APPENDIX I
TERMS OF REFERENCE
(AQUACULTURE ENGINEER)

Under the general direction and supervision of the Chief Operations Group, RAPR, to whom the staff member will be directly responsible, the guidance of the designated technical officers and of the project chief technical adviser with frequent referral to the national authorities. The consultant will carry out the following tasks:

  1. to study the aquaculture situation in Fiji with clarification of constraints of the Naduruloulou Freshwater Aquaculture Centre (NFAC), then identify the research requirement for further development in freshwater aquaculture and clarify the role of a national freshwater aquaculture research centre;

  2. to carry out field surveys at several proposed sites and select the suitable for setting up a new freshwater aquaculture centre;

  3. to design a basic lay-out, in cooperation with the Fisheries Division of the new freshwater aquaculture research centre proposed at the selected site, which can accomplish the research requirement described above;

  4. to make a cost estimate of the proposed centre including expenditures incurred for relocation procedure;

  5. to produce an operation and management plan for the new centre with estimation of operation costs;

  6. to make recommendations on alternative uses of the NFAC; and

  7. to produce a comprehensive report to cover all subjects mentioned above.
