12. The APFIC Secretary informed the Working Group on its Terms of Reference (TOR) and Workplan as adopted by the Commission at its Special Session in February 1999.
13. For the short- and medium- terms as specified in the TOR, the Chairman clarified that, generally, short-term aims for 3-5 years and ten years for the medium term. Such criteria would be useful in defining future programmes of work and related budgetary requirements.
