villes sont accélérés par les incitations du marché, notamment la hausse des prix des produits ligneux par rapport à ceux des produits des cultures, les prix des intrants et les écarts de salaires. Les forêts se développent également dans des zones irriguées, où les cultures arboricoles se marient bien avec d'autres activités de production grâce à l'emploi complémentaire des mêmes intrants, des mêmes systèmes de gestion familiale et des mêmes réseaux de marché. L'Inde continue d'enregistrer des taux officiels élevés de déforestation, mais ceux-ci traduisent généralement les définitions juridiques des forêts de l'intérieur et ne prennent pas en compte le développement impressionnant du couvert forestier sur les terres agricoles privées. Ce déplacement du couvert forestier de l'intérieur des terres vers des zones colonisées s'accompagne de changements importants dans la composition par essences et l'organisation sociale des forêts. En Thaïlande, on observe un rapport direct entre la déforestation et l'expansion des terres agricoles. Au cours des trois dernières décennies, cette expansion a été favorisée par l'essor des marchés urbains et des réseaux routiers, les nouvelles techniques de production et les possibilités d'exportation de produits des cultures. Des politiques libérales de commerce et de marchés des produits de base, le développement rapide du réseau routier du pays et une forte demande de terres rurales de la part des citadins ont, eux aussi, influé sur la répartition des forêts. Au début, les sans-terre ne trouvant pas d'emplois non agricoles ont mis les terres forestières en culture, faisant ainsi progresser la production agricole. Avec le temps, d'abord près des villes puis plus loin, les possibilités d'emplois non agricoles ont considérablement augmenté, faisant monter en même temps les salaires, réduisant la main-d'uvre disponible et augmentant le coefficient de capital de l'agriculture. Entre temps, des terres agricoles ont été converties en zones résidentielles et industrielles, conduisant à de nouveaux défrichements des forêts dans les zones plus éloignées. En 1989, le Gouvernement thaïlandais a interdit l'exploitation des forêts publiques. Cette interdiction a encouragé la production de bois sur les terres privées, alors que la sous-utilisation de la capacité industrielle a entraîné le développement des activités d'extraction forestière dans les pays voisins. En conséquence, le couvert forestier du pays s'est pratiquement déplacé vers les terres privées et les marchés; le débat entre partisans du contrôle local des forêts et partisans du contrôle national s'est fait plus intense: et le gros de l'exploitation forestière se fait désormais hors du territoire national. Aux Etats-Unis, l'Etat de Californie connaît les mêmes changements que l'Inde et la Thaïlande, mais de façon plus accentuée. La population de l'Etat a quadruplé en 40 ans; son économie est passée des activités primaires aux activités secondaires puis tertiaires. Les villes, bénéficiant d'importations massives d'eau, sont devenues tentaculaires, entourées d'immenses banlieues, créant des parcs boisés urbains, des rues bordées d'arbres et des jardins résidentiels sur d'anciennes terres agricoles et forestières. Les forêts industrielles de la Californie, base économique de nombreuses localités rurales, ont été appauvries et morcelées. Le bois importé est moins cher, les terres forestières ont plus de valeur si elles sont vendues pour la construction de résidences, et l'investissement dans le bois d'uvre semble peu intéressant par rapport à d'autres solutions. Les forêts nationales, soumises à une pression croissante en faveur des services autres que la production de bois, ne peuvent plus assurer le plein emploi de la capacité industrielle et de la main-d'uvre. L'ensemble des forêts domaniales augmente de surface mais la part relative des sites, régions et communautés forestières traditionnelles y diminue au profit des terres forestières urbaines, agricoles et «non forestières». Malgré l'importance de ces changements, la politique forestière reste axée sur la production de bois d'uvre dans des exploitations forestières privées et fédérales de type traditionnel. Ces exemples montrent comment le développement national et les choix de politique influent sur la qualité et l'emplacement des forêts, alors que les mutations se produisant dans la situation des forêts déterminent les options disponibles et les limitent. On observe dans plusieurs pays africains le même rapport entre développement, énergie et dynamique des forêts. Dans de nombreux pays, le bois est toujours la principale source de combustible domestique, les énergies de substitution étant assez coûteuses. Dans certains cas, les pays manquent d'autres sources d'énergie ou de capital pour les exploiter. La rareté des sources d'énergie de remplacement et les moyens qui pourraient y remédier ont un effet sur la répartition et la qualité des forêts. |
Les échanges dette-nature, les achats à long terme de réserves de carbone provenant des forêts pour les émissions industrielles dans l'atmosphère, les conditions concernant l'environnement inscrites dans les accords commerciaux et les contrats internationaux concernant les droits de prospection géologique sont les premiers exemples de l'apparition progressive d'un commerce international des services écologiques mondiaux.
