TERMS OF REFERENCE

1. Familiarization with seaweed harvesting methods, processing, types of end product and their uses.

2. Preliminary information (pre-field work) should be collected on:

   • areas where seaweed harvesting is known to be taking place
   • species found in Tanzania
   • export figures for seaweed and destination by species
   • domestic market for seaweed and destination by species

   • previous studies, reports, consultancies

3. Depending on the information collected under (2), selection of areas for fieldwork should be made.

4. Information collected during the course of the fieldwork should include:

   • species harvested
   • areas of coastal zone where seaweed is found
   • current state of seaweed stocks and species grazing on them
   • main economic activities in villages where seaweed harvesting takes place
   • harvesting methods and costs
   • harvesting patterns eg. seasonality, time of day, average number of hours per day spent for harvesting
   • identity of seaweed harvesters eg. gender, age, full time/part time, main economic activities, fishermen or wives of fishermen etc.
   • community uses of seaweed
   • drying methods, costs and quality of dried product
   • identity of processors
   • supply routes of dried product from processors to traders/wholesalers
   • prices of seaweed by species at all stages in supply route
   • current market situation

   • recent changes in supply and price

5. Methodology: to be decided, but should enable information to be standardised for each area to enable aggregation and comparison.

6. The report should be descriptive in nature but should also include estimates on the current economics of seaweed harvesting and drying with different methods and the future prospects of the industry.

Duration: Four weeks including report writing.
