The objective of this paper is to identify and analyse critical characteristics for the organization of small forest owners with reference to their local situation. The document also sets out a methodology for subsequent development of guidelines for organizing small forest owners. The material presented is intended to stimulate discussion and for possible use as background material for workshops and training programmes. The document includes a description of a range of organizational models adopted in various European countries, with possible advantages and disadvantages of each model. The intention is to present the issues involved to assist potential leaders of private forest owners as well as government officials and extension workers to make more informed decisions about small holder organizations.