Héritage. Les forêts contribuent à la cohésion sociale qui peut renforcer le succès des entreprises productives ou, avec l'appui de subventions publiques, rendre les entreprises peu développées productives. Dans le monde entier, les bosquets sont un centre de vie communautaire et font partie d'un régime social et culturel de gestion d'un système économique et écologique; dans certains pays, par exemple, des bois sacrés se trouvent sur des collines au-dessus des ouvrages d'irrigation. Plus généralement, les bosquets sont des temples naturels, des lieux ancestraux et des retraites spirituelles qui renforcent la communauté. Comme l'ont trop souvent montré les mouvements coopératifs, une telle force est difficile à créer. Les parcs naturels semblent avoir des fonctions analogues dans les sociétés urbaines.
Depuis quelques années, on considère de plus en plus les forêts comme des foyers de culture. L'attention et l'intérêt de la communauté internationale pour les cultures traditionnelles et leur connaissance de la nature ont contribué à faire de la préservation des systèmes forestiers une question d'intérêt national.
Effet du développement national sur les forêts
Si l'état des forêts influe sur les possibilités de développement national, c'est le processus de développement qui détermine l'état de ces forêts, ce qu'elles font et ce qu'elles deviendront. Par exemple, à mesure que le développement progresse, la pression démographique sur la terre augmente puis diminue; la demande de produits ligneux et d'énergie ainsi que leurs prix augmentent dans les villes; les revenus et l'épargne croissent en milieu urbain; les possibilités d'emplois non agricoles augmentent; les réseaux routiers et les ressources en eaux s'accroissent; les capacités des pouvoirs publics de protéger les forêts, de subventionner leur développement dans les zones agricoles et de coopérer avec les populations locales à l'aménagement forestier s'élargissent; enfin, la puissance des intérêts écologiques par rapport aux intérêts des industries extractives et leur intégration internationale progressent.
Ces dynamiques déterminent les décisions d'abattre ou de faire pousser des arbres en différents endroits et à différentes époques. L'encadré 16 présente des exemples des rapports entre l'état des forêts et le développement national en Inde, en Thaïlande et aux Etats-Unis.
La situation des forêts traduit les conséquences des politiques qui créent et modifient les possibilités pour les populations de faire pousser ou d'abattre des arbres. Citons quelques exemples:
Ainsi, l'utilisation, le développement et l'état des forêts découlent fondamentalement de la politique nationale et du développement économique en général. Le développement national crée constamment des incitations et des capacités à la fois pour exploiter et pour renforcer les ressources forestières. La croissance économique et les conditions sociales ont tendance à modifier la localisation et la composition des ressources forestières. A l'échelon national, la nature de ce rapport dépend des conditions économiques, démographiques et politiques particulières d'un pays. Là où le couvert forestier ne relève plus d'une juridiction traditionnelle et ne comporte plus d'essences commerciales, les comptes nationaux risquent de sous-évaluer non seulement la superficie des forêts mais aussi l'importance économique, sociale et écologique des ressources forestières. Deux exemples appuient cet argument:
i) Au Bangladesh, 14 pour cent des terres sont classées comme forêts relevant du département des forêts, mais plus de 50 pour cent des ressources en bois et en énergie du pays viennent de parcelles familiales (représentant moins de 1 pour cent des terres domaniales), qui ne sont pas considérées comme des forêts et ne retiennent guère l'attention des pouvoirs publics.
Vue d'en haut, la forêt du Bangladesh, c'est-à-dire l'ensemble des arbres, se présente comme des dizaines de milliers de petites îles dispersées dans une plaine alluviale, et comme des hauteurs et des cours d'eau bordés de forêts, entre les clairières consacrées à l'agriculture et les sites d'exploitation forestière gouvernementaux et commerciaux. La soumission à la juridiction du Département des forêts fournit très peu d'indications sur la situation réelle des forêts. On retrouve les mêmes conditions dans les régions fortement peuplées de l'Indonésie (Java), de Sri Lanka et du Viet Nam.
ii) De vastes zones classées comme forêts nationales dans l'ouest américain ne portent pas d'arbres. Les vergers irrigués privés, les forêts riperines, les savanes de feuillus, et les arbres poussant dans les villes de la même région ne sont pas juridiquement définis comme des forêts. Toutefois, la forêt privée est englobée dans la définition juridique, quelle que soit la végétation ou le caractère du couvert contigu, si la propriété dépasse une certaine dimension. Les propriétés des industries de bois d'uvre sont classées comme forêts même quand elles ont été défrichées, selon des modalités proches de la culture itinérante en Asie, mais 14 millions d'hectares de terres agricoles des Etats-Unis, plantées en arbres dans les réserves de conservation agricole, ne sont pas dénommées forêts. Dans les grandes villes, de nombreuses zones ressemblent, vues du ciel, à des forêts et jouent le rôle de forêts au plan écologique, mais ne sont pas considérées comme des forêts en raison de leur régime de propriété.
