4. Special Focus - Incorporating FIVIMS in the UN System CCA/UNDAF process

The Dutch Government has committed US$ 1.15 million over the next two years for FIVIMS to contribute improving the CCA/UNDAF process, which is central to the UN System reform at country level. The objectives of the project are:

Two major outputs of the project are expected to be a series of guidelines and a technical supplement to the CCA Guidelines for applying the approach in other countries. Guidelines are expected to address technical, financial and sustainability-related issues, taking into account specific country circumstances.

The pilot countries will be selected in close collaboration with UNDGO and UNDP using information from country visits and based on the interest from and ease of working with both the UN system Country Team (CT) and the government institutions. Pilot countries will probably be selected from three different regions, i.e. Africa, Asia and Latin America, to offer a representative sample of geographic specificity.

At the country level, the project will work closely with the CT, which is responsible for the implementation of the CCA/UNDAF process. The CT includes national government agencies and all partner organisations, from the civil society or private sector, which play an important role in the development of the country.

The FIVIMS Secretariat will draw on support from IAWG members as appropriate to develop this collaborative effort. In addition, an approach will be made to DFID, UK for specific complementary support to facilitate the introduction of the livelihoods-based vulnerable group profiling method.