Il existe partout des exemples de distorsions juridiques de ce genre qui font ressortir un point intéressant concernant les attributs globaux des forêts. Etant donné que ce sont les arbres, et non les hectares ou les juridictions, qui conservent ou emmagasinent du carbone, leur emplacement et leur aménagement, la forme de propriété et autres usages potentiels n'ont aucune importance. Les arbres d'une essence plantés dans les villes emmagasinent autant de carbone que s'ils poussent dans des sites semblables en forêt, et leur ombrage réduit les émissions d'énergie liées au refroidissement des bureaux et maisons. Si les forêts étaient définies selon le rôle des groupements d'arbres, et non selon certaines habitudes de placement, de forme et de contrôle, les comptes de leurs contributions nationales seraient bien différents des comptes à base juridique.
Dans l'avenir, les compromis entre les obligations internationales et les intérêts nationaux et la volonté des gouvernements à négocier les aspects internationaux des forêts (en termes de commerce des produits et de services environnementaux) pèseront encore plus sur les choix de politique, le développement national et l'état des forêts.
Les contributions économiques des forêts
De nombreuses contributions économiques directes des forêts sont bien connues, particulièrement la valeur de l'énergie du bois et des produits solides du bois et des fibres. On estime que 3 milliards de personnes utilisent le bois de feu comme source principale de combustible domestique, consommant ainsi plus de la moitié du bois produit dans le monde. Dans nombre de zones urbaines des pays en développement, les familles peuvent dépenser 20 à 30 pour cent de leur revenu pour acheter du bois de feu ou du charbon de bois37. En 1992, la consommation mondiale de bois a compris 1,87 milliard de m3 de bois de feu et 1,6 milliard de m3 de bois rond industriel (voir figure 10).
La valeur totale du bois de feu et des produits forestiers dérivés du bois est estimée à plus de 400 milliards de dollars. Le bois réservé à des usages industriels représente 75 pour cent du total. Aucune estimation mondiale comparable n'est disponible pour les services autres que le bois et les avantages des forêts, mais il existe quelques estimations nationales. Une étude FAO sur l'utilisation des produits forestiers non ligneux en Espagne, en Grèce, en Italie, au Maroc, en Tunisie et dans les zones côtières de la France et de l'Algérie indique que le commerce en Méditerranée du liège, des résines, du mastic, du miel, des champignons, des fruits sauvages et du gibier, s'ajoutant à la valeur des arbres utilisés pour la production animale, dépassait, selon les estimations, 1 milliard de dollars en 1992, et pourrait atteindre 5 milliards de dollars par an38.
Il ressort du tableau 10 que la valeur estimative des produits et services autres que le bois des forêts suédoises représente 50 pour cent de la valeur du bois mais seulement 5 pour cent de la valeur des produits fabriqués avec du bois. L'encadré 17 présente une fourchette de valeurs de produits forestiers non ligneux (estimées à l'aide de différentes méthodes à des fins différentes).

Réservoir génétique |
Les forêts abritent une grande diversité d'espèces et d'habitats. Elles constituent le réservoir génétique à même de protéger les souches commerciales contre les parasites et les changements du climat et du sol et la matière première pour la sélection de souches à haut rendement. Les espèces sauvages apparentées à l'avocat, à la banane, à l'anacardier, au cacao, à la cannelle, à la noix de coco, au café, au pamplemousse, au citronnier, au piment, au palmier à huile, à l'hévéa et à la vanille - dont les exportations ont atteint plus de 20 milliards de dollars en 1991 - vivent dans les forêts tropicales. |
Eau |
Quelque 40 pour cent des agriculteurs dans les pays en développement tirent des bassins versants boisés l'eau qui sert à irriguer leurs champs ou à abreuver le bétail. En Inde, les forêts assurent une régulation du régime des eaux et une protection contre les crues d'une valeur estimée à 72 milliards de dollars par an. Dans la majorité des pays d'Europe ainsi qu'aux Etats-Unis, au Japon et en Australie, plus de 20 pour cent de la superficie forestière est considérée comme importante pour la protection et la conservation des réserves d'eau. |
Bassins versants |
Les forêts protègent les sols de l'érosion qui les entraîne dans les cours d'eau. L'envasement des réservoirs représente pour l'économie mondiale un coût d'environ 6 milliards de dollars par an de pertes d'énergie hydroélectrique et d'eau d'irrigation. |
Pêches |
Les forêts protègent les poissons dans les cours d'eau, les lacs, les estuaires et les eaux côtières. Ainsi, les trois quarts des poissons vendus sur les marchés de Manaus (Brésil) sont élevés dans des forêts varzea inondées à certaines saisons, où ils se nourrissent de fruits et de plantes. La viabilité de 112 stocks de saumon et autres poissons du Pacifique Nord-Ouest (Amérique du Nord) dépend des forêts naturelles primaires; la pêche au saumon dans la région est une industrie de 1 milliard de dollars. |
Climat |
Les forêts stabilisent le climat. Sous les tropiques, la déforestation libère des gaz à effet de serre, de l'oxyde de carbone, du méthane et de l'oxyde nitreux. Remplacer le stockage de carbone assumé par toutes les forêts tropicales coûterait, selon les estimations, 3 700 milliards de dollars - soit le produit national brut du Japon. |
Activités récréatives |
Les forêts sont utilisées directement pour les activités récréatives. Le Service forestier des Etats-Unis estime que, dans huit de ses neuf régions administratives, les loisirs, la pêche, la faune et la flore sauvages et d'autres utilisations des forêts nationales ont plus de valeur que le bois d'uvre, le pâturage, les industries extractives et autres utilisations. Dans la plupart des pays d'Europe et en Australie, plus de la moitié de la surface des forêts domaniales est considérée comme importante pour les activités récréatives. |

La consommation mondiale par habitant de produits forestiers a augmenté de près de 1 pour cent par an au cours des 30 dernières années. Entre 1961 et 1991, la valeur réelle de la consommation mondiale de bois a plus que doublé, augmentant en moyenne de 2,7 pour cent par an. Durant la même période, la production mondiale de bois rond a augmenté de 75 pour cent, celle de bois de feu a presque doublé et celle de bois rond industriel a progressé de 50 pour cent. Parmi les produits transformés, les sciages ont augmenté de 20 pour cent, les panneaux de bois de 600 pour cent et le papier de 350 pour cent. Le volume de la production de 1992 est présenté au tableau 11. Trois pays, le Canada, les Etats-Unis et la Fédération de Russie assurent plus de la moitié de la production totale de bois rond industriel.
Ces accroissements substantiels du volume des produits dérivés du bois ont été obtenus sur la base d'un accroissement relativement faible de la production de bois rond industriel, et ce grâce à l'efficacité croissante de la production de sciages et de contreplaqués, la récupération des résidus de bois pour la fabrication d'autres panneaux dérivés du bois et de papier, et le recyclage croissant des vieux papiers dans la papeterie. En outre, les résidus de bois sont un combustible important, améliorant le rendement énergétique dans de nombreuses industries du bois.

Les pays développés consomment la majeure partie des sciages et des panneaux dérivés du bois (300 m3 pour 1 000 personnes par an pour la construction de maisons et de meubles) et du papier (150 tonnes pour 1 000 personnes par an pour la communication, l'emballage et l'hygiène). La consommation annuelle moyenne de sciages et de panneaux dérivés du bois dans les pays en développement est de 30 m3 pour 1 000 personnes par an et celle de papier de 12 tonnes pour 1 000 personnes.

Dans les pays en développement, 80 pour cent du bois est utilisé comme combustible. Le bois de feu représente 58 pour cent de la consommation d'énergie en Afrique, 15 pour cent en Amérique latine et 11 pour cent en Asie (voir tableau 12). Dans plus de 40 pays et dans bon nombre de pays peu avancés, le bois couvre plus de 70 pour cent de la consommation nationale d'énergie. Il satisfait les besoins énergétiques essentiels des communautés qui n'ont pas accès aux combustibles de remplacement ou ne peuvent se les permettre; là où les disponibilités de bois sont rares, on utilise des brindilles et des feuilles. La figure 11 compare le rôle du bois de feu dans les disponibilités énergétiques nationales pour le Bangladesh, l'Ethiopie et l'Inde; et l'utilisation du bois de feu dans les ménages urbains au Burkina Faso, en Chine, en Haïti et en Zambie.
